Минстрой по поручению Главы ДНР Дениса Пушилина разработал дорожную карту по переходу под контроль Донецкой Народной Республики объектов водоснабжения и водоотведения КП «Компания «Вода Донбасса», зарегистрированного на Украине. Об этом в среду, 30 января, сообщил министр строительства и жилищно-коммунального хозяйства ДНР Сергей Наумец.
«На сегодня Минстроем прорабатываются возможные пути перехода под юрисдикцию ДНР объектов КП «Компания «Вода Донбасса» с оценкой определения возможных рисков. Перевод обусловлен прежде всего трудностями, которые испытывает предприятие, – не в полном объеме выплачивается заработная плата сотрудникам», – рассказал министр.
Вопрос выплаты задолженности по зарплате даже стал предметом переговоров на минской встрече по урегулированию конфликта в Донбассе.
«Участники подгруппы по экономическим вопросам согласовали и утвердили проведение международного аудита коммунального предприятия «Компания «Вода Донбасса». Это позволит разобраться в причинах невыплаты зарплаты работникам и, надеемся, стабилизирует его работу. Основной причиной возникновения задолженности специалисты называют то обстоятельство, что тарифы не возмещают стоимость предоставления услуг в связи с возросшим уровнем затрат предприятия из-за роста цен на материалы, топливо и комплектующие в последние годы. Другой возможной причиной подозревают саботаж высшего руководящего звена, которое, по имеющимся данным, зарплату получает вовремя, одновременно оставляя подчиненных без средств к существованию», – подчеркнул руководитель Минстроя.
Напомним, коммунальное предприятие предоставляет услуги водоснабжения потребителям 289 населенных пунктов, услуги водоотведения потребителям 79 городов и поселков Донецкого региона.
The Construction Ministry, at the instruction of Head of the DPR Denis Pushilin, has elaborated a roadmap to place water supply and wastewater facilities of Voda Donbassa Public Utilities Company that are registered in Ukraine under control of the Donetsk People’s Republic. Minister of Construction Industry and Public Utilities of the DPR Sergey Naumets announced this on Wednesday, January 30th.
“Today, the Construction Ministry is working on possible ways to transfer facilities of Voda Donbassa Public Utilities Company to the jurisdiction of the DPR with an assessment of the identification of possible risks. The transfer stems, first of all, from the difficulties that the enterprise is experiencing — the employees are not paid their wages in full,” the Minister said.
The issue of paying off the wage arrears has even become the subject of negotiations at the Minsk meeting for the settlement of the conflict in Donbas.
“The members of the subgroup for economic affairs have agreed upon and approved an international audit at Voda Donbassa Public Utilities Company. This will allow studying out the causes of the non-payment of wages to the employees and, we hope, will stabilize its work. The experts say that the main cause of the appeared debts is the fact that the rates do not compensate for the cost of providing the services because of the increased expenses of the enterprise due to the increase in prices for materials, fuel and components in recent years. They suspect that another possible cause is the sabotage by the senior management, who, according to available data, get paid on time, at the same time leaving their subordinates without means of subsistence ” the Construction Minister stressed.
Recall that the public utilities company provides water supply services to consumers in 289 populated localities, water disposal services to consumers in 79 towns and villages of the Donetsk region.
