В понедельник, 14 октября, министр строительства и жилищно-коммунального хозяйства ДНР Сергей Наумец сделал заявление, посвященное анонсированному ранее повышению заработной платы работникам ряда предприятий коммунальной сферы.
“Как мы и говорили ранее, утверждённая с 1 сентября Правительством Донецкой Народной Республики индексация тарифов на квартплату, вывоз мусора и водоснабжение/водоотведение преследует целью улучшение ситуации в соответствующих отраслях жилищно-коммунального хозяйства. Основная часть платежей будет направлена на повышение уровня зарплат работникам этих предприятий”, — сказал Сергей Наумец.
Министр подчеркнул, что на основании поручения Правительства ДНР Министерство строительства и жилищно-коммунального хозяйства 5 сентября текущего года на заседании Межведомственного штаба поручило администрациям городов и районов Республики основную часть средств, полученных от повышения тарифов на жилищно-коммунальные услуги, направить на повышение заработной платы работников коммунальных предприятий.
Во избежание недопонимания и злоупотребления властью на местах Министерство строительства и жилищно-коммунального хозяйства подготовило Приказ № 219-од от 02.10.2019 «О повышении заработной платы работникам предприятий, оказывающим услуги по содержанию домов и придомовых территорий, по сбору и вывозу бытовых отходов, централизованному водоснабжению и водоотведению».
Приказ, согласованный Министерством юстиции ДНР, опубликован в пятницу, 11 октября. Документ обязывает руководителей предприятий, оказывающих услуги по содержанию многоквартирных жилых домов, сооружений и придомовых территорий, в сфере обращения с бытовыми отходами, централизованного водоснабжения и водоотведения с 1 октября 2019 года увеличить оплату труда рабочим специальностям на 30%.
«Данное повышение коснётся не управленцев или инженерного состава, а только представителей рабочих специальностей упомянутых отраслей — тех тружеников, кто своим ежедневным трудом обеспечивают в Республике чистоту, ремонты жилищного фонда, водоснабжение”, — рассказал Сергей Наумец.
Также министр строительства и ЖКХ прокомментировал ситуацию, сложившуюся вокруг задолженности по заработной плате рабочему персоналу украинского коммунального предприятия «Компания «Вода Донбасса».
«Приказ о повышении заработной платы рекомендован к выполнению и нерезиденту Республики – коммунальному предприятию «Компания «Вода Донбасса».
Что касается погашения задолженности по заработной плате рабочему персоналу данного предприятия — разработан нормативный правовой акт, посвященный механизму погашения задолженности, который ожидает утверждения в Правительстве. Надеюсь, в ближайшее время он будет подписан. Согласно документу, до конца года мы планируем компенсировать задолженность в размере 354 млн. рублей», – сообщил Сергей Наумец.
В завершение министр строительства и жилищно-коммунального хозяйства призвал потребителей вовремя оплачивать коммунальные услуги.
«На сегодняшний день сфера ЖКХ существует только за счёт поступлений оплаты от потребителей услуг – граждан и юридических лиц, а также ТМЦ, поступающих в порядке гуманитарной помощи для ремонтов и обслуживания оборудования. Поэтому очень важно оплачивать коммунальные услуги без задержек», — подчеркнул он.

“As we said earlier, the indexation of rates for housing costs, waste removal and water supply/sanitation, approved by the Government of the Donetsk People’s Republic on September 1st, aims to improve the situation in the relevant sectors of housing and utility services. The bulk of payments will be directed to raising the level of wages of workers of these companies,” Sergey Naumets said.
The minister emphasized that on the basis of the instruction from the DPR Government, the Ministry of Construction Industry, Housing and Public Utilities Sector on September 5th this year at the meeting of the Interdepartmental Staff instructed the administrations of cities and districts of the Republic to direct the bulk of the funds received from raising the rates for housing and public utility services to increase the wages of workers of utility companies.
In order to avoid misunderstanding and abuse of power locally, the Ministry of Construction Industry, Housing and Public Utilities Sector has prepared Decree 219-od dated October 2nd, 2019 On Raising Wages of Workers of Companies Providing Services for Maintenance of Houses and Adjoining Territories, Collection and Removal of Household Waste, Centralized Water Supply and Sanitation.
The order, approved by the Ministry of Justice of the DPR, was published on Friday of October 11th. The document obliges the heads of companies providing maintenance services for apartment buildings, structures and adjoining territories in the field of household waste management, centralized water supply and sanitation to increase the wages of the relevant workers by 30% starting October 1st, 2019.
“This increase will not cover the managers or the engineering staff, but only representatives of the industrial worker jobs of the mentioned sectors, those workers who ensure cleanliness, housing repairs, and water supply in the Republic with their daily labor,” Sergey Naumets said.
Also, the minister of construction industry, housing and public utilities commented on the situation about the wage arrears to the working personnel of the Ukrainian utility company Voda Donbassa.
“The order to increase the wages is recommended for execution also to the non-resident of the Republic, the utility company Voda Donbassa.
Regarding the repayment of wage arrears to the working personnel of this enterprise, a regulatory legal act on the mechanism of debt repayment has been elaborated, which is pending approval by the Government. I hope that in the near future it will be signed. According to the document, by the end of the year we plan to recompense for the debt in the amount of 354 million rubles,” Sergey Naumets informed.
In conclusion, the minister of construction industry, housing and public utilities sector urged consumers to pay utility bills on time.
“Today, the housing and public utilities sector exists only at the expense of payments from consumers of the services, citizens and legal entities, as well as goods and materials that are received as humanitarian aid for repairs and maintenance of equipment. Therefore, it is very important to pay utility bills without delay,” he emphasized.
