Сегодня, 12 сентября, в аппарате Уполномоченного по правам человека состоялась встреча Дарьи Морозовой с главой делегации Международного комитета Красного Креста на Украине Аланом Эшлиманом и заместителем главы Донецкого офиса Международного комитета Красного Креста Арно Мэффром.
Как сообщает пресс-служба омбудсмена, в начале встречи представители МККК выразили соболезнования в связи с трагической кончиной Главы ДНР Александра Захарченко.
В рамках встречи обсуждались результаты последнего заседания гуманитарной подгруппы в Минске. Омбудсмен Республики акцентировала внимание собеседников на том, что деструктивная позиция украинской стороны препятствует проведению второго этапа обмена. Дарья Морозова отметила, что даже по истечении 9 месяцев после проведения последнего обмена процедура процессуального очищения освобожденных лиц так и не произошла. Украина не предоставляет документы, которые свидетельствуют о закрытии уголовных дел в отношении этих лиц. Дарья Морозова считает, что представители Киева нарушили все договоренности и не выполнили взятых на себя обязательств.
Кроме того, обсуждался проект дорожной карты предполагаемых действий по возврату документов лицам, перемещенным на территорию Республики в результате обмена. Дарья Морозова сообщила, что невозврат документов является нарушением конституционных прав человека.
Что касается вопроса перемещения на территорию Украины лиц, осужденных до начала конфликта, омбудсмен заверила, что для осуществления передачи со стороны Республики все давно подготовлено, однако украинская сторона не желает идти на контакт.
В завершение встречи омбудсмен ДНР и представители МККК выразили взаимное уважение. Дарья Морозова вручила Алану Эшлиману и представителям Донецкого офиса МККК грамоту за проводимую работу в области оказания гуманитарной помощи жителям Донецкой Народной Республики.
Today, on September 12th, the Office of Human Rights Commissioner Darya Morozova hosted a meeting with head of the delegation of the International Committee of the Red Cross in Ukraine Alain Aeschlimann and deputy head of the Donetsk office of the International Committee of the Red Cross Arnaud Meffre.
According to the Ombudsperson’s press service, at the beginning of the meeting, the ICRC representatives expressed their condolences in connection with the tragic death of DPR Head Alexander Zakharchenko.
Within the framework of the meeting, the results of the humanitarian subgroup’s last meeting in Minsk were discussed. The Republic’s Ombudsperson turned the interlocutors’ attention to the fact that the destructive stance of the Ukrainian side impedes the holding of the second stage of the exchange. Darya Morozova noted that even after 9 months since the last exchange, the juridical cleanup procedure of the released persons had not yet happen. Ukraine does not provide the documents attesting the closure of criminal cases against those individuals. Darya Morozova believes the representatives of Kiev have violated all the agreements and have not fulfilled their obligations.
In addition, the draft roadmap of the presumptive measures for the return of documents to the persons displaced to the territory of the Republic as a result of the exchange was discussed. Darya Morozova claimed that the non-return of the documents is a violation of constitutional human rights.
With regard to the issue of transfer of persons, who were convicted before the outbreak of the conflict, to Ukraine, the Ombudsperson assured that in order to implement the transfer, the Republic had prepared everything long time ago, but the Ukrainian side did not want to be in touch.
At the end of the meeting, the DPR Ombudsperson and the ICRC representatives expressed mutual respect. Darya Morozova presented Alain Aeschlimann and representatives of the ICRC’s Donetsk office a certificate of appreciation for the work in the field of providing humanitarian aid to residents of the Donetsk People’s Republic.
