В Интернете появилась информация в виде несуществующего Указа врио Главы ДНР от 31 октября 2018 года № 56 «О повышении заработной платы работников всех бюджетных учреждений». В нем говорится о том, что с 1 ноября 2018 года на 20% увеличится оклад работников отдельных отраслей бюджетной сферы, а именно: увеличатся тарифные ставки учителей, врачей, работников отрасли культуры, физкультуры и спорта.
Министерство финансов ДНР сообщает, что подобного Указа № 56 от 31 октября 2018 года не существует. Документ не имеет отношения к нормам действующего законодательства в Республике.
Обращаем внимание, что подлинные нормативные акты Донецкой Народной Республики, вступившие в силу, публикуются только на официальных ресурсах: официальном сайте ДНР, сайте врио Главы ДНР и сайтах министерств и ведомств Республики.
Отметим, что с 1 ноября текущего года произошло повышение на 10% окладов (тарифных ставок) работников отдельных отраслей бюджетной сферы.
Повышение зарплат стало возможным благодаря ряду факторов, в частности: переформатированию фискальной системы, росту производства, появлению новых рынков сбыта продукции, расширению промышленного сектора экономики и, как следствие, увеличению поступлений в бюджет ДНР.
Министерством финансов проведены расчеты доходной части бюджета, и данное увеличение предусмотрено показателями бюджета с учетом установленных доплат и надбавок, в том числе стимулирующего характера.
There was information published on the Internet in the form of the non-existent Decree 56 of the interim Head of the DPR dated October 31st, 2018, On Increasing the Salaries of Employees of All State-Financed Institutions. It says that from November 1st, 2018, the salary of workers of certain branches of the public sector will increase by 20%, namely the base rate of teachers, doctors, workers of culture, physical education and sports.
The DPR Ministry of Finance informs that Decree 56 dated October 31st, 2018, never existed. The document is not related to regulations of the current legislation of the Republic.

Note that since November 1st this year, there has been a 10 percent increase in salaries (base rate) for employees of certain branches of the public sector.
The increased salaries became possible thanks to several factors, in particular: the reformation of the fiscal system, expansion of production, emergence of new market outlets, expansion of the industrial sector of the economy and, as a result, increased revenues to the DPR budget.
The Ministry of Finance has carried out calculations of the revenue side of the budget, and this increase is provided for by budget indications given the established additional payments and premiums, including the incentives.
