Сегодня, 5 апреля, согласно повестке пленарного заседания, парламентарии рассмотрели законопроект «О внесении изменения в статью 6 Закона Донецкой Народной Республики “О выборах депутатов Народного Совета Донецкой Народной Республики», разработанный Комитетом по конституционному законодательству и государственному строительству, сообщает пресс-служба Народного совета.

Ознакомил коллег с сутью предложенных изменений депутат Народного Совета, председатель профильного комитета Максим Кныш. «Статья 6 Закона ДНР «О выборах депутатов Народного Совета Донецкой Народной Республики» предусматривает избрание председателя Центральной избирательной комиссии ДНР на основании представления главы исполнительной власти Республики. До внесения изменений в Конституцию в ноябре 2018 года главой исполнительной власти Донецкой Народной Республики был Глава ДНР. Но после вступления в силу Закона ДНР «О Правительстве Донецкой Народной Республики» высшим исполнительным органом государственной власти Республики является Правительство. Сложившаяся ситуация может трактоваться по-разному. В этой связи возникла необходимость внести изменения в Закон ДНР «О выборах депутатов Народного Совета Донецкой Народной Республики», которые бы ликвидировали двусмысленные толкования вышеупомянутого вопроса», – пояснил парламентарий.

Парламентарии проголосовали за его принятие в первом чтении в целом и во втором – с учетом правок. Далее Закон ДНР «О внесении изменений в статью 6 Закона Донецкой Народной Республики “О выборах депутатов Народного Совета Донецкой Народной Республики» будет направлен на подпись Главе ДНР и вступит в силу со дня опубликования на официальном сайте Народного Совета.

Deputy of the People’s Council, chairman of the relevant committee Maxim Knysh acquainted the colleagues with the essence of the proposed changes. “Article 6 of the Law of the DPR On the Election of Deputies of the People’s Council of the Donetsk People’s Republic provides for the election of the chairman of the Central Election Commission of the DPR on the basis of representing the head of the executive branch of the Republic. Before amending the Constitution in November 2018, the head of the executive power of the Donetsk People’s Republic was the Head of the DPR. But after the DPR Law On the Government of the Donetsk People’s Republic came into force, the Government is the highest executive body of the state power of the Republic. The current situation can be interpreted in different ways. In this regard, it became necessary to amend the Law of the DPR On the Election of Deputies of the People’s Council of the Donetsk People’s Republic, which would eliminate ambiguous interpretations of the aforementioned issue,” the parliamentarian explained.

Parliamentarians voted for its adoption at first reading in general and at second reading taking into account the amendments. Further, the Law of the DPR On Amendments to Article 6 of the Law of the Donetsk People’s Republic On the Election of Deputies of the People’s Council of the Donetsk People’s Republic will be submitted for signature to the Head of the DPR and will enter into force from the date of its publication on the official website of the People’s Council.
