Сегодня, 7 мая, на съезде общественного движения «Донецкая Республика» была утверждена стратегия развития ДНР «Сила Донбасса», которая ляжет в основу предвыборной программы Александра Захарченко и ОД «ДР», сообщает корреспондент официального сайта ДНР. В съезде приняли участие Глава ДНР, Председатель общественного движения «Донецкая Республика» Александр Захарченко, заместитель Председателя Совета Министров, член Президиума ОД «ДР»Дмитрий Трапезников, заместители Председателя Совета Министров, члены Президиума ОД «ДР» Александр Тимофеев, Екатерина Матющенко, Председатель Народного Совета ДНР Денис Пушилин, руководитель Центрального исполкома ОД «ДР» Наталья Волкова, руководители министерств и ведомств Республики, активисты общественного движения. Всего на Съезде присутствовали 520 делегатов.

Единогласным решением членов общественного движения «Донецкая Республика» была утверждена Программа развития Республики «Сила Донбасса».

«Дорогие земляки! Донбасс всегда славился своими людьми, которые, несмотря на трудности, могли постоять за себя и остановить бесчисленное количество попыток захвата своей земли. В условиях войны и блокады нам удалось сохранить, развить и приумножить то, что было создано нашим народом, нашими славными предками.

За ограниченное время была выстроена полноценная структура органов законодательной и исполнительной власти, принята Конституция, созданы и работают общественные движения и организации.

В Республике сохранены и работают угледобывающие и металлургические предприятия, предприятия легкой и пищевой промышленности. За четыре года мы добились роста по основным экономическим показателям. Более того, начали развивать новые для региона отрасли народного хозяйства.

Из разрозненных отрядов ополчения мы создали боеспособную, сильную армию, способную отразить агрессию любого неприятеля. Функционирует банковская система, регулярно выплачиваются социальные пособия, пенсии и зарплаты. Тарифы ЖКХ остались на довоенном уровне, они в 4-5 раз ниже, чем на Украине. Здравоохранение в Республике является лучшим в регионе и представлено уникальными направлениями в области онкологии, нейрохирургии, кардиологии, травматологии и хирургии. Система образования и науки позволяет готовить высококвалифицированные кадры, а наши документы об образовании признаны в России. Нам удалось восстановить множество объектов социальной и культурной сферы, жилья и промышленных предприятий.

Мы нашли силы помочь нашим гражданам на подконтрольной Украине территории Донбасса. Несмотря на все попытки киевского режима искусственно разделить нас, народ Донбасса всегда был и будет един.

За два месяца обсуждения стратегии было получено огромное количество предложений, но основная работа еще впереди. В 2018 году нам с вами предстоит выбрать свое будущее на ближайшие пять лет. Именно на этот период мы ставим перед собой задачу — закончить процесс государственного строительства, укрепить экономику и финансовые институты, восстановить разрушенные города и промышленные объекты, полностью возродить социальную сферу. Наша цель — вернуть нашим гражданам полноценный мир и благосостояние, восстановить все попранные Украиной права жителей Донбасса.

Власти Украины целенаправленно пытаются превратить нас в изгоев, всеми способами пытаясь изолировать нас от окружающего мира. Именно поэтому диалог возможен только после ее полного обновления и очищения от коррумпированной, поощряющей национализм и бандитизм власти.

Донецкая Народная Республика станет суверенным государством. Мы берем курс на укрепление нашей независимости и сближение с братской Россией. Мы отстояли свое право на свободу и независимость с оружием в руках. Мы поможем добиться получения собственного государственного суверенитета, независимой системы органов власти и своего законодательства и для других регионов Украины. Киев и Запорожье, Херсон и Волынь, Галичина и Буковина, Закарпатье и Слобожанщина, Николаев и Одесса станут свободными. Тогда мы сможем вместе провозгласить учреждение нового конфедеративного государства, в котором будут свободно жить люди разных национальностей и культур.

Мы объединимся с Россией в союз, в единое военно-политическое, экономическое и культурное пространство. Общее будущее с Россией – наш твердый выбор. Мы не свернем с этого пути!» — отметил Александр Захарченко.

Также в своем выступлении Глава ДНР отметил, что во время обсуждения стратегии развития была проделана большая и кропотливая работа всех жителей Республики.

«Обсуждение стратегии развития – это единый порыв всего нашего народа. «Сила Донбасса» — это единство. Только в единстве наша сила. Пока мы едины, нас никто не победит», — подчеркнул Александр Захарченко.

Руководитель Центрального исполкома ОД «ДР» Наталья Волкова отметила, что Программа «Сила Донбасса» согласована с общественностью и жителями Республики, в дальнейшем данный документ ляжет в основу предвыборной программы Александра Захарченко и ОД «ДР».

“Dear fellow citizens! Donbasshas always been famous for its people, who, despite the difficulties, could stand up for themselves and stop countless attempts to seize their land. Amid the war and blockade, we have managed to preserve, develop and multiply what was created by our people, our glorious ancestors.

For a limited time, a full-fledged structure of legislative and executive power was built, the Constitution was adopted, public movements and organizations were founded and they work.

In the Republic, coal mining and metallurgical enterprises, consumer goods and food industry enterpriseshave been preserved and work. For four years we have achieved growth in terms of basic economic indicators. Moreover, we have begun to develop new for the regionbranches of the national economy.

From miscellaneous militia units we have created a combat-ready, strong army capable of repelling aggression of any enemy. The banking system works, social benefits, pensions and salaries are regularly paid. The rates of public utilities have remained at the pre-war level and 4 or 5 times lower than in Ukraine. Healthcare in the Republic is the best in the region and is represented by unique areas in the field of oncology, neurosurgery, cardiology, traumatology and surgery. The system of education and science allows training highly qualified staff, and our education documents are recognized by Russia. We have managed to restore many facilities of social and cultural sphere, housing stock and industrial enterprises.

We have found strength to help our citizens in theUkraine-controlled territory of Donbass. Despite all attempts of the Kiev regime to artificially separate us, the people of Donbass have always been and will be united.

For two months of the strategy’s discussion, a huge number of proposals have been received, but the main work is still ahead. In 2018, we will have to choose our future for the next five years. It is for this period that we set ourselves the task of completing the process of state formation, strengthening the economy and financial institutions, rebuilding destroyed towns and industrial facilities, and completely reviving the social sphere. Our goal is to returnfull peaceand prosperityto our citizens andto restore all the rights of residents of Donbass that Ukrainetramples upon.

The Ukrainian government deliberately tries to turn us into outsiders, in every way they try to isolate us from the outside world. That is why a dialogue is possible only when Ukraine is fully renewed and purified from the corrupt power, which encourages nationalism and banditry.

The Donetsk People’s Republic will become a sovereign state. We are set to strengthen our independence and rapprochement with fraternal Russia. We have defended our right to freedom and independence by taking arms up. We will help other regions of Ukraineto obtain their own state sovereignty, independent system of government bodies and legislation. Kiev and Zaporozhe, Kherson and Volyn, Galicia and Bukovina, Transcarpathia and Slobozhanshchina, Nikolayev and Odessa will be free. Then we can together proclaim the establishment of a new confederated state in which people of different nationalities and cultures will freely live.

We will unite with Russia into an alliance, into a single military,political, economic and cultural space. Common future with Russia is our firm choice. We will not step out of this path!” Alexander Zakharchenko emphasized.

In his speech, Head of the DPR also noted that during the discussion of the development strategy, a great and painstaking work had been done by all residents of the Republic.

“Discussion of the development strategy is a joint impulse of all our nation. The Strength of Donbass is unity. United we stand, no one will defeat us,” Alexander Zakharchenko stressed.

Chief of the DR PM Central Executive Committee Natalia Volkova noted that the Strength of Donbass Program had been coordinated with the public and residents of the Republic, in the future this document would form the basis of both Alexander Zakharchenko’s election program and the DR PM.
