On September 11th, the DPR Representative Office to the JCCC and negotiating process reported that Ukraine had disrupted the resumption of the process of withdrawal of forces and means at a withdrawal site in the Petrovskoye area. The AFU continue to redeploy units and equipment to the contact line.

As it became known from the OSCE SMM reports, observers recorded the presence of a BM-21 Grad MLRS (one of which was under the red-black flag of the Ukrainian Insurgent Army) in violation of established withdrawal lines, as well as towed and self-propelled artillery outside designated weapons storage sites. In addition, the report dated October 12, 2019 documents a large number of artillery and tanks at the railway station in Konstantinovka, as well as in the area of the railway station in Khlebodarovka. And in the report dated October14, 2019, observers also recorded the presence of tanks at the railway station in Konstantinovka and next to it:

Obviously, OSCE SMM observers’ discovery of the fact that this equipment was brought in was not on the AFU agenda, since they used electronic warfare equipment to jam the mission’s UAV signal.

In total, over the period from October 1 to October 13, the mission documented the presence of 94 units of military equipment and heavy armament of the AFU, which are in violation of established lines of withdrawal and outside designated storage areas along the line of contact with the DPR, including 41 tanks, 11 MLRS, 39 units of self-propelled and towed artillery of 100 to 152 mm caliber, as well as 3 air defense systems.

In addition, since the beginning of the current armistice, OSCE SMM observers have reported the presence of 597 units of AFU equipment and heavy weapons in violation of established withdrawal lines and outside designated weapons storage areas along the DPR contact line, including 266 tanks, 38 MLRS, 238 towed and self-propelled artillery, 7 ATGMs and 48 SAMs.

These statistics indicate that the armed formations of Ukraine, while representatives of the Republics were firing white signal rockets to let know of their readiness to renew obligations under the Framework Decision, continued exactly the opposite activity by redeploying equipment and heavy weapons to the contact line, once again confirming their true intentions.
