14 марта состоялось очередное заседание рабочей группы по вопросам безопасности Контактной группы на переговорах в Минске, сообщает Представительство ДНР в СЦКК и в переговорном процессе.
В соответствии с повесткой дня участники обсудили общую ситуацию в вопросе безопасности и соблюдение перемирия. Стороны отметили снижение уровня эскалации, однако констатировали, что полного прекращения огня достичь не удалось. Представители СММ ОБСЕ также отметили снижение уровня насилия – на 60%.
Со стороны Донецкой Народной Республики были акцентированы факты обстрелов автомобилей с персоналом Донецкой фильтровальной станции, а также насосной станции 1-подъема ЮДВ в Васильевке, которые были зафиксированы Представительством ДНР в СЦКК и в переговорном процессе 7, 10, 12 и 13 марта.
Представители Республики призвали объективно и открыто разобраться и установить виновную сторону, а также принять меры для создания условий, при которых подобные нарушения будут невозможны, чтобы, наконец-то, нормализовать работу объекта инфраструктуры, обеспечивающего водой жителей Донбасса по обе стороны линии соприкосновения.
На данный момент ситуация с безопасностью в районе станции сохраняется напряженной, остается надежда на содействие СММ ОБСЕ и консенсусное решение Контактной группы.
Особое внимание было уделено обсуждению проблемы с разведением сил и средств на первом пилотном участке «Станица Луганская».
Украинская сторона озвучила новые требования, которые не предусмотрены Минскими соглашениями, а также продолжила ссылаться на фиксацию нарушений режима прекращения огня украинской стороной в СЦКК, которые не подтверждает СММ ОБСЕ.
Согласно Рамочному решению, для начала разведения сил и средств необходимо соблюсти 7 дней тишины, которые должны подтвердить СММ ОБСЕ. Украинские представители игнорируют требования Минских соглашений в части полномочий миссии по фиксации 7 дней тишины и ссылаются на свои данные.
Такое безответственное и саботажное поведение украинской стороны является единственным камнем преткновения для реализации Рамочного решения на участке разведения «Станица Луганская».
В соответствии с данными СММ ОБСЕ на этом участке длится одиннадцатый день тишины: никаких причин для отказа от разведения сил и средств миссия не фиксирует.
В очередной раз констатируем, что переговорная ситуация в рабочей группе по вопросам безопасности не меняется: украинская сторона занимает деструктивную позицию, выдвигая новые условия и во всем обвиняя Республики. На фоне милитаристской риторики власти, а также наращивания военной группировки у линии соприкосновения ничего другого от украинской стороны ожидать не приходится.
Another meeting of the working group on security issues of the Contact Group was held at the talks in Minsk on March 14, according to the DPR Representative Office to the JCCC and negotiations process.
In accordance with the agenda, the participants discussed the overall security situation and compliance with the ceasefire. The parties noted a decrease in the level of escalation, but stated that a complete ceasefire has not been achieved. Representatives of the OSCE SMM also noted a decrease in the level of violence by 60 percent.
The side of the Donetsk People’s Republic drew attention to the facts of the attacks on the cars with personnel of the Donetsk filter station, as well as the first stage pumping station of the Yuzhnodonbassky water duct in Vasilievka, which was recorded by the DPR Representative Office to the JCCC and negotiation process on March7, 10, 12 and 13.
The representatives of the Republic called for an objective and open investigation and establishment of the guilty party and take measures to create conditions under which such violations would be impossible in order to finally normalize the operation of the infrastructure that supplies water to residents of Donbass on either side of the contact line.
At the moment, the security situation at the station’s premises remains tense, there is the hope for assistance from the OSCE SMM and the consensus decision of the Contact Group.
Particular attention was paid to the discussion of the problem with the withdrawal of forces and armaments at the first pilot site Stanitsa Luganskaya.
The Ukrainian side voiced new demands that were not provided for by the Minsk Agreements, and also continued to refer to the recording of violations of the ceasefire by the Ukrainian side to the JCCC that were not confirmed by the OSCE SMM.
According to the Framework Decision, 7 days of ceasefire must be observed to start the withdrawal of forces and armaments, which must be confirmed by the OSCE SMM. Ukrainian representatives ignore the requirements of the Minsk Agreements regarding the powers of the Mission for recording 7 days of ceasefire and refer to their data.
Such irresponsible and sabotage behavior of the Ukrainian side is the only stumbling block for the implementation of the Framework Decision at the Stanitsa Luganskaya withdrawal site.
In accordance with the data of the OSCE SMM, the eleventh day of ceasefire has been lasting at that site: the mission does not record any reasons for refusing to withdraw the forces and armaments.
We once again state that the negotiating situation in the working group on security issues does not change: the Ukrainian side assumes a destructive stance, putting forward new conditions and accusing the Republic of everything. Amid the militaristic rhetoric of the government, as well as the build-up of forces near the line of contact, nothing else could be expected from the Ukrainian side.
