13 июня состоялось очередное заседание рабочей группы по вопросам безопасности Контактной группы на переговорах в Минске, сообщает Представительство ДНР в СЦКК и в переговорном процессе.
«Работа группы была сосредоточена на обсуждении дополнительных мер по контролю ситуации с безопасностью на линии соприкосновения сторон. СММ ОБСЕ консолидировала все прозвучавшие ранее предложения, переработала и представила их в нейтральной, паритетной форме, однако представители украинской делегации снова политизировали реальные практические шаги.
Продвинуться в принятии документа с дополнительными мерами, которые бы позволили реагировать по существу на нарушения, к сожалению, не удалось и в этот раз. Очевидно, что украинской стороне невыгодно подписание такого документа.
В свою очередь представители Республик и российской делегации всецело поддержали предложения СММ ОБСЕ и выразили готовность подписать документ, который соответствует выполнению пунктов комплекса мер и интересам Республик.
Участники также продолжили обсуждение нарушений украинской стороной Рамочного решения на всех трех пилотных участках разведения сил и средств.
Несмотря на очередной зафиксированный СММ ОБСЕ факт нарушения Рамочного решения на пилотном участке № 3 «Петровское-Богдановка», украинская сторона продолжает делать вид, что ничего не нарушает, и переводить обсуждение этого вопроса на другие, не относящиеся к вопросам повестки встречи темы.
Координатор СММ ОБСЕ, посол Эртугрул Апакан в очередной раз призвал предпринять конкретные шаги для стабилизации ситуации на всех трех участках, а также озвучил, что последнее нарушение режима прекращения огня на участке разведения сил и средств № 1 «Станица Луганская» зафиксировано миссией 22 мая. Соответственно, разведение сил и средств можно было провести за это время неоднократно, однако украинская сторона продолжает приводить свою собственную статистику, которая не имеет ничего общего с реальностью.
Представители Республики снова акцентировали внимание участников, что благодаря достоверной информации СММ ОБСЕ, отраженной в отчетах, на данный момент имеет место полное нарушение украинской стороной Рамочного решения на всех трех участках. В отчете по состоянию на 11 июня миссия зафиксировала новые тяжелые вооружения на оборудованных ранее позициях ВСУ в пределах участка разведения № 3 «Петровское – Богдановка» – то есть там, где их быть не должно.
Повторимся, единственный действенный шаг — возвращения к реализации Рамочного решения – это вывод сил и средств ВСУ с территории участка разведения и ликвидация новых позиций. В противном случае Республика будет вынуждена вернуть свои военные силы и средства на исходные позиции, которые были до начала разведения.
Также Эртугрул Апакан подчеркнул наметившийся позитив в решении с обеспечением безопасной пересменки сотрудников Донецкой фильтровальной станции, которого удалось достичь после личного содействия Александра Хуга в соглашении между сторонами. На данный момент безопасную ротацию утренней и вечерней смены обеспечивают представители СЦКК сторон своим личным участием в процессе. Представители Республики также отметили это как реальный практический шаг обеих сторон для бесперебойной работы станции.
К сожалению, наши надежды на то, что украинская сторона изменит свою переговорную позицию на более конструктивную на фоне прошедшей встречи «нормандской четверки» и принятого заявления председателя СБ ООН, не оправдались. Приходится констатировать, что украинская сторона с откровенным пренебрежением относится ко всем усилиям, которые принимаются на самых высоких уровнях, а также полностью игнорирует обязательные к исполнению документы, принятые в рамках СБ ООН», — говорится в сообщении.
On June 13, another meeting of the working group on security issues of the Contact Group took place at the negotiations in Minsk, the Representative Office of the DPR to the JCCC and negotiation reports.
“The group’s work was focused on discussing additional measures to monitor the security situation at the contact line of the sides. The OSCE SMM consolidated all the previous proposals, revised them and presented them in neutral, parity form, but representatives of the Ukrainian delegation again politicized real practical steps.
Progress in the adoption of the document with additional measures that would allow reacting in essence to violations, unfortunately, failed, and this time. Obviously, signing of such document is unprofitable to the Ukrainian side.
In turn, the representatives of the Republics and the Russian delegation fully supported the proposals of the OSCE SMM and expressed their readiness to sign a document that corresponds to the implementation of the items of the complex of measures and the interests of the Republics.
Participants also continued to discuss violations by the Ukrainian side of the Framework Decision at all three pilot sites for the withdrawal of forces and armaments.
Despite the fact of violation of the Framework Decision at Pilot Site No. 3 Petrovskoye-Bogdanovka, the Ukrainian side continues to pretend that it does not violate anything, and shift the discussion of this issue into other topics that are not related to the issues of the agenda of the meeting.
The Coordinator of the OSCE SMM, Ambassador Ertugrul Apakan once again called for concrete steps to stabilize the situation at all three sectors, and also announced that the last violation of the ceasefire at the site No. 1 Stanitsa Luganskaya was recorded by the mission on May 22nd. Accordingly, the withdrawal of forces and armaments could be carried out repeatedly, but the Ukrainian side continues to provide its own statistics, which has nothing to do with reality.
The representatives of the Republic again stressed the participants’ attention that due to reliable information of the OSCE SMM, documented in the reports, at the moment there is a complete violation by the Ukrainian side of the Framework Decision at all three sites. In the report, as of June 11th, the mission recorded new heavy weapons at the previously equipped positions of the AFU within the withdrawal area No. 3 Petrovskoye – Bogdanovka – that is, where they should not be.
Let us repeat, the only effective step – the return to the implementation of the Framework Decision — is the withdrawal of the forces and armaments of the AFU from the territory of the withdrawal site and the liquidation of new positions. Otherwise, the Republic will be forced to return its military forces and assets to its original positions, which were before the beginning of the withdrawal.
Ertugrul Apakan also underlined the positive in the decision to ensure a safe shift turnover of employees of the Donetsk Filter Station, which was achieved after the personal assistance of Alexander Hug in the agreement between the parties. At the moment, the representatives of the JCCC of the parties provide a safe rotation of the morning and evening shifts with their personal participation in the process. The representatives of the Republic also noted this as a real practical step on both sides for the uninterrupted operation of the station.
Unfortunately, our hopes that the Ukrainian side will change its negotiating position to a more constructive one against the backdrop of the meeting of the Normandy four and the adopted statement of the UN Security Council chairperson did not prove true. We have to state that the Ukrainian side with frank disregard applies to all efforts that are made at the highest levels, and also completely ignores the binding documents adopted in the framework of the UN Security Council,” the statement says.
