In view of the submission to the Verkhovna Rada [the Parliament of Ukraine – ed.] of draft amendments to the Constitution, we remind you: the special status of Donbass should be reinforced in the Constitution, and Kiev is obliged to coordinate all amendments regarding the special status with the DPR and LPR.
That is what the Minsk agreements and the Paris Normandy Four summit’s communiqué say. These amendments should be considered at the up-coming meeting of the Contact Group on December 18. If Kiev keeps evading their agreement with us, this will be a gross and direct violation of the Minsk agreements. We do not recognize unilateral “decentralization.”
