В пятницу, 21 июня, Глава ДНР Денис Пушилин обсудил вопросы оздоровления детей Республики в летний период с заместителем Председателя Правительства Владимиром Антоновым, советником Главы по правам ребенка Элеонорой Федоренко, министром образования и науки Михаилом Кушаковым. Об этом сообщает пресс-служба Администрации Главы ДНР.
«Началось лето – сезон активного детского оздоровления. Я знаю, что работа по оздоровлению детей проходит круглый год, но сейчас идет самая горячая пора. Государство должно взять на себя регулирующую и контролирующую роль по организации детского оздоровления.
Во-первых, мы должны максимально использовать внутренние ресурсы – лагеря, пансионаты. Здесь Минобрнауки совместно с Минздравом необходим постоянный контроль за исполнением санитарных норм, качеством питания. Также необходимо привлекать представителей МЧС – пожарная безопасность тоже должна быть на высоком уроне.
Кроме того, необходимо четко организовать доставку детей в места отдыха – не должно быть проблем с транспортом, с исправностью автомобилей, с организацией сопровождения.
Отдельно нужно сосредоточить внимание по направлениям за пределами Донецкой Народной Республики. Наши дети отдыхают в России, Южной Осетии, Абхазии, Белоруссии. Следует обеспечить безопасность доставки детей и наличие всех необходимых документов.
Сегодня очень важно обеспечить нашим детям достойный отдых. И я убежден, что это одна из важнейших задач государства», — сказал в начале встречи Денис Пушилин.
Далее с докладом об организации детского оздоровительного отдыха выступил заместитель Председателя Правительства ДНР Владимир Антонов.
Он отметил, что на территории Республики в 2019 году на базе общеобразовательных организаций функционировали пришкольные лагеря, в которых отдохнули 33 000 детей.
«В 2019 году в рамках благотворительной акции «Дети России – детям Донбасса» организовано оздоровление обучающихся в возрасте от 9 до 14 лет в федеральном государственном бюджетном учреждении «Оздоровительный комплекс «Снегири», который находится в Подмосковье. Начали мы эту работу с января 2019 года. За это время оздоровились 435 человек. На начальных этапах у нас была небольшая проблема – не было возможности доставки детей за счет бюджетных средств. Благодаря вам проблема снялась, Вы решили этот вопрос – спасибо большое. Из бюджета были выделены средства, и теперь наши дети ездят туда за счет государства. До конца года мы планируем оздоровить такое же количество детей», – рассказал Владимир Антонов.
Вице-премьер также добавил, что в Снежнянском Республиканском оздоровительном центре за первое полугодие текущего года отдохнули 700 человек, еще 300 детей побывают там до конца года.
«К следующему году нам нужно готовиться и смотреть, что мы можем сделать по Седово. Жду от вас предложений, Владимир Николаевич», – сказал Денис Пушилин.
В свою очередь министр образования и науки ДНР Михаил Кушаков проинформировал о работе, которая ведется профильным министерством в направлении организации отдыха детей Донецкой Народной Республики в Российской Федерации. Руководитель государства поручил Михаилу Кушакову наладить более тесное взаимодействие с Русским центром.
В ходе встречи советник Главы ДНР по правам ребенка Элеонора Федоренко озвучила данные о количестве детей из льготных категорий, которым требуется ежегодное оздоровление. Это 4 833 ребенка, имеющих инвалидность, из них, проживающих в прифронтовых городах и районах Республики – 1 739 детей. В прифронтовых населенных пунктах проживают 46 030 детей. Необходимо оздоровить 131 ребенка, получившего ранения за период военных действий и не достигших 18 лет, 507 детей погибших защитников Республики и 725 детей-сирот и детей, лишенных родительского попечения.
Как отметила Федоренко, на территории Донецкой Народной Республики функционируют реабилитационные учреждения, находящиеся в подчинении Министерства здравоохранения, в которых дети могут получать необходимое лечение и оздоровление. По ее словам, в Амвросиевском районе работает оздоровительный лагерь «Орленок» – за 2019 год там планируется оздоровить 720 детей. В Енакиевском районе расположен оздоровительный лагерь имени Дубинина – на данный момент там пребывают на оздоровлении 350 детей. В поселке Седово ежегодно осуществляется оздоровление детей, получивших ранения, которые повлекли за собой инвалидность, – на данный момент в пансионате «Юбилейный» оздоравливаются 9 человек.
Также Элеонора Федоренко рассказала, что 50 детей отдыхают в поселке Форос (Республика Крым, РФ). 73 ребенка из прифронтовых районов Республики, включая детей из семей погибших военнослужащих ДНР, находятся на оздоровительном отдыхе под Евпаторией (Республика Крым, РФ). Также дети Республики находятся на оздоровлении в лагере «Золотая коса» (Неклиновский район Ростовской области, РФ).
«Сегодня, буквально в эти минуты, уезжают 15 учащихся-медалистов военного лицея в «Алые паруса», – сообщила Элеонора Федоренко и добавила, что также достигнута договоренность с Краснодарским краем – на Черноморское побережье отправятся 100 детей из льготных категорий.
В конце встречи советник Главы ДНР по правам ребенка обратилась к Денису Пушилину с просьбой посодействовать в пропуске через КПВВ следующих к местам отдыха детей, которые достигли 14-летнего возраста, но не получили паспорта гражданина Российской Федерации. Глава ДНР поручил подготовить списки этих детей с целью ускорения процедуры получения документов.

“Summer, the season of active health improvement for children, has begun. I know that work on improving the health of children is ongoing all year round, but now it is the highest time. The state should assume a regulatory and controlling role in organizing children’s health improvement.
First of all, we must maximize the use of internal resources: camps, holiday centres. Here, the Ministry of Education and Science, jointly with the Ministry of Health, requires constant monitoring over the implementation of sanitary standards and the quality of catering. It is also necessary to involve representatives of the Ministry of Emergency Situations, because fire safety should also be at a high level.
In addition, it is necessary to clearly organize the transportation of children to resorts — there should be no problems with transport, the serviceability of cars and the arrangements for accompanying.
Separately, we need to focus on the areas outside the Donetsk People’s Republic. Our children have holiday in Russia, South Ossetia, Abkhazia, Belarus. It is necessary to ensure the safety of transportation of children and the availability of all necessary documents.
Today it is very important to provide our children with a decent rest. And I am convinced that this is one of the most important tasks of the state,” Denis Pushilin said at the beginning of the meeting.
Next, Deputy Chairman of the DPR Government Vladimir Antonov made a report on the arrangements for children’s recreational health improvement.
He noted that in 2019, school camps operate on the premises of educational organizations in the Republic, where 33,000 children have had holiday.
“In 2019, within the framework of the charity event called “Children of Russia to Children of Donbass”, health improvement was organized for schoolchildren aged 9 to 14 years old in the federal state budgetary institution Health Complex Snegiri, which is located in the Moscow Region. We have started this work since January 2019. During this time, 435 people have improved their health. At the initial stages, we had a small problem, because there was no possibility of carrying children there at the expense of budget funds. Thanks to you, the problem has gone, you solved this issue, thanks a lot. Funds were allocated from the budget, and now our children go there at the expense of the state. By the end of the year, we plan to improve the health of the same number of children,” Vladimir Antonov told.
The Deputy Prime Minister also added that 700 people had had a rest in the Snezhnoye Republic Health Center in the first half of this year; another 300 children will be staying there until the end of the year.
“By the next year we need to get ready and see what we can do about Sedovo. I look forward to hearing suggestions from you, Vladimir Nikolayevich,” Denis Pushilin said.
In turn, Minister of Education and Science of the DPR Mikhail Kushakov informed about the work that is being done by the relevant ministry in organizing recreation for children from the Donetsk People’s Republic in the Russian Federation. The leader of the state instructed Mikhail Kushakov to establish closer cooperation with the Russian center.
During the meeting, Advisor for Child’s Rights to the DPR Head Eleonora Fedorenko announced data on the number of benefit-entitled children who need annual health improvement. These are 4,833 children with disabilities, of them 1,739 children live in the frontline towns and districts of the Republic. 46,030 children live in the frontline populated localities. It is necessary to improve the health of 131 children aged under 18 who have been injured during the period of hostilities, 507 children of the fallen defenders of the Republic and 725 orphans and children deprived of parental care.

According to her, the health camp Orlyonok operates in Amvrosiyevsky District — in 2019 it is planned to improve the health of 720 children. Near Yenakiyevo there is Dubinin health camp — at the moment 350 children improve their health there. In the village of Sedovo, children who have suffered injuries that resulted in disabilities are treated annually; currently, 9 people are recuperating in the Yubileiny holiday center.
Eleonora Fedorenko also told that 50 children are resting in the town of Foros (Republic of Crimea, Russian Federation). 73 children from the frontline regions of the Republic, including children from the families of the fallen DPR soldiers, are on a recreation holiday near Yevpatoria (Republic of Crimea, Russian Federation). In addition, children of the Republic are on rehabilitation in the camp Zolotaya Kosa (Neklinovsky district of the Rostov region, Russian Federation).
“Today, literally right now, 15 students, medal awardees, from the military lyceum are leaving for Alyie Parusa,” Eleonora Fedorenko said, and also added that an agreement has been reached with the Krasnodar region — 100 benefit-entitled children will go to the Black Sea coast.
At the end of the meeting, the Advisor for Child’s Rights to the DPR Head appealed to Denis Pushilin with a request to assist the children who have reached the age of 14 but have not received a passport of a citizen of the Russian Federation in passing through the checkpoints. The Head of the DPR instructed that the lists of these children be prepared in order to speed up the procedure for issuing the documents.
