Сегодня, 6 ноября, на заседании Контактной группы украинская сторона реализовала еще один способ имитации участия в переговорном процессе в Минске. Как сообщает пресс-служба МИД ДНР, от Киева был делегирован один представитель на две заседающие одновременно рабочие профильные группы, при этом мандат этого представителя крайне ограничен. В таких обстоятельствах отсутствовала возможность обсуждать по существу и согласовывать какие-либо вопросы в группах по экономическим и гуманитарным вопросам.
«И это происходит на фоне того, что на данном этапе уже разработан МККК и предложен к обсуждению пошаговый механизм выплаты пенсий гражданам с ограниченной подвижностью, но обсуждать его реализацию в итоге не с кем», – отметила полпред ДНР Наталья Никонорова.
Этот факт отметили оба координатора рабочих групп от ОБСЕ, выразив сожаление из-за отсутствия достижений в этих рабочих группах.
Также заблокированными остаются важнейшие вопросы обмена пленными, как и многочисленные нарушения украинской стороной международного гуманитарного права.
«До сих пор координатор от ОБСЕ господин Фриш не может попасть к Юлии Просоловой, что вызывает еще больше опасений относительно состояния ее здоровья и сомнения в правомочности действий по отношению к ней. Очередную попытку посетить Юлию, осужденную по откровенно сфабрикованному делу, господин Фриш совершит 17-18 декабря. Надеемся, что на этот раз власти Украины обеспечат доступ представителю ОБСЕ», – подчеркнула Наталья Никонорова.
Today, on November 6th, during the meeting of the Contact Group, the Ukrainian party implemented yet another method for simulating participation in the negotiation process in Minsk. According to the press service of the DPR Ministry of Foreign Affairs, Kiev delegated one representative for two concurrently working specialized groups, while the mandate of this representative was extremely limited. In such circumstances, it was not possible to discuss substantively or coordinate any issues in the economic and humanitarian groups.
“And this is happening given the fact that at this stage the ICRC has already developed and proposed for consideration a step-by-step mechanism for paying pensions to citizens with limited mobility, but in the end, we have got no one to discuss its implementation with,” DPR Plenipotentiary Natalia Nikonorova emphasized
This fact was noted by both coordinators of the working groups from the OSCE, who expressed regret about the lack of achievements in these working groups.
Among the most important issues, war prisoners’ exchange is also blocked, as well as numerous violations by the Ukrainian side of international humanitarian law.
“Until now, OSCE coordinator Mr. Frisch cannot get to Yulia Prosolova, which causes even more concerns about her health condition and doubts about the legality of actions towards her. Another attempt to visit Yulia, who was convicted for a frankly concocted case, Mr. Frisch will have made by December 17 or 18. We hope that this time the Ukrainian authorities will give access to the OSCE official,” Natalia Nikonorova stressed.
