A new procedure for crossing the DPR state border is being introduced due to the stressful epidemiological situation, the official website of the DPR Ministry of State Security reports.

Relative to the border between the DPR and Ukraine:

beginning on March 17, 2020, until a special order is issued, persons entering DPR territory through Ukraine (including foreign citizens and stateless persons) without a permanent residence permit in the DPR are not allowed into the Donetsk People’s Republic;

Persons (including foreign citizens and stateless persons) who have a permanent residence permit in the territory of the Donetsk People’s Republic are allowed into the DPR.

Citizens of Ukraine (including foreign citizens and stateless persons) are not allowed to travel in transit through DPR territory to Ukraine from the Russian Federation;

In exceptional cases, foreign citizens and stateless persons are allowed into DPR territory, specifically in case of necessity of a humanitarian nature (serious illness, attending a funeral, transportation of deceased and other compelling cases), if they have backup documents or if the meeting party has them.

In accordance with the Order of the Government of the Russian Federation as of March 16, 2020, from March 18 to May 1, 2020, foreign citizens and stateless persons are not allowed into Russian territory for the purpose of preventing the spread of coronavirus infection.

Those permitted to enter the Russian Federation:

— DPR residents having Russian citizenship;

— persons going to the Russian Federation as members of organized trips for acquiring Russian citizenship;

— members of official delegations and persons holding diplomatic or business visas;

— persons permanently residing in the Russian Federation, provided there is a permanent residence permit;

— persons crossing the border in connection with the death of a close relative, provided there are documents confirming the death and kinship;

— truck drivers of international road traffic (TIR).

We also inform that DPR residents having a Russian passport are permitted to enter the Russian Federation by personal vehicles, the filling-in of a Russian customs declaration is mandatory.

It is allowed to enter the Russian Federation with a Russian passport by bus through regular international traffic.

To cross the border at the local checkpoints Vyselki and Ulyanovskoye, citizens must have a Russian passport and a DPR passport so as to confirm their local residence registration.

To cross the international checkpoints Novoazovsk, Uspenka, Marinovka and Kvashino, a Russian passport will suffice.
