The Ministry of Foreign Affairs of the Donetsk People’s Republic has published the full list of additional measures for the enhancement and control of the effective indefinite ceasefire regime, which have been agreed upon and signed by members of the Contact Group.

Measures for the enhancement and control of the ceasefire regime:

The corresponding ceasefire orders containing the following measures for the maintenance of the ceasefire shall be issued by the leadership of the Armed Forces of Ukraine and the leadership of the armed forces of the certain areas of the Donetsk and Lugansk regions, shall enter into force starting July 27, 2020, 00:01 (Kiev time) and be complied with for the entire period until the conflict is settled comprehensively and in full:

— offensive, reconnaissance, sabotage activities and the use of any types of aircraft shall be prohibited;
— conduct of fire, including sniper, shall be prohibited;
— deployment of heavy weapons in populated localities and their vicinity, primarily at civilian infrastructure facilities, including schools, kindergartens, hospitals and other public spaces shall be prohibited;
— disciplinary action must be effectively applied for violation of the ceasefire regime, the coordinator of the Trilateral Contact Group must be notified of them, who, in turn, must notify all its members;
— a coordinating mechanism of response to ceasefire violations shall be formed and put into operation with the assistance of the JCCC in its current composition;
— return fire in case of offensive operations * shall not be allowed unless it has been opened on the orders of the relevant leadership of the Armed Forces of Ukraine and the leadership of the armed forces of the certain areas of the Donetsk and Lugank regions in the event that an attempt to use the above-mentioned coordination mechanism has been unsuccessful. The TCG must be notified of the issuance of such orders;
— the aforementioned measures shall not be fully or partially disavowed by any other orders, including secret orders.
*Offensive operations shall be defined as any attempts to change the positional deployment of troops at the moment of the adoption of this statement, including additional engineering fortification of positions, and/or any advance or movement of armed persons towards their opposing side, including for the purpose of conducting reconnaissance or sabotage activities.

The leaderships of the Armed Forces of Ukraine and the armed forces of the certain areas of the Donetsk and Lugansk regions shall publicly declare the issuance of orders listing all these measures and affirm that these ceasefire orders comply with these measures.

The SMM OSCE shall assist and support the parties in the implementation of these mutually agreed measures, without prejudice to the established procedures of information sharing or any other aspect of full implementation of provisions of the Mission’s mandate.
