Бесцеремонный и возмутительный обстрел, которому украинские вооруженные силы подвергли сотрудников Донецкой фильтровальной станции, следовавших в автобусе коммунального предприятия «Вода Донбасса», нашел свое отражение в выводах экспертов СЦКК и отчетах СММ ОБСЕ. И военные из Совместного центра по контролю и координации, и представители мониторинговой миссии оказались едины во мнении, откуда производился обстрел и кто является виновной стороной.
Согласно отчетам от 17 и 18 апреля, несмотря на факт предоставления гарантий безопасности, в промежуток времени между 14:50 и 15:00 по дороге к ДФС, когда патруль СММ находился на расстоянии примерно 1 км к востоку от пересечения дорог H-20 и M-04 (300 метров от западной окраины Ясиноватой), наблюдатели услышали 16 очередей из стрелкового оружия — все в 2 км к юго‑западу. Встретившись с участниками этого события, представители миссии удостоверились в том, что во время инцидента автобус ехал в колонне с другим транспортным средством с фильтровальной станции по дороге H-20 в направлении пересечения с дорогой M-04. По оценке СММ ОБСЕ, пуля калибра 5,45 мм попала в заднюю часть корпуса автобуса и отрикошетила от металлического поручня в салоне, в результате чего ранения получили пять сотрудников ДФС.
Мы благодарны сотрудникам донецкого офиса СММ ОБСЕ и координатору рабочей подгруппы по вопросам безопасности Эртурулу Апакану за проведенную работу и достаточно прозрачно и объективно изложенные результаты этого расследования в отчетах миссии.
Возможно, выводы, сделанные сотрудникам мониторинговой миссии, не смогут стать основой для привлечения украинской стороны к ответственности за совершенный обстрел и ранения пяти мирных граждан. Однако их наличие станет предпосылкой к разработке и окончательному утверждению Контактной группой механизмов выявления и наказания виновных в нарушениях режима прекращения огня.

The unceremonious and outrageous attack to which the Ukrainian military exposed employees of the Donetsk Filter Station who were travelling by bus of the Voda Donbassa public utilities company was documented in conclusions of JCCC experts and reports of the OSCE SMM. Both the military from the Joint Center for Control and Coordination and representatives of the monitoring mission were unanimous in the opinion where the attack was delivered from and who the guilty party is.
According to reports dated April 17th and 18th, despite the fact that security guarantees had been provided, between 14:50 and 15:00 on the way to the DFS, when the SMM patrol was about 1 km east of the intersection of the H-20 and M-04 roads (300 meters from the western outskirts of Yasinovataya), the monitors heard 16 bursts fired from small arms — all 2 km to the south-west. After meeting with the parties of that event, the Mission’s representatives ascertained that during the incident the bus was traveling in a convoy with another vehicle from the filter station along the H-20 road in the direction of the intersection with the M-04 road. According to the OSCE SMM, a 5.45 mm bullet hit the rear of the bus and ricocheted from a metal rail in the cabin, having injured five DFS employees.
We are grateful to officials of the Donetsk office to the OSCE SMM and coordinator of the working subgroup on security issues Ertuğrul Apakan for the work done and the results of this investigation in the Mission’s reports that are fairly transparent and objectively stated.
Perhaps the conclusions made by the staff of the monitoring mission cannot become the basis for bringing the Ukrainian side to justice for the attack and wounding of five civilians. However, their availability will become a prerequisite for the Contact Group’s development and final approval of mechanisms for identifying and punishing those responsible for ceasefire violations.
