В Минске прошло заседание Контактной группы в рабочих подгруппах: по вопросам безопасности, экономической, политической и гуманитарной, сообщает МИД.
Приоритетными темами переговорной позиции представителей Республики в подгруппе по экономическим вопросам неизменно остаются погашение задолженности Украины работникам железной дороги и КП «Компания «Вода Донбасса», а также внедрение механизма выплаты пенсий, предложенного МККК.
Переговорщики в политической подгруппе продолжили работу по основному вопросу повестки – имплементации формулы Штайнмайера и основанными на ней вопросами амнистии.
К сожалению, представители Киева в рабочей группе по вопросам безопасности отказались от согласования предложенного ОБСЕ варианта заявления о перемирии на пасхальные праздники, который содержит дополнительные меры.
«Мы надеялись, что сегодня в Минске украинские переговорщики займут более адекватную позицию и примут хотя бы текст совместного заявления Контактной группы, который содержит минимальный пакет дополнительных мер усиления и контроля.
Мы были готовы на компромисс – взять за основу предложенный ОБСЕ вариант текста заявления, так как, безусловно, поддерживаем содержащиеся в нем меры, но в очередной раз мы увидели абсолютную недоговороспособность представителей официального Киева – без каких-либо внятных аргументов они отказались принять этот вариант.
В свою очередь Республики выразили готовность после согласования заявления, которое включает в себя ряд дополнительных мер усиления и контроля, подтвердить свои обязательства по соблюдению режима прекращения огня с любой ближайшей даты», – сообщила полпред ДНР на переговорах в Минске Наталья Никонорова.
Напомним, конкретные меры были прописаны в тексте заявления Контактной группы от 26 марта 2018 года и включали такие пункты, как принятие и соблюдение соответствующих приказов о прекращении огня; эффективное применение дисциплинарных мер в случаях нарушений режима прекращения огня; отказ от наступательных действий и разведывательных операций; неприменение огня, включая ответный огонь, в частности строгое запрещение ведения огня как в направлении, так и со стороны населенных пунктов, размещение и применение тяжелого вооружения в населенных пунктах и в их близости, а также нацеливание на объекты гражданской инфраструктуры, включая школы, детские сады, больницы и общественные помещения.
Следующая встреча в Минске запланирована на 22 мая.
Minsk hosted a meeting of the Contact Group in the working subgroups: the subgroup for security issues, economic subgroup, political and humanitarian subgroups; the Foreign Ministry reports.
The priority topics of the negotiating standpoint of representatives of the Republic in the subgroup for economic issues invariably remain the repayment of Ukraine’s debt to employees of the railway and Voda Donbassa Public Utilities Company, as well as the introduction of the pension payment mechanism proposed by the ICRC.
The negotiators in the political subgroup continued to work on the main issue on the agenda: the implementation of Steinmeier’s formula and the issues of the amnesty based on it.
Unfortunately, representatives of Kiev in the working group for security issues refused to agree on the variant of the statement, which is proposed by the OSCE, on the truce during the Easter holidays, which contains additional measures.
“We hoped that today in Minsk the Ukrainian negotiators would take a assume a more appropriate and accept at least the text of the joint statement of the Contact Group, which contains a minimum package of additional measures of strengthening and control.
We were ready for a compromise by taking as a basis the version of the text of the statement proposed by the OSCE, since, of course, we support the measures contained in it, but once again we saw the absolute incompetence of the representatives of the official Kiev, because without any intelligible arguments, they refused to accept this variant.
In turn, the Republic expressed readiness after coordinating the statement, which includes a number of additional measures of strengthening and control, to confirm their commitment to observe the ceasefire from any immediate date,” DPR plenipotentiary representative to the negotiations in Minsk Natalia Nikonorova informed.
Recall that specific measures were enshrined in the text of the statement of the Contact Group as of March 26th, 2018 and included such items as the adoption and observance of relevant cease-fire orders; effective application of disciplinary measures in cases of cease-fire violations; abandonment of offensive operations and intelligence operations; the non-use of fire, including back fire, in particular the strict prohibition on firing both in the direction and from the direction of populated localities, the deployment and use of heavy weapons in populated localities and in their vicinity, as well as targeting civilian infrastructure facilities, which includes schools, kindergartens, hospitals and public spaces.
The next meeting in Minsk is scheduled for May 22nd.
