Наблюдатели СММ ОБСЕ продолжают фиксировать укрепление позиций вооруженных формирований Украины внутри участка разведения сил и средств «Петровское-Богдановка». В ежедневном отчете Миссии по состоянию на 25 марта были зафиксированы техника, нацистская символика и атрибутика.

    • 25 марта, находясь на участке разведения в районе Петровского (неподконтрольный правительству, 41 км к югу от Донецка)[3], члены патруля Миссии видели 2 боевые бронированные машины (ББМ; типа БМП), государственный флаг Украины и красно-черный флаг недалеко от ранее зафиксированной позиции Вооруженных сил Украины приблизительно в 600 м к югу от северного края участка разведения и примерно в 2,5 км к востоку от ее западного края».

    • Несмотря на фиксацию наблюдателями Миссии явных нарушений Рамочного решения, вооруженные формирования Украины не только не выводят ранее обнаруженную технику за пределы участка разведения №3 «Петровское–Богдановка», но и продолжают оборудовать свои позиции, при этом открыто демонстрируя символику экстремистской организации «Правый сектор», деятельность которой запрещена на территории Донецкой Народной Республики и Российской Федерации.

    • Отсутствие должной реакции со стороны стран-гарантов Минских соглашений позволяет украинской стороне игнорировать взятые на себя обязательства в части выполнения согласованных договоренностей.

    Так, с 13 марта 2018 года, когда Миссией было зафиксировано первое нарушение со стороны ВФУ (наличие боевых бронированных машин, траншей, огневых позиций и блиндажей) на участке разведения, наблюдается лишь дальнейшее продвижение и наращивание военных сил противника. Более года факты нарушений, которые все чаще появляются в ежедневных отчетах ОБСЕ, полностью игнорируются киевскими властями. С 1 января 2019 года СММ зафиксировала 10 прецедентов наличия военной активности в пределах участка разведения «Петровское-Богдановка».

    Официальные представители ДНР и ЛНР на переговорах в Минске неоднократно заявляли о зафиксированных наблюдателями СММ ОБСЕ нарушениях Украиной пунктов соглашения о разведении сторон, назвав единственно правильным шагом отвод сил и средств вдоль всей линии соприкосновения.

    OSCE SMM monitors continue to keep records of reinforcements of positions of the armed formations of Ukraine within the Petrovskoye-Bogdanovka disengagement area. According to the Mission’s daily report dated March 25th, there were heavy equipment, Nazi symbols and emblems spotted.

    On March 25th, being at the disengagement area in the vicinity of Petrovskoye (uncontrolled by the government, 41 km south of Donetsk), members of the Mission’s patrol saw 2 combat armored vehicles (IFV type), the Ukrainian national flag and a red-black flag not far from the position of the Armed Forces of Ukraine that had been previously spotted approximately 600 meters south of the northern edge of the disengagement area and about 2.5 km east of its western edge.”

    Despite the fact that the Mission’s monitors documented those obvious violations of the Framework Decision, the armed formations of Ukraine do not withdraw the previously spotted heavy equipment out of disengagement area №3 “Petrovskoye-Bogdanovka”, and also continue to fit out their positions, while openly demonstrating the symbols of the Right Sector, an extremist organization, whose activity is prohibited in the territory of the Donetsk People’s Republic and the Russian Federation.

    On March 28th, at the disengagement area near Petrovskoye (uncontrolled by the government, 41 km south of Donetsk), members of the SMM patrol again saw 2 combat armored vehicles (IFV type) and the red-black flag near the position of the Armed Forces of Ukraine that had been previously spotted approximately 600 meters south of the northern edge of the disengagement area and approximately 2.5 km east of its western edge, says the report as of March 28th, 2019.

    The lack of proper response from the guarantor countries to the Minsk Agreements let the Ukrainian side ignore its obligations regarding the implementation of the agreements reached.

    Thus, since March 13th, 2018, the day when the Mission registered the first violation by the AFU (the presence of armored fighting vehicles, trenches, firing-points and dugouts) in the disengagement area, only further advancement and expansion of the adversary’s military forces has been observed. For more than a year, the facts of violations, which have been increasingly appearing in OSCE daily reports, have been completely ignored by the Kiev authorities. Since January 1st, 2019, the SMM has registered 10 cases of presence of military activity within the Petrovskoye-Bogdanovka disengagement area.

    Official representatives of the DPR and LPR to the negotiations in Minsk have repeatedly stated that Ukraine had violated the items of the agreement on the disengagement of the parties, which was documented by OSCE SMM monitors, and claimed that the only right step was a withdrawal of forces and armaments along the entire contact line.
