One of the priority tasks facing the Republic is to ensure the social protection of citizens who have been affected by the aggression of the Armed Forces and armed groups of Ukraine. A special Commission for Victims of Hostilities, which is based at the DPR Ministry of Labor and Social Policy, has been working since 2014, the agency’s press service reports.

The main function of the Commission is to ascertain the right and make a payment based on the ascertained package of documents. The Commission’s activities are aimed at the implementation of the DPR Law 15-5 ВС as of June 20, 2014 On Urgent Measures of Social Protection of Citizens Living in the DPR in Conditions of the Aggression of the Armed Forces and Armed Groups of Ukraine. This law provides for the payment of compensation lump sum for harm to citizens’ lives and health, caused by the aggression of the Armed Forces and armed groups of Ukraine.

One-time compensation is set at between 100,000 and 1,600,000.00 RUB (depending on the category) to persons from among the defenders of the Donetsk People’s Republic who suffered wounds, concussions or severe injuries, to the families of fallen defenders of the Donetsk People’s Republic, to persons from among the civilian population who suffered wounds, concussions and severe injuries, as well as to the families of those who died due to the aggression of the Armed Forces and armed groups of Ukraine.

Order 347 of the Head of the Donetsk People’s Republic as of December 6, 2017 establishes the Procedure of Granting a Lump-Sum Compensation to Citizens for Harm to Life and Health Caused by the Aggression of the Armed Forces of Armed Groups of Ukraine, as well as the amount and mechanism of stage-by-stage partial payments of lump-sum compensation.

Given the ongoing hostilities in the Republic’s territory and the economic blockade imposed by Ukraine, lump-sum compensation is paid based on financial possibilities of the Republic. Thus, the first stage of partial payment was being carried out from 2014 to 2017. The second partial payment stage was financed in 2018. The opportunities to fund the third, fourth, fifth and sixth partial payment stages were found in 2019. The seventh partial payment stage was funded in the first quarter of 2020. The eighth partial payment stage is now in progress.
