Сегодня, 12 декабря, в Донецке прошел совместный брифинг министра иностранных дел ДНР Натальи Никоноровой и члена общественной организации «Справедливая защита» Ивана Копыла на тему: «Деятельность Специальной комиссии по фиксации и сбору доказательств военных преступлений украинской власти в Донбассе. Презентация карты жертв войны в Донбассе». Об этом сообщает корреспондент официального сайта ДНР.
Так, Наталья Никонорова рассказала, что основная задача Спецкомиссии — выявление и документирование фактов, обстоятельств совершения преступлений против человечности и военных преступлений государством Украина на территории ДНР и причиненного данными преступлениями ущерба.
«За время работы комиссией:
— была утверждена форма единого реестра базы данных по фиксации правонарушений со стороны Украины, что значительно облегчило систематизацию всех преступлений против народа Донбасса;
— была разработана и реализуется инструкция по взаимодействию Специальной комиссии с юридическими и физическими лицами, выработан порядок взаимодействия между Общественной комиссией, МВД, Представительством ДНР в СЦКК, МЧС и Министерством информации ДНР для оперативного сбора доказательной базы в случае обстрела украинскими силовиками наших территорий;
— была создана единая база данных по погибшим и раненым детям на территории Республики, включая базы данных Республиканского бюро судебно-медицинской экспертизы и Министерства труда и социальной политики ДНР. На данный момент ведется работа по формированию базы данных раненых взрослых жителей Республики;
— функционирует горячая линия Спецкомиссии;
— регулярно проводится информирование граждан о деятельности Спецкомиссии с помощью распространения информационных листовок.
В соответствии с утвержденным порядком и номенклатурой осуществляется наполнение единого реестра базы данных по фиксации правонарушений со стороны Украины. По состоянию на сегодня в единый реестр внесено уже 13 633 записей, а именно:
— гражданские лица погибшие — 473;
— гражданские лица раненые — 841;
— дети погибшие – 73;
— дети раненые – 155;
— пленные и незаконно удерживаемые лица (гражданские и военные заключенные) – 49.
Также ведется работа по обработке и внесению в единый реестр актов обследований поврежденных в результате боевых действий объектов социальной сферы и жилого фонда городов и районов ДНР — всего 12 042 акта.
Кроме того, ведется сбор фото- и видеодоказательств по разрушению жилого фонда и инфраструктуры вследствие обстрелов со стороны Украины – на данный момент собрано около 4 тысяч таких доказательств», — сказала Наталья Никонорова.
Она также отметила, что за 2017-2018 гг. был окончен сбор данных и формирование дел по погибшим и раненым детям. Также было начато формирование дел по раненым взрослым.
Кроме того, все собранные усилиями членов Спецкомиссии факты являются весомыми аргументами в работе профильных групп на Минской площадке. Это прямые доказательства несоблюдения перемирия и неоспоримые факты нарушения прав человека на Украине.
«Мы приложим все усилия, чтобы собрать максимально полную и подробную доказательную базу беззакония украинских властей. Мир должен видеть полную картину нарушения прав человека со стороны Украины, мир должен знать об убийствах и ранениях детей, задержаниях, пытках и избиениях наших единомышленников и военных бойцами СБУ и радикальными группировками.
Наша цель – восстановить справедливость и с помощью международных судебных и правозащитных организаций призвать к ответственности всех виновных в бесчинствах украинских боевиков в Донбассе.
Также хочу отметить, что на территории Республики действует общественная организация «Справедливая защита». Члены организации фиксируют обстоятельства преступлений украинской власти в Донбассе: выезжают на места обстрелов, чтобы лично собрать все доказательства того, что обстрел велся с украинской стороны, общаются с пострадавшими, систематизируют и документируют собранные сведения. Специальная комиссия сотрудничает с ОО «Справедливая защита» в части получения объективной информации о преступлениях украинской армии. Более того, члены данной организации помогают жителям Донбасса в фиксации и оформлении жалоб для направления в Европейский суд по правам человека (ЕСПЧ) и в Международный уголовный суд (МУС)», — подчеркнула глава профильного ведомства.

Therefore, Natalia Nikonorova told that the main task of the Special Commission is to reveal and document the facts and circumstances when the state of Ukrainecommitted the crimes against humanity and war crimes in the territory of the DPR, and the damage caused by these crimes.
“During the time of work, the commission:
—approved the form of a unified databaseregister forrecording offenses from the side of Ukraine, which greatly facilitated the systematization of all crimes against the people of Donbass;
— developed and implemented the instruction on the interaction of the Special Commission with legal entities and individuals, the procedure for interaction between the Public Commission, the Ministry of Internal Affairs, the DPR Representative Office to the JCCC, the Emergencies Ministry and the DPR Information Ministry to quickly collect evidence when the Ukrainian militantsshell our territories;
— createda unified database of killed and wounded children in the territory of the Republic, including the databases of the Chief Medical Examiner’s Officeand the DPR Ministry of Labor and Social Policy. Currently, work is underway to form a database of wounded adult residents of the Republic;
—the hot line of the Special Commissionis in operation;
— creation of awareness is regularly carried out among citizens about the activities of the Special Commission through the distribution of information leaflets.
In accordance with the approved procedure and nomenclature, the unified database registerforrecording offenses from the side of Ukraine is being filled. As of today, 13,633 records have been added to the unified register, namely:
— civilians killed— 473;
— civilians wounded — 841;
— children killed— 73;
— children wounded — 155;
— war prisoners and illegally detained persons (civil and military war prisoners) — 49.
Work is also underway on processing and entering acts of surveys of social facilities and housing stock of cities and districts of the DPR damaged as a result of hostilities into the unified register — a total of 12,042 acts.
In addition photo and video evidence is being collected on the devastation of the housing stock and infrastructure due to shelling from the side of Ukraine — about 4 thousand such pieces of evidence have been currently collected,” Natalia Nikonorova said.
She also noted that between 2017 and 2018,the collection of data and the formation of cases onkilled and wounded children has been completed. The formation of cases on wounded adults has also beenstarted
In addition, all the facts collected by the efforts of the members of the Special Commission are weighty arguments in the work of relevant groups at the Minsk venue. This is direct evidence of the non-compliance with the truce and the undeniable facts of human rights violations in Ukraine.
“We will make every effort to collect the most complete and detailed evidence base proving the lawlessness of the Ukrainian authorities. The world should see a complete image of the violation of human rights by Ukraine, the world should be aware of the killings and wounding of children, detention, torture and beating of our like-minded people and military by fighters of the Security Service of Ukraine and radical groups.
Our goal is to restore justice and, with the help of international judicial and human rights organizations, to bring to justice all those responsible for the atrocities of the Ukrainian militants in Donbass.
I also want to note that the Fair Defensepublic organization operates in the Republic. Members of the organization record the circumstances of the crimes of the Ukrainian government in Donbass: they go to the scenes of shelling in order to personally collect all the evidence that the shelling was conducted from the Ukrainian side, talk with the victims, systematize and document the information collected. The Special Commission cooperates with the Fair Defense public organization in terms of obtaining objective information about the crimes of the Ukrainian army. Moreover, members of this organization help residents of Donbass in recording and filing complaints for submission to the European Court of Human Rights (ECHR) and the International Criminal Court (ICC),” the head of the relevant establishment stressed.
