Decree 671-r of the Government of the Russian Federation as of March 19, 2020, reads that due to the economic and transport blockade imposed by Ukraine on certain territories of the Donetsk and Lugansk regions of Ukraine, in the pursuit of the principles of humanity, provisions of Paragraph 1 of this Decree are not applied to citizens of Ukraine and stateless persons permanently residing in the certain territories of the Donetsk and Lugansk regions, providing that the passport of a citizen of Ukraine or any other identity document provided for in Decree 74 of the President of the Russian Federation as of February 18, 2017, On the Recognition by the Russian Federation of Documents and Vehicle Registration Plates Issued to Citizens of Ukraine and Stateless Persons Permanently Residing in Certain Territories of the Donetsk and Lugansk Regions confirms the residency registration in the above-mentioned certain territories of the Donetsk region or Lugansk region of Ukraine.
The document also reads that the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) is tasked with organizing sanitary checks of persons specified in this decree upon entry into the Russian Federation.
