Уполномоченный по правам человека в ДНР Дарья Морозова сделала официальное заявление по факту обстрела Петровского района Донецка, совершенного 19 июня со стороны украинских вооруженных формирований.
«Украинская власть, голословно заявляя о приверженности мирному урегулированию конфликта, продолжает циничную политику террора населения Донбасса и целенаправленного уничтожения объектов жилого фонда и гражданской инфраструктуры.
Массированному обстрелу со стороны вооруженных формирований Украины подвергся центр Петровского района Донецка, в том числе детская клиническая больница. К счастью, маленькие пациенты не пострадали, поскольку еще в 2015 году вследствие регулярных обстрелов с украинской стороны больница была переведена на работу в режиме дневного стационара. Также в результате артналета повреждения получили десять домов жителей района, здание бассейна «Петровский» и шахта имени Челюскинцев, что привело к отключению вентилятора главного проветривания и подвергло опасности жизни работников, находившихся в это время под землей.
На фоне значительной эскалации насилия, наблюдаемой в последние недели, систематических нарушений требований и норм международного гуманитарного права в части применения запрещенных методов ведения военных действий затягивание украинской стороной согласования в Минске очередного перемирия и пакета дополнительных мер по соблюдению режима прекращения огня является свидетельством отсутствия политической воли у официального Киева к мирному урегулированию конфликта.
По факту обстрела Петровского района города Донецка, о котором имеется задокументированное свидетельство, мною были проинформированы международные правозащитные организации. Настойчиво призываю мировое сообщество осудить действия украинской власти и принять необходимые меры для предотвращения подобных инцидентов и недопущения критического ухудшения ситуации в сфере прав и свобод гражданского населения Донбасса», — заявила омбудсмен.
Commissioner for Human Rights in the DPR Darya Morozova made an official statement on the shelling of Petrovsky District of Donetsk that was carried out by the Ukrainian armed formations on June 19th.
“The Ukrainian government, without furnishing any proof of their adherence to the peaceful settlement of the conflict, continues the cynical policy of terror against the population of Donbass and the targeted destruction of housing stock and civil infrastructure.
The center of Petrovsky District of Donetsk, including the children’s clinical hospital, was subjected to massive shelling by the armed formations of Ukraine. Fortunately, the little patients were not hurt, because due to regular shelling by the Ukrainian side, the hospital has been providing solely day-patient treatment since 2015. In addition, as a result of the artillery attack, ten houses of residents of the district, the building of Petrovsky swimming pool and Chelyuskintsev mine were damaged, which led to the shutdown of the main ventilation fan and endangered the lives of workers who were underground at that time.
Against the background of the significant escalation of violence observed in recent weeks, systematic violations of the requirements and regulations of international humanitarian law regarding the use of prohibited methods of warfare, the fact that the Ukrainian party is delaying another truce that is to be agreed in Minsk, as well as a package of additional measures to observe the ceasefire, testify to the fact that the official Kiev lacks political will towards the peaceful settlement of the conflict
I have informed international human rights organizations about the shelling of Petrovsky district of Donetsk, which is confirmed by documented evidence. I call on the world community to condemn the actions of the Ukrainian power and take necessary measures to prevent such incidents and prevent critical deterioration of the situation in the sphere of the rights and freedoms of the civilian population of Donbass,” the Ombudsperson stated.
