The principal law of our state, the Constitution of the Donetsk People’s Republic, was adopted on May 14, 2014, shortly after the momentous for Donbass referendum on independent statehood.

These events marked a new milestone in the history of the Republic’s becoming, because the people of Donbass declared the firmness and integrity of their choice for the entire world to hear.

The document is “people’s” in the truest and fullest sense of the word, since many articles were set out based on the wishes and aspirations of ordinary people, who clearly felt the desire of Donbass for freedom and independence. Those people whom Ukraine had not heard during the years of its “independence”.

Our Constitution is an alive document, it is being developed and improved together with the Republic, being brought in sync with the changing realities of life. Many amendments have already been made, such as the delimitation of authority between the Chair of the Government and the Head of the Republic, granting Russian the status of only state language and much more. This indicates a continuous process of development, during which the people’s vision of the present and future of their country is reflected in the legislation of the Donetsk People’s Republic, as it should be in a democratic, rule-of-law and socially-oriented state.

I am convinced that the principal law of our state today harmoniously fits into the actuality, because its main purpose is to ensure the rule of law and observance of the citizens’ rights for the benefit of the entire state. I believe that the Constitution of the Donetsk People’s Republic meets these principles.
