В рамках недавнего визита замглавы СММ ОБСЕ Александра Хуга в Донбасс по случаю критической ситуации с Донецкой фильтровальной станцией Представительство ДНР в СЦКК и в переговорном процессе выразило готовность Республики поддержать все мирные инициативы миссии, направленные на нейтрализацию эскалации и возобновление стабильной работы ДФС. Об этом заявил сегодня, 22 мая, руководитель Представительства ДНР в СЦКК и в переговорном процессе Руслан Якубов.
«Сегодня специальный представитель председателя ОБСЕ в Украине и в Контактной группе посол Мартин Сайдик, заявляя о недавнем всплеске боевых действий на линии соприкосновения, выступил с призывом к сторонам конфликта «немедленно прекратить боевые действия в соответствии с ранее взятыми ими на себя публичными обязательствами и сделать все возможное для защиты гражданского населения, обеспечения ремонта и бесперебойного функционирования гражданской инфраструктуры и содействия важнейшей работе специальной миссии по наблюдению».
Как и посол Мартин Сайдик, мы считаем, что любая эскалация приводит к неизбежности человеческих жертв и разрушений, а также ставит под угрозу жизненно важную инфраструктуру, такую как водоснабжение, от которой зависят люди по обе стороны линии соприкосновения.
Мы солидарны с СММ ОБСЕ в том, что позиции конфликтующих сторон в районе ДФС расположены в непосредственной близости друг от друга, это несет угрозу жизни сотрудникам станции, наблюдателям миссии, мирному населению.
Кроме того, размещение и применение вооружения на данном участке может привести к необратимым экологическим и гуманитарным последствиям.
Как и миссия, единственным мирным путем разрешения мы видим разведение сил и средств вокруг станции с принятием конкретной дорожной карты и мер контроля исполнения договоренности.
С нашей стороны также есть четкое понимание, что необходимо как можно скорее снизить напряженность и эскалацию не только в районе ДФС, но и по всей линии соприкосновения.
Со всей ответственностью заявляем, что Донецкая Народная Республика привержена мирному пути урегулирования конфликта. Однако все недавние действия украинской стороны красноречиво говорят о том, что киевские власти видят возможным военный путь решения конфликта.
Развести силы и средства, отвести запрещенное вооружение по всей линии соприкосновения, не проводить наступательные действия, не открывать ответный огонь и другие меры контроля должны быть выполнены сторонами зеркально и симметрично.
К сожалению, на данный момент украинская сторона не только не выполняет дополнительные меры контроля, предложенные СММ ОБСЕ для стабилизации обстановки, в частности в районе ДФС, но и применяет тактику запугивания, откровенно уничтожая людей, дома и инфраструктуру Донбасса», — сказал Руслан Якубов.

“Special Representative of the OSCE Chairman-in-Office to Ukraine and the Contact Group, Ambassador Martin Sajdik, when stating the recent outbreak of hostilities at the contact line, today urged the parties to the conflict “to immediately cease hostilities in accordance with their commitments made publicly earlier and to make every effort to protect the civilian population, to ensure repair and uninterrupted functioning of civilian infrastructure and to facilitate the important work of the Special Monitoring Mission.”
Like Ambassador Martin Sajdik, we believe that any escalation inevitably leads to human casualties and destructions, and also jeopardizes critical infrastructure, such as water supply, which people on both sides of the contact line depend on.
We agree with the OSCE SMM that positions of the conflicting parties near the DFS are located in close proximity to each other and this endangers the lives of the station’s personnel, the Mission’s monitors and civilians.
In addition, the deployment and use of weapons in this area can lead to irreversible environmental and humanitarian consequences.
Like the Mission, as the only peaceful way to settle the conflict, we see the withdrawal of forces and armaments located around the station, with the adoption of a specific roadmap and measures to monitor the implementation of the agreement.
On our part, we also clearly understand that it is necessary to reduce tension and escalation as soon as possible, not only in the vicinity of the DFS, but also along the entire contact line.
We declare with all responsibility that the Donetsk People’s Republic is committed to peaceful settlement of the conflict. However, all recent actions of the Ukrainian side eloquently suggest that the Kiev government sees the military option as a possible way to settle the conflict.
Withdraw forces and armaments, remove prohibited weapons along the entire contact line, not to carry out offensive actions, not to open retaliatory fire and not to apply other control measures – all these must be fulfilled by the parties in inversed manner and symmetrically.
Unfortunately, at the moment, the Ukrainian side does not implement the additional control measures proposed by the OSCE SMM to stabilize the situation, particularly in the DFS area, they also use the tactics of intimidation, frankly exterminating people, destroying houses and infrastructure of Donbass,” Ruslan Yakubov said.
