Сегодня, 14 февраля, состоялось очередное заседание рабочей группы по вопросам безопасности Контактной группы на переговорах в Минске, сообщает Представительство ДНР в СЦКК и в переговорном процессе.
«В рамках работы группы были рассмотрены вопросы, связанные с соблюдением действующего перемирия, возобновлением обязательств сторон по отводу тяжелых вооружений, а также разведением сил и средств.
Обе стороны подтвердили свою приверженность режиму прекращения огня и отметили сохранение тенденции снижения уровня эскалации.
В приведенной статистике и аналитике нарушений перемирия со стороны ВСУ и их последствий отмечено, что за период со дня предыдущей встречи рабочей группы по вопросам безопасности (29 января) среднесуточное количество нарушений режима прекращения огня осталось на прежнем уровне.
В свою очередь СММ ОБСЕ призвала к поиску новых подходов и предложений для придания нужного импульса в продвижении Минских соглашений в вопросах безопасности.
Еще одной темой для обсуждения стало препятствование деятельности миссии. Отметим, только со 2 февраля вооруженные силы противника 4 раза обстреливали БПЛА СММ ОБСЕ в районе населенного пункта Возрождение, подконтрольного Киеву и расположенного в глубоком тылу, патруль наблюдателей попал в зону обстрела из стрелкового вооружения. Кроме того, украинская сторона продолжает использовать предлог минной опасности, ограничивая свободу передвижения миссии.
В проблемном вопросе разведения сил и средств сохраняется та же картина: последнее нарушение в пределах участка разведения № 1 «Станица Луганская», зафиксированное в отчетах СММ, было 26 декабря 2017 года, однако представители украинской делегации игнорируют эти данные, ссылаясь на известную только им статистику нарушений. Помимо этого, представители Киева по-своему трактуют подписанное сторонами Рамочное решение, что не соответствует требованиям самого документа, регулирующего процесс разведения сил и средств.
Напомним, на данный момент все также действует «период тишины», который позволяет развести силы и средства в Станице Луганской в соответствии с требованиями Рамочного решения.
К сожалению, переговорная ситуация в рабочей группе по вопросам безопасности не меняется: украинская сторона занимает деструктивную позицию, во всем обвиняя Республики и Российскую Федерацию. На фоне принятого закона о так называемой реинтеграции, милитаристской риторики власти, а также наращивания военной группировки у линии соприкосновения, ничего другого от украинской стороны ожидать не приходится», — говорится в сообщении Представительства ДНР в СЦКК и в переговорном процессе.
Another meeting of the working group on security issues of the Contact Group was held at the talks in Minsk today, on February 14th, according to the DPR Representative Office to the JCCC and negotiation process.
“Issues related to compliance with the current ceasefire, resumption of the parties’ obligations to withdraw heavy weapons, as well as the disengagement of forces and assets were considered within the framework of the group.
Both parties reaffirmed their adherence to the ceasefire and noted the continuing trend of decreasing the level of escalation.
The given statistics and analysis of ceasefire violations by the AFU and their consequences indicate that since the previous meeting of the security working group (January 29th) the average daily number of ceasefire violations has remained at the same rate.
In turn, the OSCE SMM called for new approaches and proposals to give the necessary impetus to facilitate the Minsk Agreements in terms of security issues.
Another topic of discussion was the obstruction of the Mission’s activities. It is noteworthy that only on February 2nd the enemy armed forces attacked the OSCE SMM’s drone aircrafts 4 times in the vicinity of Vozrozhdenie which is controlled by Kiev and located in the deep rear, the patrol of monitors ended up in the area engaged by small arms. In addition, the Ukrainian side continues to use a pretext of mine danger, restricting the freedom of movement of the Mission.
The same picture occurs in terms of the problematic issue of withdrawing forces and weapons: the last violation within the withdrawal site 1 Stanitsa Luganskaya, recorded in the SMM reports, was December 26th, 2017, but representatives of the Ukrainian delegation ignored this data, referring to the statistics of violations that only they know. In addition, the representatives of Kiev interpret in their own way the Framework Decision signed by the parties, which does not correspond to the requirements of the document that regulates the process of withdrawal of forces and weapons.
Recall that the ceasefire is in effect currently, which allows withdrawing forces and weapons in Stanitsa Luganskaya in accordance with the requirements of the Framework Decision.
Unfortunately, the negotiation situation in the working group on security issues has not changed: the Ukrainian side assumes a destructive position, shifting all the blame on the Republics and the Russian Federation. Against the backdrop of the adopted law on the so-called reintegration, warmongering rhetoric of the government, as well as the reinforcements of the military contingent at the contact line, that is as much as can be expected from the Ukrainian side,” the DPR Representative Office to the JCCC and negotiating process stated.
