Сегодня, 11 января, Глава ДНР Денис Пушилин провел рабочее совещание с руководителями администраций городов и районов Республики по вопросу ликвидации последствий сложных погодных условий. Как сообщает корреспондент официального сайта ДНР, в совещании также приняли участие заместители Председателя Правительства Игорь Мартынов, Владимир Антонов и Татьяна Переверзева, руководители профильных министерств и ведомств.

«В этом году аномальный снегопад сильно ударил по Донецкой Народной Республике и должен признать, что первый удар мы встретили неудовлетворительно. Были задействованы максимальные ресурсы городов, коммунальных служб, спасателей, работников дорожных служб. В период особо сложных погодных условий для расчистки снега было задействовано до 11 тысяч работников коммунальной службы и до 360 единиц спецтехники. МЧС спасало людей на дорогах, освободили из снежных заносов более 400 единиц автомобильной техники, спасли 1,5 тысячи человек, в т.ч. детей. Однако то, что дворы завалило снегом быстрее, чем справлялись службы — остается фактом.

Необходимо сделать соответствующие выводы и принять меры. Это не последний снегопад и мы должны повысить эффективность нашей работы. Прежде всего, необходимо усилить взаимодействие между коммунальными службами городов и районов и ведомствами, отвечающими за оперативную ликвидацию чрезвычайных происшествий на дорогах. При налаженной совместной работе можно более оперативно решать ряд вопросов.

Прежде всего, это касается Шахтерского и Тельмановского районов – здесь ситуация практически критическая. В качестве положительного опыта можно отметить действия главы администрации Старобешевского района.

Сейчас необходимо решить проблему вывоза снега. Главам городов и районов следует заняться этой проблемой параллельно с расчисткой жизненно важных объектов. Особое внимание надо уделить прифронтовым районам и перенаправить туда часть ресурсов. Также необходимо более плотное взаимодействие с аварийными службами. Необходимо сохранить тепло в домах, школах, больницах и садиках. Заявкам на ликвидацию аварий необходимо уделять первостепенное внимание и обеспечивать доступность проезда на аварийные объекты.

Спасателям максимально оперативно реагировать на сигналы с основных трасс республиканского значения. Например, трасса на Успенку – это дорога жизни для нашей Республики и здесь не должно быть никаких проблем. Это поручение для ГП «Автодор» — уделить особое внимание данной трассе. Мы должны быть готовы ко всему», — обратился Денис Пушилин к собравшимся.

По первому вопросу повестки дня — о принимаемых мерах по предотвращению и ликвидации последствий сложных погодных условий — доложил руководитель МЧС ДНР Алексей Кострубицкий.

«На территории Донецкой Народной Республики 4 января 2019 года согласно полученным прогнозным данным Гидрометеорологического центра МЧС ДНР было подготовлено штормовое предупреждение по созданию предпосылок возможного нарушения устойчивого функционирования систем жизнеобеспечения, в том числе на автодорогах Республики. Для своевременного принятия первоочередных мер реагирования МЧС ДНР 3 января было подготовлено и разослано соответствующее экстренное предупреждение о прогнозировании возникновения чрезвычайных ситуаций, связанных с нарушением функционирования автомобильного сообщения в населенных пунктах и на автодорогах между ними по всей территории Донецкой Народной Республики.
Учитывая такую сложную гидрометеорологическую обстановку начиная с 04 января текущего года для расчистки дорог от снега были привлечены силы и средства ГП «Автодор» из числа подготовленной к работе в зимних условиях специальной техники.
Дороги местного значения в Шахтерском, Амвросиевском, Тельмановском и Новоазовском районах практически все остались заблокированы снегом.
Однако в период с 5 по 7 января 2019 года обстановка на дорогах Республики резко ухудшилась в связи с тем, что сумма осадков за данный период времени составила от 42 до 64 мм, что соответствует 100-120% месячной нормы января.
Начиная с 18.30 7 января 2019 года для недопущения осложнения ситуации на автодорогах Республики было временно ограничено движение на отдельных участках автодорог Старобешевского, Тельмановского, Шахтерского и Амвросиевского районов.
Моим решением, в Министерстве начиная с 7 января, развернут оперативный штаб МЧС ДНР с привлечением сотрудников ГАИ МВД ДНР, Минтранса ДНР, в том числе ГП «Автодор» для организации работ по расчистке дорог республиканского и местного значений, оказания помощи пострадавшему населению», — сообщил Алексей Кострубицкий.

Глава МЧС подчеркнул, что руководители городов и районов проигнорировали предупреждение об ухудшении погодных условий и возможность возникновения чрезвычайных ситуаций и не были готовы к возникновению сложной ситуации.

«Хочу отметить, что ГП «Автодор» и его территориальные подразделения в данный период времени показали крайне неэффективную, неудовлетворительную организацию работ по недопущению возникновения чрезвычайной ситуации связанной с остановкой движения автомобильного транспорта на дорогах республиканского и местного значений.
Существующая специальная техника, находящаяся на оснащении ГП «Автодор» в основном морально устарела, функционально не готова к использованию по предназначению в сложных погодных условиях, не эффективна, что влечет за собой соответствующие затраты из республиканского бюджета.
Имеющейся специальной техники недостаточно для решения задач связанных со своевременной расчисткой снежных заносов и очистки дорожного полотна в целом. Данная ситуация обуславливается еще и тем, что руководство ГП «Автодор» не умеет оперативно принимать решения связанные с заправкой горюче-смазочными материалами, обеспечением запасными частями, в отдельных случаях управление подчиненными подразделениями проводится по неподтвержденной информации.
В связи с отсутствием достаточного количества техники в ГП «Автодор», практически все малые населенные пункты были отрезаны от основных дорог Республики, основные силы были направлены только на автодороги республиканского значения, в результате чего дороги местного значения не расчищались. Населённые пункты остались без медицинской помощи, продуктов питания и других видов первоочередного жизнеобеспечения.

На горячую линию Министерства поступило более 600 обращений граждан по различным вопросам безопасного поведения, всем обратившимся оказана квалифицированная помощь, отдельные вопросы взяты на контроль оперативным штабом МЧС ДНР по ликвидации снежных заносов.
Принятые оперативные меры реагирования со стороны МЧС ДНР, а также других заинтересованных органов исполнительной власти Донецкой Народной Республики не допустили гибели населения, застигнутого в снежных заносах в период с 3 по 10 января текущего года, что говорит об их эффективности и необходимости.
Работа оперативного штаба МЧС ДНР по ликвидации снежных заносов продолжается в круглосуточном режиме с привлечением необходимых профильных специалистов и подразделений», — подчеркнул Алексей Кострубицкий.

Генеральный директор ГП «Автодор» Александр Николаев доложил о причинах неудовлетворительной работы техники и предприятия в экстренных условиях.

Глава Республики Денис Пушилин акцентировал внимание руководителя госпредприятия, что о плохих погодных условиях было сообщено заранее, и техника должны была быть полностью готова.

«Вы должны лично контролировать такие вопросы. Таких ситуаций допускать нельзя, потому что это может привести к трагедии», — подчеркнул Денис Пушилин.

Министр транспорта Дмитрий Подлипанов отчитался о наличии техники, топлива и посыпочного материала для ликвидации последствий снегопадов.

«На сегодняшний день может возникнуть нехватка дизельного топлива для ликвидации последствий снегопада. Нужно принять меры по дополнительному выделению дизтоплива для круглосуточной работы ГП «Автодор». Также очень снизились запасы противогололедного материала, сегодня ждем поступления дополнительного объема», — сказал Дмитрий Подлипанов.

Глава Республики поручил министру подготовить сегодня все необходимые расчеты.

Первый заместитель министра строительства и жилищно-коммунального хозяйства ДНР Виталий Кижаев отчитался о работе по ликвидации аварийных ситуаций в Республике, отметив, что ситуация находится под контролем и несмотря на небольшие порывы, тепло подаётся на все объекты и дома.

«Для оперативного реагирования по устранению аварийных ситуаций были задействованы круглосуточные бригады. В целом работа всех систем жизнеобеспечения в Республике осуществлялась в штатном режиме. Для ликвидации последствий непогоды было задействовано порядка 240 техники и около 4350 человек», — сообщил Виталий Кижаев.

Министр угля и энергетики Руслан Дубовский доложил о принимаемых мерах по ликвидации экстремальных ситуаций.

«В первую очередь мы должны обращать внимание на проблемы людей и работать для людей, а не для отчетов», — подчеркнул Глава Республики.

Подводя итоги совещания, Глава ДНР Денис Пушилин отметил, что в ближайшее время будут приняты кадровые решения:

«МЧС ДНР предпринимало и продолжает предпринимать максимальные усилия по ликвидации последствий непогоды. Это то министерство, которое справляется с поставленными задачами. Считаю, что сотрудников МЧС за их работу необходимо поощрить.

По остальным – ГП «Автодор» и главам администраций городов и районов — есть большое количество нареканий и проблем.
Сегодня было принято ряд решений по предотвращению тех или иных сложностей.
Считаю, что ряд городов и районов не справились с теми вызовами, которые преподнесла нам погода. Считаю, что после определенного анализа всей поступившей информации, в том числе из общественных приемных общественного движения «Донецкая Республика», необходимо подойти к вопросу возможного кадрового изменения в ряде городов и районов», — отметил Денис Пушилин.

“This year, the anomalous snowfall dealt a heavy blow to the Donetsk People’s Republic and I have to admit that we have not coped with the first blow satisfactorily. Maximum resources of cities and towns, public utilities, rescuers, road workers have been involved. During the period of the especially difficult weather conditions, up to 11 thousand public utility workers and up to 360 units of special equipment have been involved in snowplowing. The Ministry of Emergency Situations has rescued people on the roads, over 400 cars have been freed from snowdrifts, 1.5 thousand people have been rescued, including children. However, the fact is that the yards were snowed faster than the services coped with that.

It is necessary to draw appropriate conclusions and take measures. This is not the last snowfall and we need to increase the efficiency of our work. First of all, it is necessary to enhance cooperation between the public utilities in cities, towns and districts and the agencies responsible for prompt elimination of road accidents. With well-established cooperation, we can more quickly resolve a number of issues.

First of all, it concerns Shakhtersky and Telmanovsky districts — the situation is almost critical there. As a positive experience, the actions of the mayor of Starobeshevsky district can be commended.

Now it is necessary to solve the problem of snow removal. Mayors of cities, towns and districts should handle this problem in parallel with snowplowing critical facilities. Particular attention should be paid to the frontline areas and its necessary redirect some resources there. More cooperation with the emergency services is also required. It is necessary to keep warmth at homes, schools, hospitals and kindergartens. Applications for the elimination of accidents should be given priority attention and accessibility to emergency sites must be ensured.

Rescuers are to respond to signals from the main motorways of national importance as quickly as possible. For example, the motorway to Uspenka is the road of life for our Republic and there should not be any problems. Assignment for Avtodor SE is to pay special attention to this road. We must be ready for everything,” Denis Pushilin addressed those present.

Minister of Emergency Situations of the DPR Alexey Kostrubitsky reported on the first issue on the agenda — the measures taken to prevent and eliminate the consequences of the difficult weather conditions.

“In the territory of the Donetsk People’s Republic on January 4th, 2019, according to the forecast data obtained by the Hydro-meteorological Center of the DPR Ministry of Emergency Situations, a storm warning was prepared to create prerequisites for a possible violation of the sustainable functioning of critical infrastructure, including the motorways of the Republic. To timely carry out priority response measures, the DPR Ministry of Emergency Situations on January 3rd prepared a and sent out an appropriate emergency warning about forecasting the occurrence of emergencies related to the disruption of the road service in populated localities and on the motorways between them throughout all the Donetsk People’s Republic.

Given such a complicated hydro-meteorological situation, starting January 4th this year, the forces and means of Avtodor State Enterprise from among those special equipment ready to work in winter conditions were involved in snowplowing
Local roads in Shakhtersky, Amvrosiyevsky, Telmanovsky and Novoazovsky districts almost all remained blocked by snow.
However, between January 5th and January 7th, 2019, the situation on the roads of the Republic deteriorated sharply due to the fact that the amount of precipitation for a given period of time ranged from 42 to 64 mm, which corresponds to 100-120% of the monthly norm of January.
Beginning from 6:30 pm January 7th, 2019, in order to prevent a complication of the situation on the roads of the Republic, traffic was temporarily restricted on certain sections of the roads in Starobeshevsky, Telmanovsky, Shakhtersky and Amvrosiyevsky districts.

By my decision, starting January 7th, the DPR Ministry of Emergency Situations deployed an operational staff with the involvement of the traffic police of the DPR Ministry of Internal Affairs, the Ministry of Transport of the DPR, including Avtodor State Enterprise to organize works on snowplowing of the republic and local levels, rendering aid to the affected population,” Alexey Kostrubitsky reported.

The Minister of Emergency Situations stressed that the mayors of cities and districts had ignored the warning about the worsening weather conditions and the possibility of emergency situations and had not prepared for a difficult situation.

“I want to note that Avtodor SE and its local branches, during this period, showed an extremely inefficient, unsatisfactory organizational level of work to prevent the emergency situation related to the stopping of road transport on and local roads and roads of republic importance.

The existing special equipment, which is located available to Avtodor State Enterprise, has mostly outlive its usefulness, is not functionally ready for its intended use in harsh weather conditions, is not effective, which entails corresponding costs from the republic budget.

The available special equipment is not enough to solve the tasks associated with timely snowplowing and the cleaning of traffic-bearing surface in general. This situation also stems from the fact that the management of Avtodor SE does not know how to make decisions related to refueling, providing spare parts, in some cases, control over the subordinate branches units is carried out based on unconfirmed information.

Due to the lack of a sufficient number of vehicles at Avtodor SE, almost all small populated localities have been cut off from the main motorways of the Republic, the main forces were sent only to the roads of republic importance, as a result of which local roads have not been snowplowed. The populated localities have been left without medical aid, food and other types of priority livelihoods.

The hotline of the Ministry has received more than 600 appeals from citizens regarding various issues of safe behavior, all who apply have been rendered qualified assistance, individual issues have been taken under the control of the operational headquarters of the DPR Ministry of Emergency Situations to eliminate the snowdrifts.

Rapid response measures taken by the DPR Ministry of Emergency Situations, as well as other concerned executive bodies of the Donetsk People’s Republic, has not allow the deaths among the population caught in snowdrifts between January 3rd and 10th this year, which speaks of their effectiveness and necessity.

The work of the operational headquarters of the DPR Ministry of Emergency Situations to eliminate snowdrifts continues around the clock with the involvement of the necessary specialized experts and agencies,” Alexey Kostrubitsky stressed.

General director of Avtodor SE Alexander Nikolayev reported on the causes of the unsatisfactory performance of equipment and enterprises in the emergency conditions.

Head of the Republic Denis Pushilin drew the attention of the chief of the state enterprise to the fact that the bad weather conditions had been reported in advance, and the equipment had to be fully prepared.

“You must personally control such issues. Such situations must not happen, because it can lead to a tragedy,” Denis Pushilin stressed.

Transport Minister Dmitry Podlipanov reported on the availability of equipment, fuel and anti-icing material to eliminate the consequences of the snowfall.

“As of today, there might be a lack of diesel fuel to eliminate the consequences of the snowfall. It is necessary to take measures for the additional allocation of diesel fuel for round-the-clock work of Avtodor State Enterprise. Stocks of anti-icing material have also greatly reduced, today we are waiting for additional volume,” Dmitry Podlipanov said.

The Head of the Republic instructed the Minister to prepare all the necessary estimations today.

First Deputy Minister for Construction Industry, Housing and Public Utilities Vitaly Kizhayev reported on work to eliminate emergencies in the Republic, noting that the situation is under control and, despite the small breaches, heat is supplied to all the facilities and houses.

“For quick response to eliminate emergency situations, round-the-clock brigades have been involved. In general, the work of all the vital services in the Republic was carried out in a regular mode. About 240 units of equipment and about 4,350 people have been involved in order to eliminate the consequences of the bad weather,” Vitaly Kizhayev reported.

Minister of Coal and Energy, Ruslan Dubovsky reported on the measures taken to eliminate the emergency situations.

“First of all, we should pay attention to people’s problems and work for the sake of people, not for reports,” the Head of the Republic emphasized.

Summarizing the meeting, the Head of the DPR Denis Pushilin noted that decisions regarding the management reshuffle would be made soon:

“The DPR Ministry of Emergency Situations has made and keeps making every effort to eliminate the consequences of the bad weather. This Ministry indeed copes with the tasks. I think that Emergencies Ministry workers should be commended for their work.

As for the rest, Avtodor SE and the mayors of cities, towns and districts, there are many complaints and problems.
Today several decisions were made to prevent certain difficulties.

I believe that some towns and districts have failed to cope with the challenges that the weather dished us up. I believe that after a certain analysis of all the information I have received, including from public reception offices of Donetsk Republic PM, it is necessary to consider the issue of possible management reshuffle in some cities, towns, and districts,” Denis Pushilin emphasized.
