В своем отчете по состоянию на 26 ноября наблюдатели СММ ОБСЕ снова зафиксировали тяжелое вооружение и технику ВФУ вблизи линии соприкосновения, а также на железнодорожной станции в Константиновке:

Таким образом власти Киева не только открыто демонстрируют пренебрежительное отношение к подписанным ими же соглашениям, продолжая стягивать технику и вооружения к линии соприкосновения, но и препятствуют осуществлению мониторинговой деятельности СММ ОБСЕ. А размещение средств ПВО вблизи линии соприкосновения при отсутствии авиации у НМ ДНР свидетельствуют о том, что ВФУ готовятся атаковать беспилотники миссии, чтобы скрыть усиление военной группировки, подготовку к наступательным действиям, а также факты нарушения украинской стороной Минских соглашений.
Earlier we reported that the armed formations of Ukraine had stepped up their preparation for offensive operations.
OSCE SMM monitors in their report as of November 26th again informed about heavy armaments and equipment that the AFU had deployed near the contact line, as well as at the railway station in Konstantinovka:

Moreover, in this report, OSCE SMM monitors documented that AFU members had once again hindered their monitoring activity:
Prohibition of access:
— On the morning of November 26th, at the railway station in Konstantinovka, two soldiers of the Armed Forces of Ukraine prohibited a Mission patrol from entering the area where the monitors distantly spotted self-propelled mortars (see above).
Thus, the Kiev government not just overtly demonstrate their disregard for the agreements they signed by building up armaments and equipment at the line of contact, but also impede OSCE SMM from carrying out their monitoring activities. And the deployment of air defense systems near the contact line, given the fact that the DPR People’s Militia has no air forces, suggests that the AFU are getting ready to attack drone aircraft of the Mission to conceal the reinforcements of the contingent, preparation for offensive operations, as well as violations of the Minsk Agreements by the Ukrainian side.
