В ходе очередного заседания Совета Министров ДНР временно исполняющий обязанности Главы Донецкой Народной Республики Денис Пушилин дал ряд поручений руководителям министерств и ведомств Республики.
Как сообщает пресс-служба Совмина ДНР, Денис Пушилин довел до сведения членов Совета Министров информацию о существующих наработках по решению ряда острых проблем Республики.
К решениям, по которым достигнуто взаимопонимание, относятся:
— Донецкая железная дорога возвращается к 5-дневной рабочей неделе. Кроме этого, на финансирование ДЖД направлено дополнительно 40 миллионов российских рублей;
— погашена задолженность перед Докучаевским флюсо-доломитным комбинатом;
— достигнута договоренность о заключении социального договора между ЗАО «Внешторгсервис» и Донецкой Народной Республикой;
— найдено решение по обеспечению Республики автомобилями «скорой помощи» и автобусами;
— ведутся переговоры об открытии в Республике филиала российского банка с перспективой выдачи кредитных карт населению.
В ходе заседания Совета Министров министерству доходов и сборов ДНР врио Главы Республики поручил упростить систему лицензирования и сделать ее прозрачной и понятной гражданам. Также Денис Пушилин поручил создать комиссию, которая должна провести анализ деятельности всех государственных предприятий ДНР.
Кроме этого, Денис Пушилин поставил задачу перед Министерством связи Республики — стабилизировать работу оператора «Vodafone». «Необходимо восстановить некоторые вышки связи, определить затратную часть», — подчеркнул Денис Пушилин.
Также временно исполняющий обязанности Главы ДНР поручил руководителям всех министерств взять на контроль вопрос подготовки к отопительному сезону. Денис Пушилин поставил задачу перед Министерством угля и энергетики — проработать вопрос организации в городах и районах ДНР специальных площадок, где жители Республики смогут купить твердое бытовое топливо за выделяемые средства на приобретение пайкового угля.
«Здесь необходимо найти баланс с угольными компаниями. Чтобы компании не несли убытки», — подчеркнул Денис Пушилин.
Кроме этого, Денис Пушилин поручил заместителю Председателя Совета Министров ДНР Александру Ананченко взять на контроль подготовку к осенне-зимнему периоду энергетических объектов Республики, включая подготовку предложений по оптимизации организации работы и обеспечения энергетических объектов. Также Александру Ананченко поручено представить предложения по возможности создания Интервенционного фонда для аграрного сектора Республики. Кроме этого, заместителю Председателя Совета Министров необходимо провести ревизию нормативного правового обеспечения института временных администраций, включая анализ количества и состояния предприятий, на которых Республикой введена временная администрация.
Заместителю Председателя Совета Министров ДНР Екатерине Матющенко поручено обеспечить соблюдение графика выплаты заработной платы работникам бюджетной сферы, а также разработать проект нормативного правового акта, который упорядочивает процедуру доведения лимитов до получателей бюджетных средств.
Заместителю Председателя Совета Министров ДНР Владимиру Антонову поручено взять на контроль графики поставок строительных материалов для социальных объектов и графики поставок галита для нужд автодорожного хозяйства и котельных.

— an agreement has been reached to conclude a social contract between Vneshtorgservis ZAO and the Donetsk People’s Republic;
— a decision has been found to provide the Republic with ambulances and buses;
— negotiations are underway to open a branch of a Russian bank in the Republic with the prospect of issuing credit cards to the population.
During the meeting of the Council of Ministers, the DPR Ministry of Revenues and Duties was charged by the interim Head of the Republic with the task to simplify the licensing system and make it transparent and understandable to citizens. In addition, Denis Pushilin instructed to create a commission, which should conduct an analysis of the activities of all DPR state enterprises.
In addition, Denis Pushilin set the task to the Ministry of Communications of the Republic to stabilize the work of the Vodafone provider. “It is necessary to restore some cell phone towers, to determine the cost,” Denis Pushilin stressed.
In addition, the interim Head of the DPR instructed the heads of all ministries to take control of the issue of preparation for the heating season. Denis Pushilin set the task before the Ministry of Coal and Energy to work out the issue of organizing special grouns in cities and districts of the DPR where residents of the Republic will be able to buy solid domestic fuel for the allocated funds to purchase coal allowance.
“It is necessary to find a balance with coal companies. In order that the companies do not bear losses,” Denis Pushilin stressed.
In addition, Denis Pushilin instructed Deputy Chairman of the DPR Council of Ministers Alexander Ananchenko to take control of the preparation for the autumn and winter period of the Republic’s energy facilities, including the preparation of proposals for optimizing the organization of work and providing the energy facilities. In addition, Alexander Ananchenko was instructed to submit proposals on the possibility of creating an Interventional Fund for the agricultural sector of the Republic. In addition, the Deputy Chairman of the Council of Ministers must conduct an audit of the regulatory legal provision of the institution of provisional administrations, including an analysis of number and condition of enterprises where the Republic has introduced temporary administration.
Deputy Chairperson of the DPR Council of Ministers Ekaterina Matyushchenko was instructed to ensure compliance with the wage payment schedule for public sector employees, and to draft a regulatory legal act that regulates the procedure for bringing limits to budget recipients.
Deputy Chairman of the DPR Council of Ministers Vladimir Antonov was instructed to take control of schedules of supplies of construction materials to social facilities and schedules of supplies of halite for the needs of road facilities and boiler rooms.
