4 апреля 2018 года состоялось очередное заседание рабочей группы по вопросам безопасности Контактной группы на переговорах в Минске, сообщает Представительство ДНР в СЦКК и в переговорном процессе.
«В соответствии с повесткой дня, участники обсудили общую ситуацию в вопросе безопасности и проблемы разведения сил и средств в Станице Луганской.
Со стороны Республики были приведены статистические данные по нарушениям, которые совпадают с данными миссии ОБСЕ. Отмечено, что дополнительные договоренности по поддержанию режима прекращения огня Республики соблюдают в полном объеме.
В то время, как с украинской стороны продолжается полное игнорирование дополнительных мер контроля, что порождает безнаказанность и воспринимается нарушителями, как «молчаливое согласие», а возможно, и своего рода поощрение бездействия киевских властей в вопросе реальных практических шагов на пути к мирному урегулированию военного конфликта в Донбассе.
Представители ДНР обратили внимание на достигнутую на минской площадке договоренность о запрете разведывательной деятельности, в контексте того, что 2 апреля над нашей территорией был сбит БПЛА, принадлежавший так называемому нацбатальону «Азов» и проводивший аэроразведку позиций ВС ДНР, что свидетельствует о нарушении украинской стороной данной договоренности.
Также существует договоренность о запрете диверсионных действий. Однако 2 и 26 марта украинские силовики выкрали военнослужащих ВС ДНР, которые скончались после примененных к ним пыток и принуждений к пособничеству.
Есть и договоренность о запрете открытия огня. Однако 2 апреля ВСУ обстреляли дома жителей н.п. Коминтерново, а потом, открыли огонь по тем же домам, в то время, когда военнослужащие ВС ДНР помогали восстановить повреждения от обстрела со сторону ВСУ. В результате чего один из военнослужащих погиб.
Все эти действия в очередной раз подтверждают отсутствие желания и воли киевских властей соблюдать какие-либо достигнутые договоренности о мирном урегулировании конфликта в Донбассе.
Представители ЛНР акцентировали внимание на недавнем уничтожении автомобиля, который вывозил раненых. Официальная версия Киева неизменна – «самоподрыв».
В этом контексте украинской стороне напомнили о предыдущих ее заявлениях по «самообстрелам». Несколько обстрелов КПВВ «Еленовка», где погибли люди, обстрел двух школ в Докучаевске во время занятий, обстрел хлебовозки, уничтожение санитарной машины, которая вывозила раненого.
Такие нарушения можно продолжать перечислять бесконечно, и во всех случаях официальная позиция Киева – так называемые самообстрелы, самоподрывы. Любому здравомыслящему человеку понятно, что подобные заявления как минимум абсурдны и также демонстрируют нежелание выполнять договоренности.
Относительно Станицы Луганской представители ЛНР привели статистические данные, которые совпадают с данными СММ ОБСЕ: последнее нарушение на участке №1 «Станица Луганская» Миссия зафиксировала 24 марта. То есть требуемый семидневный период тишины на участке длится до сих пор. Однако украинская сторона отказывается выполнять разведение, выдвигая надуманные обвинения в срыве в адрес ЛНР, которые не подтверждаются миссией ОБСЕ.
В соответствии с данными СММ ОБСЕ на этом участке длится одиннадцатый день тишины: никаких причин для отказа от разведения сил и средств Миссия не фиксирует.Безответственное и саботажное поведение украинской стороны является единственным камнем преткновения для реализации Рамочного решения на участке разведения «Станица Луганская». В очередной раз констатируем, что переговорная ситуация в рабочей группе по вопросам безопасности не меняется: украинская сторона занимает деструктивную позицию, выдвигая новые условия и во всем обвиняя Республики. На фоне милитаристской риторики власти, а также наращивания военной группировки у линии соприкосновения, ничего другого от украинской стороны ожидать не приходится», — говорится в сообщении СЦКК.
Another session of the working group on security issues of the Contact Group was held at the talks in Minsk on April 4th, 2018, the DPR Representative Office to the JCCC and negotiation process reports.
“In accordance with the agenda, the participants discussed the overall security situation and the problems of withdrawing the forces and weapons in Stanitsa Luganskaya.
On the part of the Republic, statistical data were provided on violations that coincide with the data of the OSCE mission. It was noted that the additional agreements on maintaining the ceasefire regime of the Republic are observed in full.
While the Ukrainian side continues to completely ignore additional control measures, which generates impunity and is perceived by violators as an “implied assent” and, possibly, a sort of encouragement of inaction by the Kiev authorities in the matter of real practical steps towards a peaceful resolution of the military conflict in Donbass.
Representatives of the DPR drew attention to the agreement reached at the Minsk venue on the prohibition of intelligence activity, in the context of the fact that on April 2 over our territory a UAV belonging to the so-called Azov nationalist battalion and conducting aerial reconnaissance of the positions of the armed forces of the DPR testified to the violation by the Ukrainian side of this agreement.
There is also an agreement to prohibit sabotage actions. However, on March 2nd and 26th, Ukrainian military forces kidnapped the soldiers of the DPR who died after the torture and coercion applied to them to collaborate.
There is also an agreement to prohibit the opening of fire. However, on April 2nd, the AFU shelled the houses of the residents of Kominternovo, and then, opened fire on the same houses, while servicemen of the armed forces of the DPR helped to restore damage from the shelling of the AFU. As a result, one of the servicemen was killed.
All these actions once again confirm the lack of desire and will of the Kiev authorities to comply with any agreements reached on the peaceful settlement of the conflict in Donbass.
Representatives of the LPR have focused attention on recent destruction of the car which took out wounded people. The official version of Kiev is unchanged — “self-explosion”.
In this context, the Ukrainian side was reminded of its previous statements on “self-attacking”. Several shelling of the Yelenovka checkpoint, where people were killed, shelling of two schools in Dokuchaevsk during classes, shelling of bread carrier, destruction of the ambulance that evacuated the wounded people.
Such violations can continue to be listed endlessly, and in all cases, the official position of Kiev is the so-called self-attacking, self-exploding. Any sensible person understands that such statements are at least absurd and also demonstrate unwillingness to comply with the agreement.
Regarding Stanitsa Luganskaya, the representatives of the LPR gave statistical data that coincide with the data of the OSCE SMM: the latest violation at the site No. 1 “Stanitsa Luganskaya” was recorded on March 24th. That is, the required seven-day period of ceasefire at the site continues until now. However, the Ukrainian side refuses to carry out the withdrawal, making far-fetched accusations against the LPR of disrupting, which are not confirmed by the OSCE Mission.
In accordance with the data of the OSCE SMM, the eleventh day of ceasefire lasts on this site: the Mission does not record any reasons for refusing to withdraw the forces and weapons. The irresponsible and sabotage behavior of the Ukrainian side is the only stumbling block for implementing the Framework Decision at the “Stanitsa Luganskaya” withdrawal site. Once again we state that the negotiating situation in the working group on security issues does not change: the Ukrainian side takes a destructive position, putting forward new conditions and accusing the Republics of everything. Against the backdrop of the militaristic rhetoric of the authorities, as well as the build-up of the military grouping at the contact line, nothing else is expected from the Ukrainian side,” the JCCC’s message says.
