В силу того, что позиции сторон относительно согласования дополнительных мер усиления и контроля перемирия остались неизменными, руководством СММ ОБСЕ было предложено подготовить к следующему заседанию новый вариант документа, в котором будут учтены предложения всех сторон и который будет выдержан в духе и букве Минских соглашений.
«Надеемся, что подготовленный СММ ОБСЕ обобщенный вариант пакета дополнительных мер станет компромиссным, будет оперативно согласован и внедрен на практике. Затягивание введения механизмов контроля обходится Донбассу все новыми и новыми человеческими жертвами и разрушениями гражданской инфраструктуры. Первостепенная задача для переговорщиков — сделать все возможное, чтобы остановить военную агрессию вооруженных формирований Украины», – отметила полпред ДНР на переговорах.
Также без прогресса остался вопрос сорванной украинской стороной реализации Рамочного решения разведения сил и средств.
«Представители Республик вышли с предложением сделать заявление Контактной группы о необходимости устранить все зафиксированные СММ ОБСЕ нарушения сторон, тем самым перезапустить его реализацию, однако, к сожалению, руководство СММ ОБСЕ воздержалось от реакции, потому как представители украинской делегации отказались принимать предложение Республик», – уточнила Наталья Никонорова.

Inasmuch as positions of the parties regarding the reconciliation of additional measures to enhance and control the ceasefire have remained unchanged, the leadership of the OSCE SMM was asked to draft by the next meeting a new version of the document that would take into account proposals of all the parties and be in line with the language of the Minsk agreements.
“We hope that the generalized version of the package of additional measures drafted by the OSCE SMM will be a compromise, will be promptly agreed on and implemented practically. Delaying the introduction of control mechanisms costs Donbass increasingly more casualties and devastation of civilian infrastructure. The primary task of the negotiators is to do everything possible to stop the military aggression of the Ukrainian armed formations,” the DPR Plenipotentiary emphasized during the talks.
Also, the implementation of the Framework Decision on the withdrawal of forces and armaments, which was thwarted by the Ukrainian side, has remained without progress
“Representatives of the Republics brought a proposal that the Contact Group make a statement on the need to eliminate all violations of the parties recorded by the OSCE SMM, thereby restart its implementation; however, unfortunately, the leadership of the OSCE SMM refrained from response because the representatives of the Ukrainian delegation refused to accept the proposal of the Republics,” Natalia Nikonorova clarified.
