Сегодня, 14 января, в Министерстве строительства и ЖКХ, под председательством первого заместителя министра Виталия Кижаева, прошло совещание, посвященное вопросам реструктуризации долгов населения за потребленные жилищно-коммунальные услуги. В мероприятии приняли участие представители ГП «Вода Донбасса», КП «Компания «Вода Донбасса», РП «РЭК», Министерства угля и энергетики ДНР, ГК «Донбассгаз» и ГП «Донбасстеплоэнерго».
Как сообщает корреспондент официального сайта ДНР, совещание проводилось во исполнение поручения Главы Республики Дениса Пушилина по итогам декабрьской «Прямой линии» об информировании населения ДНР о механизме реструктуризации задолженности по оплате услуг ЖКХ согласно Указу Главы ДНР №29 от 15 октября 2018 года.
«Сегодня мы хотим обсудить проблемные вопросы, понять с какими предложениями по реструктуризации приходят люди, пишут ли заявления на заключение договора. Посмотрим какие есть проблемы у наших предприятий, которые поставляют услуги. Упали платежи от населения или нет», — отметил Виталий Кижаев.
Он также рассказал, что на сегодня одними из проблемных вопросов являются обледенение крыш и вывоз ТБО в связи с ухудшившимися погодными условиями, возникшими в начале января: «При тех погодных условиях, которые у нас сейчас, Минстроем уже закуплены предупреждающие ленты, и будут огорожены наиболее опасные участки во избежание несчастных случаев. Относительно вывоза ТБО, могу сказать, что на данный период вывоз мусора осложняется неблагоприятными погодными условиями. Эта ситуация носит временный характер и повторяется почти каждый зимний период в сильные снегопады. Нарушения графика вывоза мусора обусловлены недостатком специализированной техники, которой при таких погодных условиях требуется больше, чем обычно», — сообщил первый замминистра.
Напоминаем: Указ «О реструктуризации задолженности за жилищно-коммунальные услуги» был разработан с целью обеспечения взаимных интересов потребителей должников и предприятий – поставщиков коммунальных услуг. Указ предоставляет возможность гражданам расплатиться с долгами, накопившимися с 14с мая 2014 года по 1 января 2018 года за потребленные жилищно-коммунальные услуги, предусматривая для этого периода от 12 до 60 месяцев.
Today, on January 14th, the Ministry of Construction Industry and Public Utilities hosted a meeting chaired by First Deputy Minister Vitaly Kizhayev regarding the debt restructuring for used public utility services. Representatives of Voda Donbassa State Enterprise, Voda Donbassa Public Utilities Company, Regional Energy Supply Company Republic Enterprise, the DPR Ministry of Coal and Energy, Donbassgaz State Concern and Donbassteploenergo State Enterprise, attended the event.
According to a correspondent of the DPR official website, the meeting was held pursuant to the instruction of Head of the Republic Denis Pushilin following the results of the December live TV call-in show regarding the creation of awareness among the population about the mechanism of debt restructuring for public utility services in accordance with Decree 29 of the DPR Head as of October 15th, 2018.
“Today we want to discuss problematic issues, to understand with which proposals for the restructuring people come forward, whether they write applications to conclude a contract. Let us see what the problems our enterprises that provide services have got. Whether the payments from the population have declined or not,” Vitaly Kizhayev noted.
He also said that today one of the problematic issues was roof icing and removal of solid waste due to the deteriorating weather conditions that happened in early January, “Amid those weather conditions that we have now, the Ministry of Construction has already bought warning tapes that will fence off dangerous sites to avoid accidents. Regarding the removal of solid waste, I can say that at this period the waste removal is complicated by the adverse weather conditions. This situation is temporary and repeats itself almost every winter during heavy snowfalls. The breaches of the waste removal schedule stem from the lack of special equipment, which, amid such weather conditions, is required more than usual,” the First Deputy Minister reported.
We remind that the Order On Debt Restructuring For Public Utility Services was elaborated with the aim of ensuring the mutual interests of debtor consumers and enterprises providing public utilities. The Order gives citizens the opportunity to pay off the debts accumulated between May 14th, 2014 and January 1st, 2018 for used public utility services, providing for 12 to 60 months for this period.
