В заседании подгруппы по политическим вопросам на переговорах в Минске от Донецкой Народной Республики участвовала Наталья Михайлова, представитель МИД ДНР. Как сообщает пресс-служба МИД ДНР, по политическому направлению в мирном урегулировании конфликта особую опасность представляет грядущее истечение срока действия закона об особом статусе Донбасса 11 октября 2018 года.
«В случае отказа Киева от продления действия данного акта он утратит законную силу, и затем введение в действие его сущностных положений, в том числе по формуле Штайнмайера, станет невозможным.
Учитывая это, отказ украинской стороны от обсуждения вопросов пролонгации и введения в действие особого статуса Донбасса, как и вопроса реализации амнистии, означает крайне негативную тенденцию и последствия как для реализации Минских соглашений, так и в целом для восстановления мира на нашей территории. Именно это было основным вопросом обсуждения в Контактной группе.
Однако приходится констатировать, что представители украинской делегации вместо конструктивной работы по сути обсуждаемых вопросов продолжили тактику попыток внесения тем, совершенно далеких от повестки дня.
Например, украинская сторона не смогла обойти вниманием предстоящие 11 ноября выборы в Республиках. В этой связи полпред Наталья Никонорова подчеркнула, что объявленные выборы руководителей и парламентов Республик не касаются Минских соглашений и никак им не противоречат, так как не являются местными», — сообщили в пресс-службе МИД ДНР.
«Любые попытки осуждения объявленных выборов особо циничны с украинской стороны, поскольку острая необходимость их проведения возникла в связи с убийством подписанта соглашений – Главы ДНР Александра Захарченко, и уже есть прямые свидетельства о причастности к этому украинских спецслужб»», — отметила Наталья Никонорова.
«Хотелось бы верить, что за оставшиеся до окончания срока действия закона три недели представители Украины начнут добросовестно относиться к своим обязательствам, и закон об особом статусе не только будет продлен, но и согласован с представителями Республик механизм его полноценного вступления в силу на постоянной основе в соответствии с компромиссной формулой, предложенной господином Штайнмайером», — резюмировали в пресс-службе МИД ДНР.

According to the press service of the DPR Ministry of Foreign Affairs, in the political area of the peaceful settlement of the conflict, the imminent expiry of the law on the special status of Donbass on October 11th, 2018 poses a particular danger.
“If Kiev refuses to extend the validity of this act, it will lose legal validity, and then the implementation of its essential provisions, including Steinmeier’s formula, will become impossible.
Given this, the refusal of the Ukrainian side to discuss the issues of prolongation and enactment of the special status of Donbass, as well as the issue of amnesty, means an extremely negative trend and consequences for the implementation of the Minsk agreements and, in general, for the reestablishment of peace in our territory. This was the main point of discussion in the Contact Group.
However, we must admit that the representatives of the Ukrainian delegation, instead of constructive work on the basics of the issues under discussion, have continued the tactic of trying to introduce the topics completely beyond the agenda.
For instance, the Ukrainian side could not ignore the upcoming November 11th elections in the Republics. In this regard, plenipotentiary representative Natalia Nikonorova stressed that the announced elections of the leaders and parliaments of the Republics did not concern the Minsk agreements and they did not contradict them in any way, as they were not local,” the press service of the DPR Foreign Ministry reported.
“Any attempts to condemn the announced elections are especially cynical on the part of Ukraine, since the urgent need for them arose in connection with the killing of the signatory of the agreements — Head of the DPR Alexander Zakharchenko, and there are direct evidence of involvement of Ukrainian special services in this,” Natalia Nikonorova noted.
“We would like to believe that for the remaining three weeks before the expiry of the law, the representatives of Ukraine will begin to treat their obligations conscientiously, and the law on the special status will not only be prolonged, but also agreed upon with the representatives of the Republics, the mechanism for its full-scale entry into force on a permanent basis in according to the compromise formula proposed by Mr. Steinmeier,” the DPR Foreign Ministry’s press service summed up.
