Сегодня, 30 ноября, согласно повестке пленарного заседания, парламентарии рассмотрели проект Закона «О внесении изменений в Конституцию Донецкой Народной Республики», внесенный Главой Донецкой Народной Республики Денисом Пушилиным, сообщает пресс-служба Народного Совета.

С законопроектом депутатов ознакомил и. о. представителя Главы ДНР в Народном Совете Олег Ванин. «Данный законопроект разработан в целях реализации конституционной реформы исполнительной власти Донецкой Народной Республики. Предложенные изменения в Конституцию способствуют полноценной реализации принципа разделения государственной власти на законодательную, исполнительную и судебную, исключая возможность совмещения должности Главы ДНР и Председателя Совета Министров (Правительства) ДНР. Такой подход обеспечивает самостоятельность каждой ветви власти с учетом формирования системы сдержек и противовесов. Кроме того, законопроектом предусматривается внесение конституционных поправок в части закрепления нового порядка формирования Правительства ДНР, назначение его руководящего состава, наделения Правительства ДНР правом законодательной инициативы», – сообщил Олег Ванин.

Он добавил, что при разработке законопроекта учитывался опыт Российской Федерации. По его словам, это позволит обеспечить гармонизацию законодательства Донецкой Народной Республики с российским законодательством, а также усилить интеграционные процессы.

Учитывая актуальность проведения конституционной реформы исполнительной власти, депутаты приняли законопроект в двух чтениях в целом. Далее Закон «О внесении изменений в Конституцию Донецкой Народной Республики» будет направлен на подпись Главе ДНР и вступит в силу после опубликования на официальном сайте Народного Совета ДНР.

Today, on November 30, according to the agenda of the plenary session, the parliamentarians reviewed the draft Law On Amendments to the Constitution of the Donetsk People’s Republic submitted by Head of the Donetsk People’s Republic Denis Pushilin, the press service of the People’s Council reports.

Acting representative of the DPR Head to the People’s Council Oleg Vanin introduced the draft law to the deputies. “This draft law was developed in order to implement the constitutional reform of the executive branch of the Donetsk People’s Republic. The proposed amendments to the Constitution facilitate a full implementation of the principle of breaking down the state power into legislative, executive and judicial powers, eliminating the possibility of combining the offices of DPR Head and Chairman of the DPR Council of Ministers (the DPR Government). This approach ensures the independence of each branch of the government, taking into account the formation of a system of restraint and counterbalances. In addition, the draft law provides for the introduction of constitutional amendments in terms of securing a new procedure for forming the DPR Government, appointing its leadership and vesting the DPR Government with the right of legislative initiative,” Oleg Vanin informed.

He added that the experience of the Russian Federation was taken into account when developing the draft law. According to him, this will harmonize the legislation of the Donetsk People’s Republic with the Russian legislation, as well as strengthen the integration processes.

Given the relevance of the constitutional reform of the executive branch, the deputies passed the draft law in two readings as a whole. Further, the Law On Amendments to the Constitution of the Donetsk People’s Republic will be submitted to the Head of the DPR for signing and will enter into force after it’s posted on the official website of the DPR People’s Council.
