Сегодня на заседании группы по вопросам безопасности в рамках обсуждения статуса действующего перемирия переговорщики от Республики акцентировали внимание на рекордном увеличении количества обстрелов со стороны вооруженных формирований Украины, которые повлекли за собой жертвы среди мирного населения и масштабные разрушения гражданской инфраструктуры. Об этом сообщает пресс-служба МИД ДНР.
«Мы убеждены в том, что пока украинское руководство не отнесется ответственно к выполнению дополнительных мер, не проведет соответствующие разбирательства по всем фактам, повлекшим последствия для мирных жителей, и не применит соответствующие дисциплинарные меры к нарушителям, военные преступления его вооруженных формирований будут продолжаться. Мы рассчитываем на активную поддержку со стороны медиаторов переговорного процесса – ОБСЕ и Российской Федерации, а также от кураторов Украины – стран-гарантов Минских соглашений по оказанию влияния на официальный Киев с целью соблюдения им перемирия и особенно дополнительных мер контроля. Надеемся, важным стимулом для всех станет понимание, что начался новый учебный год», – пояснила позицию Республики Полпред ДНР Наталья Никонорова.
Одним из актуальных вопросов остается разведение сил и средств на пилотных участках и, в частности, порядок завершения реализации условий Рамочного решения 2016 года.
«Киев не смог внятно обозначить свою позицию по нашему проекту дополнения и приемлемому для него порядку реализации всех условий завершения разведения сил и средств на Петровском и Золотом. В связи с этим Республики предложили провести внеочередную видеоконференцию и полностью посвятить ее вопросам разведения сил и средств, а также утверждению разработанного Республиками графика проведения конкретных мероприятий. Такой системный подход позволит в едином порядке произвести все необходимые операции для реального завершения процесса разведения. Украинская сторона и посредники переговоров поддержали такую инициативу. При этом письменное согласование документа, по нашему мнению, является залогом избежания его нарушений», – уточнила Наталья Никонорова.
Today, at the meeting of the security group as part of the discussion on the status of the current ceasefire, negotiators from the Republic drew attention to the record-breaking increase in the number of attacks by the armed formations of Ukraine, which resulted in civilian casualties and massive destruction of civil infrastructure. “We are convinced that until the Ukrainian leadership responsibly takes the implementation of the additional measures, conducts appropriate investigations into all the facts that led to the consequences for peaceful residents, and imposes appropriate disciplinary measures on the violators, the war crimes of its armed formations will continue. We count on the active support of the mediators in the negotiation process, the OSCE and the Russian Federation, as well as the supervisors of Ukraine, the guarantor countries of the Minsk agreements to influence the official Kiev in order to make it comply with the ceasefire and especially the additional control measures. We hope that the realization of the fact that a new academic year has begun will become an important incentive for everyone,” Plenipotentiary Representative of the DPR Natalya Nikonorova explained the Republic’s position.
One of the topical issues remains the withdrawal of forces and means in the pilot areas and, in particular, the procedure for completing the implementation of the terms of the Framework Decision as of 2016.
“Kiev was not able to take a clear stance on our project of the addendum and the procedure acceptable for it to implement all the terms for completing the withdrawal of forces and means in Petrovskoye and Zolotoye. In this regard, the Republics suggested holding an extraordinary video conference and fully devote it to the issues of the withdrawal of forces and means, as well as approving the schedule of specific activities, which was elaborated by the Republics. Such a systematic approach will make it possible to carry out all the necessary operations under a unified procedure in order to really complete the withdrawal process. The Ukrainian side and the negotiators supported this initiative. Moreover, a written approval of the document, in our opinion, is the key to prevent violations of it,” Natalya Nikonorova clarified.
