Сегодня, 10 августа, состоялось очередное заседание Совета Министров ДНР, в ходе которого были рассмотрены более 70 проектов нормативных правовых актов, касающихся деятельности всех министерств и ведомств Республики.

Заседание прошло под руководством Председателя Совета Министров Александра Захарченко. Также в работе Совмина приняли участие заместители Председателя, руководители министерств и ведомств Республики.

Как сообщает пресс-служба Совмина ДНР, среди рассмотренных проектов был утвержден ряд нормативных правовых актов в сфере агропромышленной политики и продовольствия. В частности, Совет Министров одобрил Положение о Государственном реестре субъектов племенного дела в животноводстве, Порядок проведения государственной аттестации и присвоения соответствующего статуса субъектам племенного дела в животноводстве, Положение о племенном свидетельстве (сертификате), Положение о государственных книгах племенных животных по отдельным видам и породам животных, Положение о Государственном реестре селекционных достижений в животноводстве, а также Технологические требования к проведению селекционной племенной работы в области пчеловодства.

Совмин одобрил проект постановления «Об организации перевозок социально-значимых (гуманитарных) грузов, направленных на восстановление объектов, обеспечивающих энергетическую безопасность Донецкой Народной Республики», входящий в сферу деятельности Министерства угля и энергетики.

Среди вопросов, касающихся деятельности Министерства здравоохранения, был рассмотрен проект Постановления «О создании Государственной чрезвычайной противоэпидемической комиссии при Совете Министров Донецкой Народной Республики».

«Данный документ позволит определить условия, основные задачи, функции и права Государственной чрезвычайной противоэпидемической комиссии, а также комиссий при городских и районных администрациях. Комиссия создается для контроля и координации деятельности органов исполнительной власти, предприятий и учреждений по предотвращению и ликвидации опасных инфекционных болезней, массовых инфекционных заболеваний или отравлений», — отметила заместитель министра здравоохранения ДНР Тамара Цыганок.

В сфере информационной политики Совет Министров рассмотрел проект Постановления «Об утверждении Порядка проведения экспертизы информационной продукции в целях обеспечения информационной безопасности детей».

«Проведение указанной экспертизы обеспечит соблюдение требований законодательства Республики в части определения вида информации, причиняющей вред здоровью и развитию детей», — пояснил и.о. министра информации ДНР Игорь Антипов.

Среди вопросов, касающихся деятельности Министерства труда и социальной политики, был рассмотрен проект Постановления «Об утверждении Положения о главном государственном социальном инспекторе и Порядка проведения проверок главным государственным социальным инспектором».

«Предполагается, что главным государственным социальным инспектором будет производиться социальное инспектирование. Стоит отметить, что социальное инспектирование – это система мероприятий, которые направлены на осуществление контроля за соблюдением законодательства при предоставлении всех видов государственной помощи — компенсаций, пособий, льгот и других мер поддержки лиц, нуждающихся в социальной помощи», — пояснила и.о. министра труда и социальной политики ДНР Лариса Толстыкина.

Также рассмотрено Постановление «Об утверждении Порядка установления квоты для приема на работу граждан, имеющих дополнительные гарантии в содействии трудоустройству».

Кроме этого, Совет Министров рассмотрел проект постановления, который касается государственной аккредитации государственных, муниципальных субъектов хозяйствования, осуществляющих свою деятельность в сфере физической культуры и спорта. Внесены изменения в Порядок приема в эксплуатацию самовольно построенных объектов строительства, а также рассмотрено Постановление об утверждении Порядка перевода жилых помещений в нежилые и нежилых помещений в жилые.

Также Совмином был рассмотрен ряд Постановлений, внесенных Государственным комитетом водного и рыбного хозяйства, Государственным комитетом по земельным ресурсам, Государственным комитетом по экологической политике и природным ресурсам при Главе ДНР, Республиканской антимонопольной службой, Главным управлением геологии и геоэкологии при Главе ДНР.

Today, on August 10th, another meeting of the DPR Council of Ministers was held, during which over 70 draft regulatory legal acts concerning the activities of all ministries and agencies of the Republic were considered.

According to the press service of the DPR Council of Ministers, a number of regulatory legal acts in the field of agro-industrial policy and food were approved among the reviewed projects. In particular, the Council of Ministers approved the Regulations on the State Register of Subjects of Pedigree Work in Animal Husbandry, the Procedure for Conducting State Attestation and Granting the Appropriate Status to Subjects of Pedigree Work in Animal Husbandry, the Regulation on Pedigree License (certificate), the Regulations on State Books of Pedigree Animals for Species and Breeds of Animals , Regulations on the State Register of Selection Achievements in Animal Husbandry, and Technological Requirements for conducting a selection pedigree work in apiculture.

The Council of Ministers approved the draft resolution On the Organization of Transportation of Socially Important (humanitarian) cargoes, aimed at the restoration of facilities that ensure the energy security of the Donetsk People’s Republic, which fall within the scope of the Ministry of Coal and Energy.

Among the issues related to the activities of the Ministry of Health, the draft resolution On the Establishment of the State Emergency Anti-epidemic Commission under the Council of Ministers of the Donetsk People’s Republic was considered.

“This document will determine the conditions, main tasks, functions and rights of the State Emergency Anti-epidemic Commission, as well as commissions for city and regional administrations. The Commission is being established to monitor and coordinate the activities of executive authorities, enterprises and institutions for the prevention and elimination of dangerous infectious diseases, mass infectious diseases or poisoning,” Tamara Tsyganok, the DPR Deputy Minister of Health, noted.

In the field of information policy, the Council of Ministers considered the draft Resolution On Approving the Procedure for Conducting Expertise of Information Products for the Purpose of Ensuring the Information Security of Children.

“Carrying out the abovementioned expertise will ensure compliance with the requirements of the legislation of the Republic in determining the type of information that causes harm to a child’s health and development,” acting Minister of Information of the DPR Igor Antipov clarified.

Among the issues related to the activities of the DPR Ministry of Labor and Social Policy, the Draft Resolution On Approval of the Regulations on the Chief State Social Inspector and the Procedure for Conducting Inspections by the Chief State Social Inspector was considered.

“It is supposed that the chief state social inspector will carry out social inspections. It is notewothy that social inspection is a system of measures that are aimed at monitoring compliance with legislation in the provision of all types of state aid: compensation, allowances, benefits and other measures to support people who require social assistance,” acting Minister of Labor and Social Policy of the DPR Larisa Tolstykina clarified.

In addition, the Resolution On Approving the Procedure for Establishing the Quota for the Employment of Citizens Having Additional Guarantees in Promoting Employment was also considered.

In addition, the Council of Ministers considered a draft resolution that deals with public accreditation of state and municipal economic entities that carry out their activities in the field of physical culture and sports. Amendments have been made to the Procedure for accepting unauthorized construction projects into operation, as well as the Resolution on the approval of the procedure for transferring residential premises to non-residential premises and also the other way around.

The Council of Ministers also considered a number of decisions made by the State Committee for Water Sector and Fishing Industry, the State Committee on Land Resources, the State Committee for Environmental Policy and Natural Resources under the DPR Head, the Republic Antimonopoly Service, the Main Directorate of Geology and Environmental Geology under the DPR Head.
