В Минске 17 января состоится первое в этом году заседание гуманитарной подгруппы Трехсторонней контактной группы по урегулированию ситуации на Донбассе. Накануне встречи омбудсмен в официальном комментарии выразила надежду на то, что работа в новом году принесет плодотворные изменения и, благодаря конструктивному взаимодействию, Донецкая Народная Республика добьется решения каждого из вопросов, заявленных в повестке дня.
«Главный приоритет работы гуманитарной подгруппы в текущем году – организация обмена удерживаемыми лицами в формате «всех установленных на всех установленных». Необходимым условием этого является присутствие на встречах полномочных представителей украинской стороны.
Также актуальной проблемой остается и организация совместного поиска лиц, пропавших без вести. Рассчитываю, что украинская сторона больше не будет блокировать неаргументированными требованиями рассмотрение этого важного вопроса, а проявить человечность и сострадание в отношении родных и близких без вести пропавших лиц. Механизм поиска следует разработать и запустить в кратчайшие сроки.
В ходе предстоящей встречи необходимо решить вопросы передачи документов граждан, вернувшихся на территорию Донецкой Народной Республики в результате обмена, определения их правового статуса, подписания Декларации об осуждении любых форм пыток, жестокого обращения, сексуального насилия и угроз применения насилия в отношении лиц, заключенных под стражу в связи с конфликтом.
Со своей стороны мы заявляем об открытости Донецкой Народной Республики и готовности к мирному диалогу с целью скорейшего урегулирования конфликта в Донбассе», — заявила она.
This year’s first meeting of the humanitarian subgroup of the Trilateral Contact Group for resolving the situation in Donbas takes place in Minsk on January 17th. On the eve of the meeting, the Ombudsperson in her official comment expressed the hope that the work in the new year would bring fruitful changes and, thanks to constructive cooperation, the Donetsk People’s Republic would achieve the resolution of each of the issues appearing on the agenda.
“The main priority of the work of the humanitarian subgroup this year involves organizing an exchange of detainees in the format of “all identified for all identified”. The necessary condition for this is the presence of authorized representatives of the Ukrainian party at the meetings.
In addition, an urgent problem remains a joint search for missing persons. I expect that the Ukrainian party will no longer block the consideration of this important issue with unreasoned demands, but to show humanity and compassion towards relatives and families of the missing persons. The search mechanism should be developed and launched as soon as possible.
During the upcoming meeting, it is necessary to resolve the issue of transferring documents of citizens who have returned to the territory of the Donetsk People’s Republic as a result of the exchange, determining their legal status, signing a Declaration condemning any form of torture, ill-treatment, sexual abuse and threats of violence against persons who have been taken in custody in connection with the conflict.
For our part, we declare the openness of the Donetsk People’s Republic and the readiness for a peace dialogue with a view to an early resolution of the conflict in Donbass,” she stated.
