Согласно повестке заседания в Минске, основными вопросами были последствия нарушений украинской стороной действующего перемирия, обсуждение сторонами дополнительных мер по усилению контроля режима прекращения огня (РПО), а также утверждение текста заявления Контактной группы с последующим определением даты и времени возобновления обязательств сторон по соблюдению всеобъемлющего РПО.
Несмотря на решение минской Контактной группы о возобновлении обязательств по соблюдению всеобъемлющего, устойчивого и бессрочного режима прекращения огня в рамках «весеннего» перемирия, договоренности с украинской стороной не выполняются.
Согласно данным Представительства ДНР в СЦКК и в переговорном процессе, в период между встречами в Минске с 10 по 23 апреля было зафиксировано 152 нарушения РПО, ранен 1 мирный житель, повреждены 2 объекта инфраструктуры и 21 домостроение.
В вышеуказанный период ВФУ применяли практически весь спектр вооружений, за исключением танков и РСЗО.
1 раз использовалась артиллерия калибра 152 мм, выпущено 5 снарядов;
1 раз использовалась артиллерия калибра 122 мм, выпущено 4 снаряда;
17 раз использовались минометы калибра 120 мм, выпущено 90 мин;
34 раза – минометы калибра 82 мм, выпущено 165 мин.
Горячими точками оставались окрестности Горловки и юг Республики, а также населенные пункты: Донецк (поселок шахты «Трудовская», Вольво-центр, Александровка), Докучаевск, Ясиноватая, Васильевка.
Официальный представитель Республики Алексей Никоноров подчеркнул, что в результате ежедневных обстрелов подвергается опасности жизнь мирных жителей и инфраструктура Донецкой Народной Республики. Он отметил, что за указанный период один из важных инфраструктурных объектов – Васильевская насосная станция — попадала под огонь ВФУ 5 раз, из которых 4 – с применением минометов калибра 120 и 82 мм.
Алексей Никоноров также отметил, что украинской стороной нарушаются п. 2 Комплекса мер и Дополнение к нему по отводу тяжелого вооружения и создания зоны безопасности шириной 30 км. Им была продемонстрирована карта с нанесением зафиксированного СММ ОБСЕ вооружения и техники ВФУ, размещенной в нарушение линий отвода, в зоне безопасности и вне мест хранения.
Кроме того, Алексей Никоноров обратил внимание, что вооруженные формирования Украины продолжают препятствовать работе наблюдателей миссии и техническим средствам фиксировать нарушения.
Представитель Республики, ссылаясь на отчеты СММ ОБСЕ, подчеркнул, что в период с 10 по 23 апреля ВФУ препятствовали мониторингу наблюдателей миссии и глушили БПЛА 9 раз.
В заключение Алексей Никоноров подчеркнул: Республики готовы подтвердить приверженность соблюдению режима прекращения огня с любой ближайшей даты при условии согласования заявления.
«На видеоконференции от 18 апреля Контактной группой была поставлена задача РГВБ согласовать текст заявления на предстоящей встрече в Минске 24 апреля. Однако сегодня консенсус не был достигнут, диалог сторон не состоялся. Несмотря на ранее согласованную повестку дня, представители украинской делегации в ультимативной форме отказались от компромиссного текста по перемирию и требовали рассматривать исключительно предложения украинской стороны», – подытожил Алексей Никоноров.
According to the agenda of the meeting in Minsk, the main issues were the consequences of the violations of the current truce by the Ukrainian side, the parties’ discussion of additional measures to strengthen control over the ceasefire regime, as well as the approval of the text of the Contact Group’s statement, followed by deciding on the date and time of renewal of the parties ’commitments to comply with the comprehensive ceasefire regime.
Despite the decision of the Minsk Contact Group to renew commitments to comply with a comprehensive, sustainable and indefinite ceasefire regime within the framework of the “spring” truce, the agreements with the Ukrainian side are not fulfilled.
According to the data of the DPR Representative Office to the JCCC and negotiation process, during the period between meetings in Minsk from April 10th to 23rd, 152 violations of the ceasefire regime have been registered, 1 civilian has been wounded, 2 infrastructure facilities and 21 houses have been damaged.
In the aforementioned period, the AFU used almost the entire range of weapons, with the exception of tanks and MLRS.

1 time they used 122mm artillery, 4 shells were fired;
17 times they used 120mm mortars, 90 mortar shells were fired;
34 times they used 82mm mortars, 165 mortar shells were fired.
The hot spots remained the vicinity of Gorlovka and the south of the Republic, as well as the following populated localities: Donetsk (Trudovskaya mine’s village, Volvo Center, Aleksandrovka), Dokuchayevsk, Yasinovataya, Vasilyevka.
Official representative of the Republic Alexey Nikonorov stressed that as a result of daily engagements, the lives of civilians and the infrastructure of the Donetsk People’s Republic are endangered. He noted that during this period one of the important infrastructure facilities, the Vasilyevka pumping station, was engaged by the AFU 5 times, of which 4 through the use of mortars of 120mm and 82mm calibers.
Alexey Nikonorov also noted that the Ukrainian side violated paragraph 2 of the Complex of Measures and its Attachment on the withdrawal of heavy weapons and the creation of a 30-km-wide security zone. He showed a map of weapons and equipment of the AFU spotted by the SMM OSCE, deployed in violation of the withdrawal lines, in the security zone and out of the storage areas.
In addition, Alexey Nikonorov noted that the armed formations of Ukraine continued to impede the work of the Mission’s monitors and prevent the technical means from recording the violations.
The representative of the Republic, referring to the reports of the OSCE SMM, stressed that between April 10th and April 23rd, the AFU had disrupted the monitoring of the Mission’s observers and jammed their UAVs 9 times.
In conclusion, Alexey Nikonorov stressed that the Republics are ready to confirm their commitment to the observance of the ceasefire from any immediate date, upon condition that the statement is agreed upon.
“At the video conference as of April 18th, the Contact Group instructed the subgroup for security issues to agree on the text of the statement at the upcoming meeting in Minsk on April 24th. However, today the consensus was not reached, the dialogue of the parties did not happen. Despite the previously agreed agenda, the representatives of the Ukrainian delegation refused to accept the compromise text on the truce as an ultimatum and demanded that only proposals of the Ukrainian party must be considered,” Alexey Nikonorov concluded.
