Сегодня, 8 августа, Глава ДНР Александр Захарченко провел рабочее совещание с руководителями силовых структур Донецкой Народной Республики, сообщает корреспондент официального сайта ДНР. В совещании приняли участие: заместители Председателя Совета Министров ДНР Дмитрий Трапезников и Александр Тимофеев, министр обороны ДНР Владимир Кононов, министр внутренних дел Алексей Дикий, министр МЧС ДНР Алексей Кострубицкий, директор департамента таможенного дела ДНР Виталий Панков, и.о. главы администрации Донецка Алексей Кулемзин, глава администрации Горловки Иван Приходько, представители МГБ ДНР и пограничной службы.
Как отметил Глава Республики, основная тема совещания – обеспечение безопасности граждан ДНР.
«Хочу напомнить, что безопасность – это не только линия фронта и война, это и выявление диверсионных групп на нашей земле, и прохождение этих групп через контрольно-пропускные пункты.
Также сегодня мы обсудим работу контрольно-пропускных пунктов и ряд других вопросов», — начал совещание Александр Захарченко.
Ранее Глава Республики давал ряд распоряжений работникам силовых структур по улучшению работы КПВВ. Сегодня руководители ведомств отчитались о проделанной работе.
Виталий Панков доложил о работе по разработке механизмов приоритетного пересечения пунктов пропуска через государственную границу автобусами, осуществляющими регулярные пассажирские перевозки.
«С момента данного поручения Министерством доходов и сборов совместно с МГБ ДНР разработана и введена в действие типовая технологическая схема осуществления пограничного и таможенного контроля через госграницу ДНР для автомобильного сообщения. Для сокращения времени пограничного и таможенного контроля, в том числе для автобусов, осуществляющих перевозки пассажиров, установлен порядок контроля на полосах движения, приоритетного для пассажирских автобусов.
С целью равномерного распределения нагрузки на пунктах пропуска были проведены мероприятия по распределению маршрутов перевозчиков. Для оптимизации пунктов пропуска на границе с Российской Федерацией были созданы дополнительные рабочие места», — сказал Виталий Панков.
Глава Республики подчеркнул, что если мы договорились на совещании обеспечить льготную очередь для ГП «Автовокзалы Донбасса», то это должно быть обязательно выполнено.
Второй вопрос совещания касался оказания содействия КП «Вода Донбасса» в ремонте водовода на канале «Северский Донецк – Донбасс».
«На данном участке водовода большая площадь повреждения и идет утечка воды. Проблема — в расположении участка на линии разграничения», — сказал Александр Захарченко.
Министр внутренних дел Алексей Дикий отметил, что на данный момент идет согласование действий с представителями СММ ОБСЕ, МЧС, МВД.
«В настоящее время сотрудниками МЧС ведется разработка комплекса мероприятий по проведению разминирования и охране территории на время проведения ремонтных работ. Как только данная схема будет готова, мы сразу приступим к выполнению поставленной задачи. Примерные сроки выполнения – начало следующей недели», — сказал Алексей Дикий.
Министр МЧС ДНР Алексей Кострубицкий рассказал о работе пунктов оказания помощи населению, расположенных на КПВВ.
«На данный момент на территории Республики развернуты 4 передвижных пункта оказания помощи населению МЧС ДНР на таможенных пунктах пропуска: Донецк, Горловка, пгт Оленовка, Новоазовский р-н (с. Октябрь). Проведены работы по благоустройству пунктов и прилегающей территории.
Также работает 4 модульных контейнера, которые оснащены приборами кондиционирования, отопления и всей необходимой техникой.
Все пункты оказания помощи оснащены санитарными условиями и техникой для оказания экстренной неотложной медицинской помощи. Круглосуточно дежурят 2 сотрудника МЧС ДНР для оказания помощи нуждающимся», — рассказал Алексей Кострубицкий.
Также он отметил, что все пункты пропуска оборудованы стационарными санитарными условиями. На данный момент чистоту и порядок на КПВВ поддерживают городские администрации.
Кроме того, Глава ДНР Александр Захарченко зачитал обращения граждан Республики и дал ряд поручений руководителям силовых структур.
Как отметил Глава Республики, основные вопросы, которые волновали жителей Республики, касались неэтичного поведения работников на КПВВ, равнодушного отношения к людям, а также связанные с продажей мест в очереди при пересечении пунктов пропуска.
«К сожалению, увеличить пропускную способность КПВВ мы сегодня не можем, но навести порядок в очереди мы обязаны», — отметил Александр Захарченко.
Глава Республики дал поручение выявить пофамильно всех людей, которые продают места в очереди на пунктах пропуска, а затем будет принято решение о мере их наказания.
Во время совещания Александр Тимофеев обратился к Главе Республики с просьбой дать разрешение выдвинуть пункт пропуска «Оленовка» на 150 метров вперед, чтобы улучшить ситуацию на КПВВ.
«Пункт пропуска расположен на выходе из Оленовки и зажат с двух сторон постройками. Если мы выдвинем КПВВ на 150 метров вперед, сможем благоустроить пункт и организовать несколько полос движения, что позволит разгрузить очередь», — сказал Александр Тимофеев.
Александр Захарченко дал распоряжение привлечь Минстрой и улучшить ситуацию на КПВВ «Оленовка».
Также Главе Республики поступил ряд обращений с просьбой оказать содействие в получении справки о службе и гибели при защите Донецкой Народной Республики. Александр Захарченко дал поручение министру обороны ДНР Владимиру Кононову выдать всем обратившимся необходимые документы без проволочек.
«Сегодня я принимаю одно из самых сложных решений – выдавать справки о гибели военнослужащих без бюрократических проволочек.
Члены семей тех, кто отдали свои жизни за Родину, не обязаны понимать, что такое бюрократия. Прекрасно понимаю, что многие начнут этим пользоваться, будут возникать случаи, когда люди будут пытаться незаконно получать справки, хотя их мужья и сыновья никогда не были на фронте. После победы мы обязательно разберемся, кто получил эту справку законно, а кто нет», — сказал Александр Захарченко.
Следующий вопрос по обращениям граждан, поднятый Главой ДНР на совещании, касался изъятия автотранспортных средств работниками УГАИ.
«По ряду обращений это голословные обвинения сотрудников УГАИ. Если на автотранспорте нет номерных знаков или эти знаки перебиты, то автомобиль считается в угоне. Значит, машина была приобретена незаконно. Все обращения будут переданы руководителю МВД ДНР для разбирательства», — отметил Александр Захарченко.
По итогам совещания Глава Республики дал ряд распоряжений руководителям силовых ведомств:
— провести с подчиненными беседу по вопросу неэтичного поведения на рабочих местах;
— усилить работу по сокращению очередей при прохождении контрольно-пропускных пунктов;
— руководителям городов провести дополнительную работу по благоустройству КПВВ;
— министру обороны ДНР выдать все необходимые документы по обращениям граждан в течение месяца.

The Head of the Republic noted that the main topic of the meeting was to ensure security and safety of DPR citizens.
“I want to remind you that security involves not only the front line and the war, it is also the detection of commandos in our land, and the infiltration of those units through the checkpoints.
Today, we will also discuss the work of checkpoints and a number of other issues,” Alexander Zakharchenko began the meeting.
Earlier, the Head of the Republic gave several instructions to the officials of the law enforcement agencies to improve the work of checkpoints. Today, the chiefs of the agencies reported on the work they have done.
Vitaly Pankov reported on the work on development of mechanisms for priority crossing of checkpoints across the state border for the buses carrying out regular passenger transportation.
“Since the moment this instruction was issued, the Ministry of Revenues and Duties along with the DPR State Security Ministry has developed and brought into operation a standard technological scheme for implementation of border and customs control through the DPR state border for road traffic. To reduce the time of border and customs control, including for the buses transporting passengers, a monitoring procedure has been established on the driving lanes prioritized for passenger buses.
In order to distribute the load evenly at the checkpoints, measures have been taken to distribute the routes of the carriers. To optimize the checkpoints on the border with the Russian Federation, additional jobs have been established,” Vitaly Pankov said.
The Head of the Republic stressed that if we had managed to agree at the meeting on the provision of a preferential queue for the Donbass Bus Stations SE , then that must be done necessarily.
The second issue of the meeting concerned the provision of assistance to the Donbass Water public utilities company in repairing the water duct at the Seversky Donets-Donbass water canal.
“That area of the water duct has got a large area of damage and water leakage. The problem is that the site is located at the line of separation,” Alexander Zakharchenko said.
Minister of Internal Affairs Aleksey Dikiy noted that at that moment the activities were being coordinated with OSCE SMM officials, the Ministry of Emergency Situations and the Ministry of Internal Affairs.
“At present, Ministry of Emergency Situations officers are working out a set of measures for demining and protecting the territory for the period of repair. As soon as this scheme is ready, we will immediately begin to fulfill the task. Approximate terms of the implementation are the beginning of the next week,” Aleksey Dikiy said.
DPR Minister for Emergency Situations Aleksey Kostrubitsky told about the work of the stations for rendering assistance to the population, located at the checkpoints.
“At the moment, in the territory of the Republic there are 4 mobile stations for rendering assistance to the population of the DPR Ministry of Emergency Situations at the customs checkpoints: Donetsk, Gorlovka, the urban-type village of Olenovka, Novoazovsky district (the village of Oktyabr). Works on improvement of the stations and adjoining territory have been carried out.
There are also 4 modular containers, which are equipped with air conditioning, heating and all the necessary equipment.
All the stations of assistance are equipped with sanitary and emergency medical care facilities. 24 officers of the Ministry of Emergency Situations are on duty around the clock to help those in need,” Aleksey Kostrubitsky told.
He also noted that all the checkpoints are equipped with fixed sanitary facilities. At the moment, the city administrations maintain the cleanliness and order at the checkpoints.
In addition, Head of the DPR Alexander Zakharchenko read out the appeals of citizens of the Republic and gave several instructions to the chiefs of the law enforcement agencies.
According to the Head of the Republic, the main issues that the residents of the Republic concerned about were unethical behavior of checkpoint employees, indifferent attitude towards people, as well as the issues related to the sale of places in a queue during the crossing of the checkpoints.
“Unfortunately, we cannot increase the capacity of the checkpoints today, but we must restore order in the queue,” Alexander Zakharchenko noted.
The Head of the Republic instructed to identify all the people who sell the places in queues at the checkpoints, and then decide what they punishment get.
During the meeting, Alexander Timofeyev asked the Head of the Republic to give permission to move the Olenovka checkpoint 150 meters ahead to improve the situation at the CP.
“The checkpoint is located at the exit from Olenovka and is caught by buildings from both sides. If we move the checkpoint forward for 150 meters ahead, we can arrange the CP and organize several lanes, which will relieve the queue,” Alexander Timofeyev said.
Alexander Zakharchenko instructed to involve the Ministry of Construction Industry and improve the situation at the Olenovka CP.
In addition, the Head of the Republic received several requests for assistance in obtaining a certificate of service and death in defense of the Donetsk People’s Republic. Alexander Zakharchenko instructed DPR Minister of Defense Vladimir Kononov to issue all the necessary documents immediately.
“Today I am taking one of the most difficult decisions to issue servicemen’ certificates of death without bureaucratic delays.
Family members of those who gave their lives for their country do not have to deal with the bureaucracy. I understand very well that many will start taking advantage of that; there will be cases when people will try to get the certificates illegally, although their husbands or sons have never been at the front. After the victory, we will certainly find out who has received that certificate lawfully, and who hasn’t,” Alexander Zakharchenko said.
The next question from citizens’ appeals, raised by the DPR Head at the meeting, concerned the seizure of vehicles by the traffic police.
“For a number of the appeals, those were unfounded accusations against traffic police officers. If there are no license plates on a vehicle or those plates are broken, then the vehicle is considered to be hijacked. It means the car was acquired illegally. All the appeals will be forwarded to the DPR Minister of Internal Affairs for the proceedings,” Alexander Zakharchenko noted.
Following the meeting, the Head of the Republic gave several instructions to the chiefs of the law enforcement agencies:
— to talk with subordinates on the issue of unethical behavior in the workplace;
— to step up the work to reduce queues during the passage of checkpoints;
— the mayors are to carry out additional work on the improvement of the checkpoints;
— the DPR Minister of Defense is to issue all necessary documents based on citizens’ appeals within a month.
