В среду, 10 апреля, Глава Донецкой Народной Республики Денис Пушилин встретился с редакторами региональных печатных средств массовой информации.
Руководитель государства ответил на вопросы, интересующие представителей городских и районных газет Республики, а также сообщил о перспективах решения проблем, которые волнуют читательскую аудиторию.
«У меня есть подозрение, что наши газеты читать неинтересно, потому что нет остроты. Вопросы задаются не те, ответы слишком выверенные, сглаженные», – сказал Денис Пушилин и призвал присутствующих к откровенному разговору.
В числе затронутых проблем были вопросы, связанные с перспективами работы ряда градообразующих предприятий, обеспечением специализированной техникой жилищно-коммунальных предприятий, деятельностью медицинских организаций в населенных пунктах, продовольственной безопасностью и другие. Отдельно была рассмотрена тема о роли СМИ, в том числе печатных, в становлении Донецкой Народной Республики.
– Планируется ли в ближайшее время повышение зарплат, пенсий и социальных пособий?
– Перед Правительством стоит задача — определить механизмы, которые позволят существенно повысить пенсии, зарплаты работникам бюджетной сферы, социальные выплаты. Это станет началом проведения такой работы во всех отраслях и сферах.
– Остро стоит вопрос водоснабжения и водоотведения в городе Новоазовске, поселке Седово и селах района, а также укрепления береговой линии. Знаем, что уже есть подвижки благодаря принятой концепции развития поселка Седово. Но по Новоазовску вопрос по-прежнему открытый. Что-то планируется для улучшения ситуации в Седово и Новоазовском районе в целом?
– Министерством строительства и жилищно-коммунального хозяйства ДНР была разработана и утверждена Градостроительная концепция развития курортной зоны на территории Седово на период 2018–2021 годов. Мы прекрасно понимаем, что поселок Седово – это на данный момент единственная курортная зона Азовского моря для жителей ДНР и ЛНР, поэтому вопрос будем решать безотлагательно.
На прошлом совещании руководитель администрации Новоазовского района Олег Валериевич Моргун проинформировал о первоочередных проблемах поселка Седово, которые необходимо решать в ближайшее время. Одна из них – это опасная зона обрушения береговой линии в населенных пунктах Обрыв и Холодное. Это проблема не сегодняшнего дня, она тянется еще со времен украинского правления и не решалась на протяжении десятилетий. При Украине брались деньги на эти проекты по берегоукреплению – это огромные средства, которые распределялись на личные нужды чиновников.
Правительству поставлена задача – провести комплексный анализ по всем проблемным вопросам в поселке Седово. Это и берегоукрепление, и водоотведение, и водоснабжение. Как только будет видна полная картина и обозначены сроки, тогда можно будет говорить о конкретных шагах по решению этой проблемы.
А что касается Новоазовска, мы знаем обо всех существующих проблемах, и они касаются не только этого районного центра. В одночасье решить эти сложные вопросы не представляется возможным. Проблемы есть, и они будут планомерно решаться.
– Какова перспектива работы Харцызского сталепроволочного завода в свете трудностей с поставкой катанки с Енакиевского металлургического завода?
– Катанка для нужд «Силура» по договору производится и поставляется Макеевским металлургическим заводом, а уже он для производства катанки использует заготовку Енакиевского металлургического завода.
Завод «Силур» действительно периодически сталкивается с проблемой недостаточного обеспечения основным сырьем – стальной катанкой. Основная причина неритмичных поставок катанки заключается в том, что месячный объем заявки завода обеспечивает только суточную загрузку прокатного стана Макеевского металлургического завода. В случае запуска прокатного стана лишь для выполнения заказа завода «Силур» возникает рост расходов на производство, который несоизмерим с объемом получаемой оплаты за произведенную катанку, что является экономически нецелесообразным. Поэтому заказ «Силура» на производство катанки выполняется только при наличии «портфеля» заказов, обеспечивающего полную загрузку прокатного стана.
В настоящее время решается вопрос о налаживании регулярных поставок катанки на взаимовыгодных условиях для обоих предприятий. Данный вопрос находится на контроле Правительства.
– Возможно ли в ближайшем будущем организовать бесперебойную работу предприятия «Снежнянскхиммаш»?
– Сейчас решается вопрос, как обеспечить предприятие заказами, которые будут выполняться для внутреннего рынка. Этим вопросом занимается Правительство.
По моей информации, завод «Снежнянскхиммаш» заказами будет обеспечен. Их продукция востребована, я вижу перспективу у этого предприятия. Скажу точно, что предприятие закрываться не будет. Все рабочие места будут сохранены.
– Стоит ли на повестке дня вопрос о возвращении кладбищ и рынков под контроль городских и районных администраций?
– Я по-прежнему уверен, что кладбища и рынки – это тот ресурс, который должен быть сконцентрирован у глав городов и районов. Вся сложность в процедуре перехода. Из-за всех юридических тонкостей он затянулся, но мы идем к этому. Я уверен: когда рынки и кладбища вернутся в муниципальную собственность, порядка будет больше.
На ряд вопросов, которые требуют детального изучения, Глава Республики пообещал предоставить ответы в письменном виде, чтобы они были опубликованы в региональных СМИ.
On Wednesday, April 10th, Head of the Donetsk People’s Republic Denis Pushilin met with the editors of the regional print media.
The head of the state answered questions of interest to representatives of city and district newspapers of the Republic, and also reported on the prospects for solving problems that concern the readership.
“I have a suspicion that our newspapers are not interesting to read, because they have no sharpness. You ask the wrong questions, the answers are too careful, smoothed out,” said Denis Pushilin and encouraged those present to speak frankly.
Among the problems raised there were questions about the prospects for the work of a number of city-forming enterprises, the provision of specialized equipment to housing and public utility companies, the activities of medical organizations in populated localities, food security and others. They separately touched on the topic of the role of the media, including print media, in the development of the Donetsk People’s Republic.
— Is it being planned to increase salaries, pensions and social benefits in the near future?
— The Government is charged with the task to decide on the mechanisms that will significantly increase pensions, salaries of public sector employees, and social benefits. This will be the beginning of such work in all industries and spheres.
— There is an acute issue of water supply and drainage in the town of Novoazovsk, the village of Sedovo and the villages of the district, as well as the coastal reinforcement. We know that there has already been some progress thanks to the adopted concept for the development of the village of Sedovo. But the issue of Novoazovsk is still open. Is something being planned to improve the situation in Sedovo and Novoazovsky District in general?
— The Ministry of Construction Industry, Housing and Public Utilities of the DPR has elaborated and approved the Town-Planning Concept for the development of a resort zone in the territory of Sedovo for the period between 2018 and 2021. We are well aware that the village of Sedovo is currently the only resort area of the Azov Sea for residents of the DPR and the LPR, so we will solve the issue without delay.
At the last meeting, mayor of Novoazovsky District Oleg V. Morgun informed about the priority problems in the village of Sedovo, which must be resolved in the near future. One of them is a dangerous zone of coastline collapse in the villages of Obryv and Kholodnoye. This problem has emerged not just today, it has been stretching since the days of the Ukrainian rule and has been remaining unsolved for decades. Under Ukraine, they took money for those coast protection projects; these are huge funds that were allocated for the personal needs of the officials.
The Government has been instructed that a comprehensive analysis of all problematic issues in the village of Sedovo be carried out. This includes shore protection, drainage, and water supply. As soon as the full image is visible and deadlines are established, then it will be possible to talk about specific steps to solve this problem.
As for Novoazovsk, we are aware of all the existing problems, and they concern not only this regional center. It is not possible to solve these complicated issues overnight. We have problems, and they will be solved systematically.
— What prospects does the Khartsyzsk Steel Wire Works have against the background of the complications with the supply of rolled wire from the Yenakiyevo Iron and Steel Works?
— Rolled wire for the needs of Silur is manufactured and supplied by the Makeyevka Iron and Steel Works under the contract, and it uses stock material of the Yenakiyevo Irons and Steel Works for the production of rolled wire.
The Silur plant does occasionally face the problem of insufficient supply of the main raw material — steel wire rod. The main cause of the irregular supplies of wire rod is due to the fact that the monthly volume of the plant’s requisition note covers only a daily load of the rolling mill of the Makeyevka Iron and Steel Works. If the rolling mill is launched only to fulfill an order of the Silur plant, an increase in production costs arises, which is not commensurate with the amount of payment received for the rolled wire produced, which is not economically feasible. Therefore, Silur’s order for the production of wire rod is carried out only if there is a stock of orders that ensures the full loading of the rolling mill.
Currently, we are resolving the issue of establishing regular supplies of wire rod under mutually beneficial terms for both enterprises. The Government is supervising this issue.
— Is it possible to arrange a smooth operation of the Snezhnyanskkhimmash enterprise in the near future?
— Now we are solving the issue to provide the enterprise with orders that will be carried out for the domestic market. The Government is dealing with this issue.
According to my information, the Snezhnyanskkhimmash plant will be provided with the orders. Their products are in demand, I see the prospect of this enterprise. I will say for sure that the enterprise will not close. All the jobs will be preserved.
— Does the issue of returning cemeteries and markets to the jurisdiction of city and district administrations appear on the agenda?
— I am still confident that cemeteries and markets are the resource that should be concentrated among the mayors of cities and districts. All the difficulty lies in in the transition procedure. It has been delayed because of all legal subtleties, but we are going for this. I am sure that when the markets and cemeteries return to municipal ownership, there will be more order.
The Head of the Republic promised to provide answers in writing to a series of questions that require detailed study so that they can be published on the regional media.
