Сегодня в 10 утра начаты противоминные мероприятия на дороге, ведущей к шламонакопителю и непосредственно территории вокруг него. После чего работники предприятия обследуют состояние шламопровода, дамбы шламонакопителя и проведут забор проб из двух рабочих пьезоскважин — сообщает Представительство ДНР в Совместном центре контроля и координации прекращения огня на линии соприкосновения (СЦКК) и в переговорном процессе.
После длительных переговоров при содействии СММ ОБСЕ и личном участии Александра Хуга украинская сторона в СЦКК предоставила письменные гарантии выполнения условий для проведения ремонтно-восстановительных работ на шламонакопителе, а именно:
— неиспользование режима тишины для укрепления старых и оборудования новых позиций в этом районе;
— выполнение работ в светлое время суток;
— регулярное предоставление фотоотчета о ходе работ.
Учитывая проведенную Миссией с помощью БПЛА фиксацию и обнародование результатов в официальном отчете исходного положения позиций, а также ее согласие на еженедельный мониторинг ситуации и обнародование в своих отчетах зафиксированных данных, Представительство ДНР в СЦКК и в переговорном процессе предоставило гарантии безопасности для проведения ремонтно-восстановительных работ на шламонакопителе III очереди фенольного завода в пгт Новгородское, подконтрольном ВСУ.
Напомним, что еще в 2014 году стало известно о критическом состоянии дамбы из-за последствий ведения боевых действий в районе промышленного объекта. Однако вопрос восстановления дамбы шламонакопителя впервые был поднят украинской стороной только в 2016 году, но тогда ВСУ использовали режим тишины для укрепления собственных позиций, в связи с чем работы на объекте были остановлены.

Today, at 10 am, demining activities have been started on the road leading to the sludge reservoir and the immediate area around it. After that, the company’s workers will examine the condition of the slurry pipeline, the sludge dam and will take samples from two working piezo-wells, the DPRRepresentative Office for the Joint Center of Control and Coordination (JCCC) and negotiation process reports.
After lengthy negotiations with the assistance of the OSCE SMM and the personal involvement of Alexander Hug, the Ukrainian side to the JCCC provided written guarantees for meeting the conditions for carrying out repair and recoveryactivitiesat the sludge reservoir, namely:
—taking no advantage of the ceasefire to reinforce the old and fit out new positions in that area;
— carrying out works during daylight hours;
—regular provision of a photo report on the progress of work.
Taking into account the recording and publication of the results in the official report of the initial localities of the positions, as well as its consent to weekly monitoring of the situation and the release of recorded data in its reports, the DPR Representative Office to the JCCC and negotiation process provided security guarantees for carrying out repair and recovery works at the sludge reservoir of the III stage of the phenolic plant in the urban-type village of Novgorodskoye, which is controlled by the AFU.
Recall that the critical state of the dam as a consequence of the military operations near the area of the industrial facilityhas been established back in 2014. However, the Ukrainian side first raised the issue of reconstructing the sludge reservoir’s dam only in 2016, but then the AFU took advantage of the ceasefire to reinforce their own positions, in connection with which the works at the facility had been stopped.
