На сегодняшнем заседании политгруппы координатором был представлен рабочий документ, призванный интенсифицировать работу по рассмотрению формулы Штайнмайера, сообщает пресс-служба МИД ДНР.
Однако украинская сторона отказалась обсуждать данный документ и, вопреки ожиданиям и усилиям координатора, заседание рабочей группы завершилось без каких-либо положительных результатов.

«К четвертой годовщине Минска-2 сущностные статьи Закона Украины «Об особом порядке местного самоуправления», предполагающие наделение определенных территорий особыми полномочиями, все еще остаются заблокированными.

Представители Украины вновь использовали излюбленный метод саботажа переговорного процесса – внесение на обсуждение тем, не входящих в повестку дня. Из-за этого так и не удалось приступить к рассмотрению ключевого политического вопроса – компромиссного порядка вступления в силу закона об особом статусе Донбасса, несмотря на то, что именно этот вопрос был согласован консенсусом на 50-м заседании Контактной группы.

Представители Киева постоянно игнорируют поручения координатора предоставить письменные позиции по основным вопросам, подтверждая наши выводы о том, что украинская сторона умышленно затягивает переговорный процесс. Тем самым Киев демонстрирует свое неуважительное отношение не только к представителям Республик, но и к усилиям посредников в лице ОБСЕ и России.

Полпред ДНР вновь обратила внимание на то, что компромиссный механизм Штайнмайера является большой уступкой со стороны Республик, так как особый статус должен был начать действовать еще в 2015 году без каких-либо предварительных условий. Поэтому на сегодняшний день первоочередным условием результативности политической подгруппы является ведение конструктивного диалога по единственно возможному порядку введения в действие особого статуса Донбасса – формуле Штайнмайера», — говорится в заявлении.

During today’s meeting of the political group, the coordinator introduced a working document designed to intensify work on the consideration of Steinmeier’s Formula; the DPR Foreign Ministry’s press service reports.
However, the Ukrainian side refused to discuss this document and, contrary to the expectations and efforts of the coordinator, the working group’s meeting ended without any positive results.

“By the fourth anniversary of the Minsk-2, the essential articles of the Law of Ukraine On the Special Order of Local Self-Government, implying that certain territories are endowed with special powers, are still blocked.

Representatives of Ukraine once again used their favorite method of sabotage in the negotiation process — discussing topics not appearing on the agenda. Because of this, it was not possible to proceed to the consideration of the key political issue — the compromise procedure for the entry-into-force of the law on the special status of Donbass, despite the fact that this issue was agreed by consensus at the 50th meeting of the Contact Group.

The Kiev representatives constantly ignore the instructions of the coordinator to provide their written standpoints on key issues, confirming our findings that the Ukrainian party deliberately delays the negotiation process. Thus, Kiev demonstrates its disrespectful attitude not only to the representatives of the Republics, but also to the efforts of the mediators represented by the OSCE and Russia.

The plenipotentiary of the DPR once again drew attention to the fact that Steinmeier’s compromise mechanism was a significant concession on the part of the Republics, since the special status should have come into effect 2015 without any preconditions. Therefore, today the primary condition for the effectiveness of the political subgroup is to conduct a constructive dialogue on Steinmeier’s formula, the only possible procedure for introducing the special status of Donbass,” the statement says.
