Сегодня, 15 июля, под председательством Главы Донецкой Народной Республики Дениса Пушилина состоялось рабочее совещание, на котором обсуждались вопросы обострения ситуации на линии соприкосновения. Как сообщает корреспондент официального сайта ДНР, свои доклады представили руководители силовых ведомств и главы городов.
“Обстановка на линии соприкосновения не дает оснований полагать, что в вопросах достижения мира позиция Украины претерпела существенные изменения. Напротив, активизация действий противника отмечается вдоль всей линии соприкосновения. Обстрелы приняли систематический характер, значительно активизировалась работа украинских спецслужб. Последнее обстоятельство вызывает у меня особую тревогу. Целью сегодняшнего совещания является совместная выработка решений в сфере обеспечения безопасности граждан и поддержания правопорядка и защиты населения Республики от посягательств со стороны украинских диверсионно-разведывательных формирований”, — обратился к присутствующим Глава государства.
По словам начальника Управления Народной милиции ДНР, генерал-майора Дениса Синенкова, ситуация остается напряженной и имеет тенденцию к обострению.
«Руководство Украины продолжает проводить активную политику, направленную на получение военно-технической помощи от США и стран НАТО. В связи с низкой укомплектованностью личного состава руководством Украины проводится комплекс мероприятий по повышению престижа службы в армии. Исходя из вышесказанного, стабилизация обстановки в ближайшее время маловероятна”, — доложил он.
Также он добавил, что под огнем противника с применением вооружения калибра выше 120 мм оказываются не только позиции Народной милиции, но и все населенные пункты вдоль линии соприкосновения сторон и глубоко в тылу. Ожидается увеличение количества обстрелов накануне проведения двухсторонних переговоров в Минске, а также выборов в Верховную Раду Украины. Также вероятен выход большого количества диверсионно-разведывательных групп.
В свою очередь глава администрации Горловки Иван Приходько отметил увеличение количества обстрелов из стрелкового оружия некоторых районов города. Также он подчеркнул, что ведется постоянная работа с населением, в частности проводятся встречи граждан с представителями власти и лично с главой администрации, жителей обеспечивают продуктовыми наборами и другой помощью. “Ежедневно мы объезжаем все поселки, независимо от того, произошел обстрел или нет”, — прокомментировал мэр Горловки.
Первый заместитель главы администрации Докучаевска Руслан Долбачев отметил, что руководством и представителями администрации проводятся встречи с гражданами, информационная работа касательно правил поведения во время обстрелов. Коммунальные службы города работают в усиленном режиме, восстанавливая подачу воды, газа и электричества после обстрелов со стороны ВФУ. Также все защитные сооружения гражданской обороны приведены в готовность.
“С учетом озвученного необходимо усилить работу правоохранительных органов в сфере противодействия попыткам украинских спецслужб дестабилизировать ситуацию внутри Республики. В связи с этим важно обеспечить высокую степень координации и взаимодействия между Народной милицией, МГБ, МВД и Генеральной прокуратурой. Специфика нынешней ситуации требует концентрации усилий, направленных на контрразведывательную деятельность.
Считаю необходимым поручить МВД, МГБ и УНМ обеспечить проведение комплекса дополнительных оперативно-профилактических мероприятий, направленных на выявление фактов разведывательно-диверсионной деятельности со стороны Украины, установление лиц, причастных к совершению преступлений против основ конституционного строя, поддержание общественного порядка и безопасности”, — подытожил Глава ДНР Денис Пушилин.

“The situation at the line of contact does not give grounds to believe that Ukraine’s standpoint on the reestablishment of peace has undergone significant changes. On the contrary, the intensification of the adversary’s activity is reported along the entire line of contact. Attacks have become systematic, the work of the Ukrainian special services has been significantly intensified. The last circumstance gives rise to special concern. The purpose of today’s meeting is to jointly elaborate solutions in the field of ensuring the safety of citizens and maintaining law and order and protecting the population of the Republic from trespasses by Ukrainian sabotage and reconnaissance groups,” the Head of State addressed those present.
According to the chief of the DPR People’s Militia, General Major Denis Sinenkov, the situation remains tense and tends to escalate.
“The leadership of Ukraine continues to pursue an active policy aimed at obtaining military and technological aid from the United States and NATO countries. In connection with the low staffing of the military personnel, the leadership of Ukraine is conducting a complex of measures to promote the prestige of military service. Proceeding from the above, stabilization of the situation is unlikely in the near future,” he reported.
He also added that not only the positions of the People’s Militia came under the adversary’s fire with weapons of a caliber greater than 120mm, but also all populated localities along the line of contact of the parties and deep in the rear. It is expected that the number of attacks on the eve of bilateral negotiations in Minsk will increase, as well as during elections to the Verkhovna Rada of Ukraine. It is also possible that a large number of sabotage and reconnaissance groups will be infiltrating.
In turn, mayor of Gorlovka Ivan Prikhodko reported an increase in the number of attacks with small arms on certain areas of the city. He also stressed that a constant work with the population is ongoing, in particular, meetings of citizens with representatives of the authorities and personally with the head of the administration; the residents are provided with food packages and other aid. “Every day we go around all the villages, regardless of whether shelling has occurred or not,” the mayor of Gorlovka commented.
First deputy head of the administration of Dokuchayevsk Ruslan Dolbachev noted that the leadership and representatives of the administration held meetings with citizens, created awareness about the rules of conduct during attacks. Public utilities of the town work under no timeline, restoring the water supply, gas and electricity after shelling by the AFU. In addition, all civil defense public works have been brought to readiness.
“Given the voiced, it is necessary to strengthen the work of law enforcement agencies in the sphere of countering attempts of the Ukrainian special services to destabilize the situation inside the Republic. In this regard, it is important to ensure a high degree of coordination and interaction between the People’s Militia, the Ministry of State Security, the Ministry of Internal Affairs and the Prosecutor General’s Office. The specificity of the current situation requires a concentration of efforts aimed at counterintelligence activities.
I consider it necessary to instruct the Ministry of Internal Affairs, the Ministry of State Security and the People’s Militia Directorate to ensure that a set of additional operational and preventive measures aimed at revealing the facts of intelligence and sabotage activities from Ukraine be carried out to identify those involved in committing crimes against the foundations of the constitutional order, to maintain public order, safety and security,” Head of the DPR Denis Pushilin concluded.
