Члены общественного движения «Донецкая Республика»: ректор ДонНУЭТ Светлана Дрожжина, заведующий кафедрой международных отношений и внешней политики ДонНУ Руслан Морозов, председатель Совета ветеранов ДНР Николай Штефан выступили с заявлением о продлении срока действия полномочий Главы и депутатов Народного Совета Донецкой Народной Республики.
«7 мая 2018 года на Съезде общественного движения «Донецкая Республика» была утверждена программа развития ДНР – «Сила Донбасса».
В течение двух месяцев, в ходе подготовки этого документа жители Республики предлагали свои идеи. Все инициативы, поступившие от граждан, были проработаны органами власти, общественным движением, многие из них легли в основу нашей программы развития. Большинство предложений готовилось исходя из среднесрочного вектора развития Республики.
Эта программа – набор приоритетных задач для власти, поставленных перед ней гражданами нашей страны. Было бы правильно дать возможность жителям Республики оценить, как власть справится с этими задачами.
В этой связи мы выступаем с инициативой о продлении срока действия полномочий Главы и депутатов Народного Совета для того, чтобы дать им время реализовать намеченные цели. В целом мировая практика идет по пути определения именно пятилетнего срока правления Главы государства и полномочий парламентов. Множество примеров этому в странах с уже устоявшимся государственным устройством и развитой демократией, таких как Франция, ФРГ, Греция. В Европейском союзе таких государств подавляющее большинство. В России срок полномочий Президента – 6 лет, депутатов Государственной Думы – 5 лет. В некоторых государствах этот срок еще больше. Таджикистан, Турция, Италия, Ирландия, Узбекистан – в этих странах президент исполняет свои полномочия на протяжении 7 лет. В случае поддержки нашей инициативы у населения Республики будет возможность на следующих выборах дать объективную оценку работы действующей власти», — говорится в заявлении.
Members of the Donetsk Republic public movement: DonNUET rector Svetlana Drozhina, chairman of the DPR Council of Veterans Nikolay Shtefan made a statement on the prolongation of the term of office of the Head and deputies of the People’s Council of the Donetsk People’s Republic.
“On May 7th, 2018, the Convention of the Donetsk Republicpublic movementapproved the DPRdevelopment programentitled “The Strength of Donbass”.
Within two months, during the preparation of this document, the residents of the Republic offered their ideas. The authorities, the public movement have worked out all initiatives received from citizens and many of them formed the basis of our development program. Most proposals were prepared on the basis of the medium-term development vector of the Republic.
This program is a set of priority tasks assigned to the authorities by citizens of our country. It would be right to give an opportunity to the residents of the Republic to assess how the authorities cope with those tasks.
In this regard, we are putting forwardan initiativeto prolong the term of office of the Head and deputies of the People’s Council in order that they have time to implement their goals. Generally, the world practice follows the way of determining exactly the five-year term of the Head of state and the powers of parliaments. There are many examples of this in countries with a well-established state structure and developed democracy, such as France, Germany, Greece. Such statesconstitute an overwhelming majority in the European Union. In Russia, the term of office of the President is 6 years, for State Duma deputies it is 5 years. In some states, this period is even longer. Tajikistan, Turkey, Italy, Ireland, Uzbekistan: in these countries the president’s powers last for 7 years. If our initiative is supported, the population of the Republic will have the opportunity to give an objective assessment of the work of the current government during the forthcoming elections,” the statement says.
