On June 5, Head of the Donetsk People’s Republic Denis Pushilin held a working meeting with Chairman of the Government Alexander Ananchenko, where the leader of the country was acquainted with the DPR Development Program 2020.

“The Government was instructed to draw up programs for the development of those areas that are most in need of state support. These are housing and public utilities sector, public road system, healthcare and power industry. I ask you to report on the degree of completion of these programs,” Denis Pushilin addressed the Government’s Chair.

Alexander Ananchenko reported that at the last session the Government had passed decrees approving a complex of industry-specific activities aimed at restoration, maintenance and development of essential services in the Republic. He also spoke in detail about main directions based on which the Development Program will be carried out.

The total amount of funding will make about 6 billion rubles this year. The largest amount will go to the housing and public utilities sector, funds will be allocated for the following areas:

— reconstruction, overhaul of housing stock and social sector (322,9 million rubles);
— overhaul of institutional facilities (5,5 million rubles)
— repair of roofs of 122 apartment buildings (about 120 million rubles);
— reconstruction and renovation of elevator facilities (about 90 million rubles);
— heat and gas supply facilities (about 72 million rubles);
— overhaul and reconstruction of water supply and sewage facilities, including construction of a water pipeline in the village of Luganskoye (about 370 million rubles).

About 3 billion rubles will go to state-run utility companies to compensate for the discrepancy in rates, as the prime cost of services provided to the population exceeds their output cost.

600 million rubles will be allocated for the health care system to purchase medical equipment, ambulance fleet, overhaul of buildings, hospitals and polyclinics this year.

The program also provides for funding the transport sector, which will get about 465 million rubles:

— reconstruction of the Uspenka checkpoint (about 80 million rubles);
— reconstruction of railway transport infrastructure, renewal and repair of traction vehicles (200 million rubles);
— road-mending (about 160 million, additional resources will be sought for).

Funds in the amount of one billion rubles will go to the energy sector, namely, to restore the power unit No. 8 at the Starobeshevo TPP.

The Ministry of Communications has been allocated 65 million rubles to improve communications and TV broadcasting.

Answering the DPR Head’s question about the Program’s selection criterion, Alexander Ananchenko explained that when considering this program, the Government was guided, first of all, by citizens’ appeals to the Head of the Republic, to reception offices of the Donetsk Republic Public Movement and to the mayors of cities, towns and districts. The most acute problems have been taken into account. At the same time, the Prime Minister noted that all the activities would be as transparent as possible and would be monitored by relevant agencies. The program begins this month.

At the end of the meeting, Denis Pushilin issued a series of instructions and wished every success to carry out the tasks.

“It is necessary to ensure the possibility of public inspections. Given that some applications were received through public receptions of the Donetsk Republic, it would be logical if the People’s Control monitored the progress of work.

There is a need for wide coverage of the work being done under these programs. All ministries need to publish comprehensive information on the progress of work. Everything must be accessible, understandable, maximally open and transparent. This will allow people to assess the performance of the Government.

Of course, it is important that all officials, chiefs of relevant agencies realize their personal responsibility. Please inform they are personally responsible for all the activities carried out. And take it under your personal supervision so the work can be done in full and within the timeframe established,” the Head of State stressed.
