Повесткой сегодняшней встречи рабочей группы по вопросам безопасности в формате видеоконференции было согласование текста плана-графика мероприятий по устранению нарушений на двух реализованных ранее участках разведения сил и средств «Петровское-Богдановка» и «Золотое», которое было заблокировано украинской стороной.
Представители Киева, не представив для обсуждения своего варианта, в ходе заседания не внесли ни одного предложения по существу, а вместо конкретного и конструктивного обсуждения текста плана-графика снова поднимали не относящиеся к повестке встречи темы. В частности, неожиданно для всех представители Киева заявили, что в обсуждаемый план-график по устранению нарушений на двух реализованных ранее пилотных участках необходимо включить и происходящее, по сути, с нуля разведение сил и средств в Станице Луганской.
Безусловно и очевидно, что это два абсолютно разных процесса – устранение нарушений проведенного ранее разведения в случае Петровского и Золотого и выполнение нового, полного цикла разведения в случае Станицы Луганской – смешение которых неприемлемо для успешной и скорейшей реализации обоих процессов.
Республики вновь заявили о необходимости проработки неучтенных в Рамочном решении технических аспектов, которые возникли на практике, в частности при разведении на первом пилотном участке «Станица Луганская» в специальном дополнении к Рамочному решению, проекты которого ранее были предоставлены ОБСЕ и другим участникам переговоров для обсуждения и согласования.
Мы по-прежнему убеждены, что только такие меры, закрепленные письменно, позволят окончательно урегулировать вопросы разведения, исключив какие-либо возможности для его нарушения или манипуляций с его условиями. Ожидаем, что ОБСЕ пришлет обобщенный вариант такого проекта дополнения к Рамочному решению до очередной встречи, чтобы стороны имели возможность проработки обоих документов.
По итогам встречи было достигнуто понимание, что необходимо учесть все технические замечания к сути документов, озвученные участниками переговоров и в кратчайшие сроки доработать и согласовать текст документов, чтобы 18 сентября Контактная группа смогла утвердить конкретные даты начала и окончания плана-графика по устранению нарушений на двух ранее реализованных участках и подписать дополнение к Рамочному решению, которое позволит успешно завершить весь процесс разведения в Станице Луганской. Для ускорения и оптимизации процесса Республики поддержали инициативу Российской Федерации провести еще одну встречу рабочей группы в режиме видеоконференции и предложили возможную дату — 13 сентября 2019 года.
The agenda of today’s meeting of the working group on security issues via videoconferencing was the coordination of the text of the implementation roadmap of measures to eliminate violations at the two previously off-loaded areas of withdrawal of forces and means Petrovskoye-Bogdanovka and Zolotoye, which was blocked by the Ukrainian side.
Representatives of Kiev, having not provided their option for discussion, did not make any substantive proposals during the meeting, and instead of a concrete and constructive discussion of the text of the implementation roadmap, they again raised the issues that were not related to the agenda of the meeting. In particular, unexpectedly for everyone, the representatives of Kiev said that in the discussed implementation roadmap for eliminating violations at the two previously implemented pilot sites, it was necessary to include the withdrawal of forces and means in Stanitsa Luganskaya, which is taking place actually from scratch.
It is clear and obvious that these are two completely different processes — the elimination of violations of the disengagement carried out previously in the case of Petrovskoye and Zolotoye, and the carrying-out of a new, complete disengagement cycle in the case of Stanitsa Luganskaya, the mixing of which is unacceptable for the successful and speedy implementation of both processes.
The Republics again made a statement on the need to elaborate technical aspects that were not taken into account in the Framework Decision and that arose in practice, in particular, during the disengagement at the first pilot section Stanitsa Luganskaya in the special supplement to the Framework Decision, whose drafts had been previously submitted to the OSCE and other members of the talks for discussion and coordination.
We are still convinced that only such measures, embodied in writing, will make it possible to finally resolve the issues of disengagement, excluding any possibilities for its violation or manipulation of its conditions. We expect that the OSCE will send a generalized version of such a draft supplement to the Framework Decision by the next meeting so that the parties have the opportunity to work out both documents.
On the basis of the results of the meeting, an understanding was reached that it is necessary to take into account all technical comments to the essence of the documents announced by the negotiators and to finalize and coordinate the text of the documents as soon as possible, so on September 18th the Contact Group can approve specific dates for the start and the end of the implementation roadmap for eliminating violations at the two previously implemented sites and sign the supplement the Framework decision, which will successfully complete the entire disengagement process in Stanitsa Luganskaya. To speed up and optimize the process, the Republics supported the initiative of the Russian Federation to hold another meeting of the working group via videoconferencing and suggested a possible date, which is September 13th, 2019.
