В соцсетях появились критические замечания и жалобы на то, что прием документов на получение российского гражданства для граждан ДНР проходит медленно. Какие меры принимаются миграционной службой Республики для ускорения процесса, рассказал Глава ДНР Денис Пушилин в интервью изданию «Украина.ру»
— Людей понять можно. Получения гражданства Российской Федерации они ждали пять лет. И когда это случилось, ликование быстро сменилось ажиотажем у дверей Республиканской миграционной службы.
Подавляющее большинство жителей Республики хотят получить паспорт Российской Федерации как можно быстрее. И каким бы образом мы не организовывали этот процесс, все равно для миллионов желающих одномоментное получение долгожданного документа не организуешь.
Властям проблемы с приемом документов известны намного глубже, чем то, что видно людям со стороны. Они нам понятны в разрезе каждого паспортного стола, в разрезе каждой даже небольшой проблемы.
За этот небольшой срок – напомню, документы Миграционная служба начала принимать с 3 мая – ситуация в корне, в разы улучшилась. Если бы нами не предпринимались никакие действия по решению проблем, то все было бы гораздо хуже.
Каждый день я получаю доклад о ходе реализации процедуры оформления документов, о тех проблемах, которые возникают. Да, пока не все удается решить оперативно, как хотелось бы, тем не менее, процесс оптимизируется, в самое ближайшее время люди эти улучшения должны ощутить.
Те неудобства, которые сегодня наблюдаются, обязательно уйдут – в каждом деле есть трудности оргпериода. Основные очереди, которые возникали с самого начала, были связаны с тем, что люди в основном обращались за консультациями: какие документы надо оформить, что необходимо сделать, приносили неполный пакет документов. Мы подключили к процессу волонтеров, которые оказывают консультативную помощь тем, у кого возникают вопросы, и это дало результат.
Ни о каких придирках при приеме документов не может быть и речи! Только строгое следование согласованным с ФМС Российской Федерации правилам. Ведь в случае отказа, в соответствии с указом президента РФ, в следующий раз обратиться за получением гражданства можно будет только через год.
– Не могли бы вы озвучить цифры: какое количество заявлений принято от граждан ДНР? Есть хотя бы приблизительные данные, какое количество граждан ДНР хотело бы получить российское гражданство? Сколько пунктов приема документов открыто? Есть ли какие-то квоты?
– На сегодняшний день, 7 июня, Республиканской миграционной службой принято 6 448 пакетов документов. Направлено в Российскую Федерацию 5 982 пакета, остальные в процессе подготовки.
Сам процесс рассмотрения и решение о выдаче паспортов РФ является прерогативой ФМС Российской Федерации.
Сейчас документы принимают местные паспортные столы, таких пунктов приема по Республике 33. Никаких квот нет, все сдают документы в общем порядке.
В ближайшее время будут выданы первые паспорта гражданина Российской Федерации.
– Если проблемы с приемом документов существуют, то какие, по-вашему, шаги надо предпринять, чтобы изменить ситуацию в положительную сторону?
– Исходя из того, что многие все же, выстаивая очереди, предоставляют неполный пакет документов, планируется запустить более серьезный процесс информирования населения, проведения подробной разъяснительной работы. Это должно существенно облегчить процесс.
И сейчас легко можно найти исчерпывающий перечень необходимых документов, но уже накопилась информация о типичных ошибках – именно на их разъяснении будет сделан акцент. Работа волонтеров-консультантов будет расширена.
В ближайшей перспективе должна быть запущена электронная очередь, что должно привести к существенному упорядочению процесса.
Идет улучшение материального и технического состояния паспортных столов, расширяется штат сотрудников территориальных подразделений Миграционной службы – сейчас идет отбор кандидатов. Все это приведет к ускорению процесса оформления документов.
Мы постоянно проводим с Миграционной службой совещания, направленные на улучшение ситуации. Сформирован перечень основных проблем, основанный на мнении населения.
Поставлена задача разделения общей очереди на три: прием документов на получение паспорта ДНР, на получение паспорта РФ и для решения других вопросов.
Также запланирован переезд центрального аппарата Миграционной службы в отдельное здание, настоящее месторасположение абсолютно не подходит для решения таких масштабных задач.
Организационный период займет еще какое-то время. Органы государственной власти сейчас прилагают все усилия для того, чтобы как можно быстрее облегчить для населения этот процесс. Я вижу консолидацию усилий всех госорганов в этом направлении.
Я благодарен тем служащим, которые в этих непростых условиях добросовестно выполняют свои обязанности, работают без выходных, стараясь ускорить процесс.
Уверяю: все, кто желает получить паспорта граждан Российской Федерации, при соблюдении всех требований их обязательно получат.

The overwhelming majority of residents of the Republic want to get a passport of the Russian Federation as soon as possible. And no matter how we organize this process, it’s impossible to organize a single-step issuance of the long-awaited document for millions of people who want to get it.
The authorities know about the problems with issuing documents much deeper than what is visible to people from the outside. We understand them in the context of each passport office, in the context of each even a small problem.
For this short time – I remind you, the Migration Service has begun to accept documents since May 3 – the situation has radically, many times improved. If we had not taken any action to solve the problems, then everything would have been much worse.
Every day I receive a report on the progress in implementing the paperwork procedure, on the problems that arise. Yes, not everything can be resolved promptly yet, as we would like, however, the process is optimized, as soon as possible, people should feel these improvements.
Those inconveniences that are observed today will surely go away – in every matter there are difficulties of the organizational period. The main queues that arose from the very beginning were due to to the fact that people mostly sought advice: what documents should be formalized, what needs to be done, brought an incomplete package of documents. We involved volunteers in the process who provide advice to those who have questions, and this gave the result.
Any cavils when receiving documents are out of the question! Only strict adherence to the rules agreed with the FMS of the Russian Federation. Indeed, in the event of refusal, in accordance with a presidential decree, the next time you can apply for citizenship will be only after a year.
– Could you voice the numbers: how many applications have been received from the citizens of the DPR? Are there at least approximate data, how many citizens of the DPR would like to receive Russian citizenship? How many points for receipt of documents have opened up? Are there any quotas?
– As of today, June 7th, the Republic Migration Service has received 6,448 sets of documents. 5, 982 packages have been sent to the Russian Federation, the rest is in the process preparation.
The review process itself and the decision to issue passports of the Russian Federation are the prerogative of the FMS of the Russian Federation.
Now the documents are accepted by local passport offices, there are 33 such reception points in the Republic. There are no quotas, everyone hand over documents in a general manner.
In the near future, the first passports of a citizen of the Russian Federation will be issued.
– If problems with the reception of documents exist, what steps do you think should be taken to change the situation in a positive way?
– Considering that many still, while standing in line, provide an incomplete package of documents, it is planned to launch a more serious process of informing the population, conducting detailed explanatory work. This should greatly facilitate the process.
And now you can easily find an exhaustive list of the necessary documents, but information has already been accumulated about typical mistakes – it is on their explanation that the emphasis will be placed. The work of the volunteer consultants will be expanded.
In the near future, an electronic queue should be launched, which should lead to a significant streamlining of the process.
There is an improvement in the material and technical condition of the passport offices, the staff of the local offices of the Migration Service is expanding – now there is a selection of candidates. All this will speed up the paperwork process.
We constantly hold meetings with the Migration Service aimed at improving the situation. A list of major problems, based on the opinion of the population has been formed.
The task is to break the general queue down into three: the reception of documents for the receipt of the passport of the DPR, to receive a passport of the Russian Federation and to solve other issues.
It is also planned to move the central office of the Migration Service into a separate building, the present location is absolutely not suitable for solving such large-scale tasks.
The organizational period will take some more time. Government bodies are now making every effort to facilitate this process for the population as soon as possible. I see the consolidation of efforts of all government agencies in this direction.
I am grateful to those employees who in these difficult conditions conscientiously perform their duties, work seven days a week, trying to speed up the process.
I assure you that everyone who wants to get a passport of citizen of the Russian Federation will definitely get it if all the requirements are met.
