Сегодня, 16 апреля, Глава ДНР Александр Захарченко провел рабочую встречу с заместителем Председателя Совета Министров ДНР, министром доходов и сборов Александром Тимофеевым и руководителем Центрального исполкома ОД «Донецкая Республика» Натальей Волковой. Как сообщает корреспондент официального сайта ДНР, совещание было посвящено обсуждению вопросов работы сельскохозяйственных предприятий.

«Сегодня мы должны обсудить те решения, которые будут приниматься по вопросу работы сельскохозяйственных производителей — улучшения качества работы этих предприятий и уменьшения на них налоговой нагрузки», — отметил Александр Захарченко.

Как сообщила Наталья Волкова, в рамках обсуждения стратегии развития Республики «Сила Донбасса» был проведен ряд встреч с представителями сельского хозяйства.

«Вопросы, которые поднимались на встречах, касались возможности установления нулевой ставки на ввоз удобрений, посевных материалов, запчастей, а также возможности ставить на расходную часть 100 % стоимости приобретения сельхозтехники и запчастей для нее. Было проработано достаточно много вопросов», — сказала Наталья Волкова.

Александр Тимофеев отметил, что все вопросы, поступившие в рамках всенародного обсуждения, были разделены на два блока: налоговый и таможенный.

«По налоговому блоку – принятие на затратную часть 100 % стоимости приобретения спецтехники и запчастей — считаем, что Республика уже может по данному вопросу принять положительное решение. Мы уже готовы к тому, чтобы допустить в налоговой отчетности формирование 100 % затратной части. Для этого необходимо внести изменения в Налоговый кодекс Республики, но это уже работа депутатов Народного Совета», — сказал Александр Тимофеев.

Глава ДНР дал поручение Наталье Волковой в кратчайшие сроки по данному вопросу внести предложения в Народный Совет.

«По второму блоку – сейчас готовится Указ Главы ДНР, которым мы вводим нулевую таможенную пошлину на вновь приобретаемую технику, удобрения, пестициды, семенной материал и на запчасти для ремонта спецтехники. Эти изменения касаются только конечного пользователя – сельхозпроизводителя», — добавил Александр Тимофеев.

Глава ДНР Александр Захарченко подчеркнул, что сельское хозяйство – это основная отрасль, которая сейчас требует большого внимания.

«Есть еще одна идея по развитию сельхозпредприятий. Во время встречи с сельхозпроизводителями поднимался вопрос отмены квартальной отчетности и введения годовой. Считаю, что это нецелесообразно. У нас в Республике принимается квартальный бюджет, поэтому и отчетность должна быть квартальная. Не надо на этом спекулировать. Квартальным бюджетом живет вся страна, поэтому делать исключения для одной отрасли я не собираюсь. Считаю это нелогичным и неправильным.

Второй вопрос – поставка ГСМ. Мы можем через государственные предприятия приобретать для сельхозпроизводителей определенное количество топлива, которое будет тоже облагаться нулевой пошлиной. Таким образом, мы сможем проконтролировать, чтобы не было спекуляцией топливом и помочь нашим сельхозпроизводителям», — отметил Александр Захарченко.

According to a correspondent of the DPR official website, the meeting was devoted to the discussion of agricultural enterprises’ work issues.

“Today we are to discuss those decisions that will be taken on the issue of the work of agricultural producers — improving the quality of these enterprises and reducing the tax burden on them,” Alexander Zakharchenko noted.

According to Natalia Volkova, a number of meetings with representatives of agriculture were held within the framework of the discussion of the development strategy of the Republic “The Strength of Donbass”.

“The issues, which were raised at the meetings, concerned the possibility of setting a zero rate on the import of fertilizers, seeding materials, spare parts, as well as the possibility to put on expenditure side 100% of the cost of purchasing agricultural machinery and spare parts for it. A lot of questions have been considered,” Natalya Volkova said.

Alexander Timofeev noted that all issues received within the framework of the nationwide discussion had been broken down into two blocks: tax and customs.

“According to the tax block – taking 100% of the cost of purchasing special equipment and spare parts on the expense portion — we believe that the Republic can already make a positive decision on this issue. We are already ready to admit in the tax reporting the formation of 100% of the cost. For this, it is necessary to amend the Tax Code of the Republic, but it’s business for deputies of the People’s Council,” Alexander Timofeev.

The Head of the DPR instructed Natalia Volkova to submit proposals to the People’s Council on this matter as soon as possible.

“According to the second block, the decree of the Head of the DPR is currently being drafted, by which we introduce zero customs duty on newly acquired equipment, fertilizers, pesticides, seed material and spare parts for repair of special equipment. These changes concern only the end user – agricultural producer,” Alexander Timofeev added.

Head of the DPR Alexander Zakharchenko stressed that agriculture is the main industry that now requires a lot of attention.

“There is another idea for the development of agricultural enterprises. During the meeting with agricultural producers, the issue of canceling the quarterly reporting and introducing the annual reporting was raised. I think this is inappropriate. We have a quarterly budget in the Republic, so the reporting should be quarterly. Do not speculate on this. The whole country lives with the quarterly budget, so I do not intend to make exceptions for one industry. I consider this to be illogical and wrong.

The second issue is the supply of fuel and lubricants. We can, through state enterprises, purchase a certain amount of fuel for agricultural producers, which will also be subject to zero duty. Thus, we will be able to check that there is no speculation in fuel and help our agricultural producers,” Alexander Zakharchenko noted.
