О работе с обращениями граждан, отбывающих наказание в пенитенциарных учреждениях Республики, а также передаче осужденных на территорию Украины в интервью корреспонденту официального сайта ДНР рассказала Уполномоченный по правам человека Дарья Морозова.
«Каждый осужденный, либо человек, который находится под следствием, может подать обращение Уполномоченному по правам человека. По каждому из таких писем проводится проверка, направляются соответствующие запросы в компетентные органы, проходят встречи с осужденными. За 2018 год мы проинспектировали все пенитенциарные учреждения Республики, проверили все полученные обращения, по ряду из них действительно подтвердились факты нарушения прав человека», — сказала Дарья Морозова.
Особое внимание омбудсмен уделила сотрудничеству с Министерством юстиции в сфере организации процесса передачи осужденных на территорию Украины.
«В Донбассе была одна из самых больших концентраций тюрем, и жители различных областей Украины присылались сюда для отбывания наказания. Мы понимаем, что у них есть близкие, людям нужна возможность встречаться с родственниками и получать посылки. Поэтому нами было принято решение о передаче осужденных, изъявивших желание отбывать наказание на территории Украины. Изначально был разговор о том, чтобы этот процесс был зеркальным, но, к сожалению, наши оппоненты отказались», — отметила Морозова.
DPR Human Rights Commissioner Darya Morozova in an interview with a correspondent of the DPR official website told about the work on the appeals of citizens serving sentences at penitentiary institutions of the Republic, as well as about the transfer of convicts to the territory of Ukraine.
“Every convicted person or a person who is under investigation can file an appeal to the Commissioner for Human Rights. Each of these letters is checked, appropriate requests are sent to the relevant authorities, meetings with convicts are held. In 2018, we inspected all the penitentiary institutions of the Republic, checked all the appeals received, for some of them the facts of human rights violation were really confirmed,” Darya Morozova said.
The Ombudsperson paid special attention to cooperation with the Ministry of Justice in organizing the transfer of convicts to the territory of Ukraine.
“In Donbass there was one of the largest concentrations of prisons, and residents of various regions of Ukraine were sent here to serve their sentences. We understand that they have relatives, people need the opportunity to meet up with their relatives and receive parcels. Therefore, we decided to transfer the convicts who wish to serve their sentences in the territory of Ukraine. Initially, there was a conversation to arrange this process intermutually, but, unfortunately, our opponents refused,” Morozova noted.
