В среду, 19 сентября, состоялось очередное заседание Контактной группы на переговорной площадке в Минске. В экономическом блоке важнейшим вопросом до сих пор остается выработка совместного механизма выплаты пенсий и социальных пособий жителям народных республик, отметили в пресс-службе Минсоцтруда.
Как рассказала исполняющая обязанности министра труда и социальной политики Донецкой Народной Республики Лариса Толстыкина, в рамках работы экономической подгруппы снова никаких подвижек не произошло.
«За весь период действия Минских соглашений киевская власть еще ни разу не выступала со своими предложениями. Более того, представители Украины либо полностью игнорируют переговорный процесс в рамках работы экономической подгруппы, либо его саботируют», — отметила руководитель министерства.
Лариса Толстыкина также указала на возможные причины такого поведения нынешнего руководства Украины: «На сегодня мы имеем двойственную ситуацию. С одной стороны, мнение международных организаций, включая ООН, о необходимости возобновить пенсионные выплаты жителям Донбасса; решение Верховного суда Украины о неправомерности действий киевских властей и даже рекомендации кураторов США выполнить требования пункта 8 Комплекса мер Минских соглашений. С другой стороны, полное бездействие украинского правительства. Могу объяснить их поведение тем, что денежных средств в сопредельном государстве нет, несмотря на многомиллиардные транши от их европейских партнеров. Признаться в этом они, конечно же, не могут, а вот отказать в выплате заработанных людьми пенсий – запросто. В итоге получается, что украинские власти используют судьбы сотен тысяч пенсионеров как ширму, которая скрывает от их западных партнеров разросшуюся в этом государстве коррупцию и воровство бюджетных средств».

“Over the entire period of the Minsk agreements, the Kiev government has not yet made any proposals. Moreover, the representatives of Ukraine either completely ignore the negotiation process within the framework of the economic subgroup or sabotage it,” the Minister noted.
Larisa Tolstykina also highlighted possible reasons for this behavior of the current Ukrainian leadership: “Today we have an ambivalent situation. On the one hand, the opinion of international organizations, including the United Nations, on the need to renew pension payments to the residents of Donbass; the decision of the Supreme Court of Ukraine on the illegality of actions of the Kiev government, and even the US backers’ recommendations to fulfill the requirements of item 8 of the Complex of Measures of the Minsk Agreements. On the other hand, the total inactivity of the Ukrainian government. I can explain their behavior by the fact that there is no money in the neighboring state, despite the multibillion tranches from their European partners. They cannot admit this, of course, but they can easily refuse to pay the pensions people earned. In the end, it turns out that the Ukrainian government takes advantage of the fate of hundreds of thousands of pensioners as a screen that hides from their western partners jobbery and theft of budget funds emerged in this state.”
