Ukraine is deliberately delaying the process of discussion and implementation of the decisions enshrined in the outcome document following the meeting of the Normandy Four in Paris. Commissioner for Human Rights in the Donetsk People’s Republic Darya Morozova commented so on the first stage of the humanitarian working group’s talks.

“The Ukrainian government is trying to alter the formulas set out in the Complex of Measures and the communique of the recent summit. We have not been provided with a legal mechanism for the release persons subject to the exchange, which makes it difficult to implement the agreements reached.

Moreover, the Ukrainian side has once again attempted to break down the exchange into several stages, as it was in 2017 and brought no results. At the moment, we are awaiting a second round of the talks for a more constructive discussion,” the ombudsperson added.
