14 февраля состоялось заседание политической группы по урегулированию ситуации в Донбассе. В переговорах приняла участие исполняющая обязанности министра иностранных дел ДНР Наталья Никонорова.
«К трехлетию со дня подписания Комплекса мер говорить о прогрессе в работе политической группы все еще не приходится. Украинская сторона продолжает тормозить переговорный процесс его имитацией и односторонними действиями, одновременно заявляя, что все свои политические обязательства Киев выполнил. При этом вот уже год мы не можем приступить к обсуждению даже первого и основного вопроса повестки дня по политике — механизма введения в действие закона об особом статусе Донбасса. Все это время представители Украины с упрямством, достойным лучшего применения, выносят на повестку патетические вопросы, не касающиеся работы политической группы, но преследующие задачу максимально затормозить переговорный процесс или накалить внутрипереговорную ситуацию. Таким же негативным примером является и недавно принятый Верховной Радой законопроект «Об обеспечении суверенитета». Этот проект полностью противоречит основам политического урегулирования, прописанным в Минском пакете и подтвержденным Советом Безопасности ООН, делая тем самым усилия по мирному урегулированию малорезультативными. На наши замечания об этом и невозможности реализации Комплекса мер при вступлении в действие этого закона украинские представители апеллируют к тому, что Украина – суверенное государство и сама решает, как, когда и какие международные обязательства необходимо выполнять, принимая те или иные правовые акты. В такой ситуации мы все же сохраняем надежду, что гаранты Минских соглашений осознают, насколько деструктивные последствия могут повлечь данные действия украинских властей. Закон о «реинтеграции» не только противоречит букве и духу Комплекса мер, но и юридически закрепляет неверное понимание сути Минского процесса и путей восстановления мира в Донбассе.
Такое безответственное отношение украинских переговорщиков вновь и вновь демонстрирует неготовность украинской стороны конструктивно работать по политическим вопросам и принимать меры по достижению доверия со стороны населения Донбасса, без чего невозможно полноценно реализовать и другие направления по урегулированию конфликта. Лишь при установлении добросовестного и эффективного диалога существует возможность дать старт прогрессу на политическом треке и продуктивно работать по экономике, безопасности и гуманитарным вопросам», — считает Наталья Никонорова.
A meeting of the political group on the settlement of the situation in Donbass took place on February 14th. Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova participated in the negotiations.
“By the three years since the signing of the Complex of Measures, it has not yet been possible to speak of progress in the work of the political group. The Ukrainian side continues hampering the negotiation process by imitating it and taking unilateral actions, while stating that Kiev fulfilled all their political obligations. At the same time, for a year now we cannot begin to discuss even the first and main issue of the policy agenda — the mechanism for enacting the law on the special status of Donbass. All this time, representatives of Ukraine with stubbornness worthy of a better cause have been inscribing pathetic issues on the agenda that do not concern the work of the political group, but pursue the task of hampering the negotiation process as much as possible or inciting the intra-negotiating situation. The same negative example is that the Verkhovna Rada has recently adopted the draft law On Securing Sovereignty. This project completely contradicts the basis of the political settlement prescribed in the Minsk package and confirmed by the UN Security Council, thus making efforts for a peace settlement unsuccessful. Responding to our remarks about that and the impossibility of implementing the Complex of Measures upon the enactment of this Law, Ukrainian representatives appeal to the fact that Ukraine is a sovereign state and decides how, when and what international obligations they need to fulfill when adopting certain regulatory legal acts. In this situation, we nevertheless keep hope up that the guarantors of the Minsk Agreements are aware what destructive consequences these actions of the Ukrainian government may entail. The law on the “reintegration” not only contradicts the letter and intent of the Complex of Measures, but also legally binds a misunderstanding of the essence of the Minsk process and ways to reestablish peace in Donbas.
Such irresponsible attitude of the Ukrainian negotiators has been repeatedly demonstrating the inability of the Ukrainian side to work constructively on political issues and take measures to achieve the credence of the population of Donbass, without which it is impossible to implement fully other directions for the settlement of the conflict. Only after establishing a conscientious and effective dialogue there can be an opportunity to get progress started on the political track and work efficiently on economics, security and humanitarian issues,” Natalia Nikonorova reckons.
